(Chinhphu.vn) - 7,439 houses collapsed, buried, swept away, and damaged by the circulation of storm No. 3 (storm WIPHA), including many houses that had just been built under the program to eliminate temporary and dilapidated houses, is a heavy loss that mountainous localities in Nghe An province are struggling to overcome. Natural disasters have prolonged the dream of "settling down" of many poor families in the western part of Nghe An.

About 3,450 billion VND is the estimated economic damage caused by floods after storm No. 3 in Report No. 622/BC-UBND dated July 29, 2025 of Nghe An Provincial People's Committee. This is not the final figure because as of noon on July 29, Nhon Mai commune, with 21 villages and 1,431 households/6,868 people, is still completely isolated; there are 6 communes with 35 villages and 3,645 households/17,113 people that are partially isolated.

In addition to the infrastructure serving production and people's needs being destroyed, the damage that directly affected the lives of people in the Western Nghe An region was the destruction of thousands of houses by floods. According to preliminary statistics, as of noon on July 29, the whole Nghe An province had 7,439 houses collapsed, buried, swept away, and damaged by the circulation of storm No. 3.

Of which, 425 houses collapsed, were buried, or were completely swept away; 5,436 houses were deeply flooded and damaged, and their properties were swept away or damaged after the water receded; 1,578 houses were damaged or had their roofs blown off (of which 100 houses suffered over 70% damage; 1,478 houses suffered less than 70% damage).

My Ly is one of the communes most severely damaged by the floods caused by storm No. 3. According to Mr. Luong Van Bay, Chairman of the People's Committee of My Ly commune, this flood is considered one of the most severe natural disasters in many years in the area.

Regarding housing alone, after the flood, statistics by noon on July 29 showed that the entire My Ly commune had 214 houses collapsed, buried, or completely swept away; 135 houses were deeply flooded and damaged, with property swept away and damaged after the water receded, and hundreds of other houses were damaged, with less than 70% of their roofs blown off.

According to Mr. Nguyen Van De, Vice Chairman of Nghe An Provincial People's Committee, preliminary estimates by noon on July 29 show that the floods have caused economic damage in the province of up to about 3,450 billion VND; of which housing damage is estimated at 1,512 billion VND. Currently, the province is continuing to focus on directing response and recovery work, with the most urgent and drastic spirit to ensure the safety of people's lives and property.

Efforts to find resources to help people rebuild their homes

According to preliminary statistics from Nghe An province, among the thousands of houses damaged by recent floods, many were newly built shelters under the Program to eliminate temporary and dilapidated houses nationwide. The dream of "settling down" for poor households had just come true when the floods swept them away.

As one of the communes that suffered heavy damage to housing, according to preliminary statistics, the entire My Ly commune has about 140 temporary and dilapidated houses that have been supported and have just been completed and handed over to the people. To have a "3-hard" house, in addition to the State's support fund, families also have to borrow from policy banks and mobilize help from relatives.

The joy did not last long as the houses were destroyed by the flood. Not only did they no longer have a place to live, but many people were also worried about the heavy debt.

The house of Ms. Lu Thi Tu Bui and her husband, in Xoi Voi hamlet, My Ly commune, has just been built thanks to the Program to eliminate temporary and dilapidated houses nationwide. Roughly calculated, their shelter is worth about 100 million VND; in addition to the 60 million VND in support, Ms. Bui and her husband had to scrape together and borrow an additional 40 million VND. "We don't know how we will survive in the coming days," Ms. Bui said, choking up.

Similar is the situation of many families in the villages of Western Nghe An who have just received support to remove temporary and dilapidated houses. Although there are no specific statistics, among the 7,439 houses that collapsed, were buried, swept away, or damaged by the circulation of storm No. 3 in the province, many houses received support from the Program to remove temporary and dilapidated houses nationwide.

According to Ms. Vo Thi Minh Sinh, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province, the recent floods have caused severe damage, damaging many houses that have just been supported for construction and repair. The province is currently conducting statistics and assessing the extent of the damage to have timely support measures. At the same time, the province is also trying to find resources to help people rebuild their houses and stabilize their lives soon after the flood.

Damage caused by floods after storm No. 3 has greatly affected the progress of eliminating temporary and dilapidated houses in Nghe An, causing this work to be delayed. As one of the provinces with many temporary and dilapidated houses, Nghe An is making every effort to complete the goal of eliminating temporary houses, with a plan to "finish" before July 31, 2025.

As of July 25, 2025, Nghe An province had 100/130 communes and wards completing the Program to eliminate temporary and dilapidated houses. The remaining number of houses that need to be completed before July 31, 2025 in the whole province is 162 (148 newly built, 14 repaired), in 30 communes and wards. Of the total 162 unfinished houses, 159 have started construction; 3 have not started construction.
