Launching the peak campaign
On December 12, 2025, the Standing Committee of the Nghe An Provincial Party Committee issued Plan No. 17-KH/TU on the implementation of cleaning and standardizing the Party member database. Subsequently, the Provincial Party Committee's Organization Department continuously issued numerous documents directing and urging implementation.
Specifically, on May 26, 2026, the Provincial Party Committee's Organization Department issued Plan No. 22 on the overall digital transformation of the Party Organization and Construction sector in Nghe An province in 2026 and the period up to 2030; and simultaneously issued Plan No. 23 to implement a high-intensity campaign to revise and digitize documents and remove bottlenecks in the digital transformation of the Provincial Party Committee's Organization Department and the Party Organization and Construction sector in Nghe An province until the end of June 2026.
The plans are being implemented synchronously to seriously carry out the intensive "45-day and night" campaign to remove bottlenecks in digital transformation by the Central Organizing Committee and the Party Organization and Construction sector.
Accordingly, the focus has been identified as reviewing and standardizing business processes; updating and cleaning up data on Party organizations, Party members, and officials; creating a catalog, classifying, and initially digitizing eligible records; reviewing technical infrastructure, accounts, transmission lines, and digital signatures; and ensuring data security and confidentiality.
Following directives from the Central and Provincial authorities, Party committees and organizations at all levels in Nghe An province are currently focusing intensely on reviewing, updating, and standardizing data; and coordinating the digitization of records and documents.
In Thien Nhan commune, there are 60 Party organizations, including 2 Party committees and 58 Party branches, with 1,765 Party members. To date, the commune's Party committee has completed updating Party member records and data on the system.
To ensure the completeness and accuracy of the data, the Standing Committee of the Commune Party Committee directed the Party Building Committee to review all Party member records; requested Party members to supplement any missing documents; and invested in additional equipment to facilitate the digitization of records.

Mr. Dang Hong Thang, Permanent Deputy Secretary of the Party Committee of Thien Nhan commune, said that the locality is focusing on reviewing all Party member files in the area; requiring Party members to supplement missing documents, and investing in more scanners to digitize files in the digital environment.
However, according to Mr. Thang, the biggest difficulty currently is that many files of elderly party members have been lost due to natural disasters and prolonged flooding many years ago.
“Thien Nhan commune is a flood-prone area, so for many elderly Party members, especially those from before the 1980s, many records have been lost. Currently, many Party members no longer have their Party membership admission decisions or official Party membership recognition decisions. This is the biggest difficulty in the process of standardizing Party member records in the digital environment,” Mr. Thang shared.
In Con Cuong commune, the work of reviewing and updating data is also being carried out urgently with a very large volume of work.
The entire commune currently has over 1,900 Party members. To date, 1,896 Party member records have been updated on the system. However, some cases remain incomplete due to issues related to transferring Party membership or because the records have not been fully transferred to the local authorities.


Significantly, the biggest challenge currently lies not in entering data into the software, but in reviewing and cross-referencing paper records. Many officials have to work day and night to cross-check information, verify each document, and examine each time period in party member files.
According to Mr. Nguyen Dam Minh, Head of the Party Building Committee of Con Cuong Commune Party Committee, many files of elderly Party members currently only contain handwritten biographical information, lacking almost all documents related to their Party membership history, such as Party membership transfer certificates, evaluations, and reviews.
"There are comrades who are no longer eligible for Party membership approval, nor are they eligible for official Party membership recognition. In the past, archiving was inadequate, and many files were lost due to frequent transfers. Therefore, updating them fully to meet current requirements is very difficult," Mr. Minh said.
In light of this situation, local authorities are mobilizing all available resources and making the most of every opportunity to review files, compile lists of cases lacking necessary documents, and send them to each Party branch and individual for coordinated supplementation.
According to Mr. Nguyen Dam Minh, for files lacking original documents, localities will follow the central government's guidelines to rectify and supplement the information through appropriate methods such as verification, re-establishing personal records, or coordinating with relevant units to complete the information.
Creating a foundation for digital transformation in Party building.
According to the Nghe An Provincial Party Committee's Organization Department, standardizing party member data not only serves immediate management purposes but also forms the core foundation for implementing digital transformation throughout the entire Party organization and construction sector.

Mr. Nguyen Van Chung, Head of the Party Organization and Membership Department of the Nghe An Provincial Party Committee's Organization Department, said that since the end of 2025, the unit has advised the Provincial Party Standing Committee to issue a plan for implementation; at the same time, the Provincial Party Committee's Organization Department has issued many plans and official documents to direct and urge the review and supplementation of data on party organizations and party members throughout the province.
Currently, Party committees directly under the Provincial Party Committee are focusing on checking, verifying, supplementing, and updating information on Party organizations and Party members into the Party Member Database 4.0 software.
Due to the large workload and tight deadline, many units have proactively arranged for additional computers and increased staff to accelerate the implementation progress; striving to basically complete the supplementation and updating of basic information of Party members by June 4, 2026.
According to Mr. Nguyen Van Chung, the Party member database is the primary data source for generating base data for applications such as: the electronic Party member handbook; the Party's administrative procedures on the public service portal such as paying Party membership fees, transferring Party membership... When Party organization and member data are standardized, synchronized, and interconnected, Party member management will become more scientific ; at the same time, it will contribute to reducing administrative procedures within the Party, improving the efficiency of management to meet the requirements of the new period.
This is also an important prerequisite for forming a digital data ecosystem in Party building work, ensuring connection and integration with the shared information system and database of the Central Organization Department in the future.
In practice, the task of cleaning and standardizing party member data is difficult, requiring great perseverance, caution, and responsibility from party committees and organizations at all levels.
The difficulties lie not only in the large number of files and the tight deadline, but also in the fact that many old files are lost, missing documents, or lacking information; especially the files of elderly party members who have changed workplaces or party memberships multiple times, or have been affected by natural disasters or wars in the past.
However, with strong political determination, proactive spirit, and responsibility from Party committees, localities, and units throughout the province, the work of reviewing and standardizing Party member data is being implemented decisively, systematically, and synchronously.
Nghe An's consistent approach is to prioritize urgent and easy tasks first, tackling difficult ones later, but without avoiding challenging ones. Each task has a designated point of contact for continuous monitoring; processes are diagrammed and standardized for easy inspection, supervision, and implementation.
In the context of digital transformation becoming an inevitable trend, building an accurate, complete, and synchronized database of Party members is not only a professional requirement but also a crucial step towards modernizing Party organization and development work.
Through ongoing efforts, Nghe An is gradually building a digital data platform to serve leadership, guidance, and management; contributing to improving the quality of Party member management, reforming administrative procedures within the Party, and meeting the requirements of the new development phase.
