On May 22nd, at a conference held in Ho Chi Minh City, Mr. Le Quang Tu Do, Director of the Department of Radio, Television and Electronic Information, announced that the Department is implementing a "blacklist" mechanism. The blacklist includes artists and KOLs who violate the law and social ethical standards.
The Department will coordinate with the Department of Performing Arts to discuss and reach an agreement. This mechanism will help event organizers, program producers, and brands obtain a list of artists, KOLs, and KOCs who have violated cultural codes of conduct, so they can consider whether to cooperate with them.
According to Mr. Le Quang Tu Do, previously, the Ho Chi Minh City Department of Culture and Sports and the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee had a list of artists whose collaborations were restricted, but without a specific timeframe. This led many advertising agencies and media companies to wonder how long this request would last. Therefore, in the near future, the management agencies will agree on a set of rules based on various criteria such as violations of the law, social ethical standards, and the specific duration of the activity restrictions.
Depending on the severity of the incident, the blacklisting period can last from 3 months, 6 months, or a year. This regulation is not mandatory but based on the voluntary participation of companies and brands. From the aforementioned blacklist, they will know which KOLs and artists to limit collaboration with.
The Department's leadership hopes for the cooperation of media outlets, companies, brands, etc., to send a message to artists, KOLs, and KOCs that if they violate the law or deviate from ethical standards, they will not be able to work in the arts for a certain period of time.
The list is expected to be published on the Vietnam Content Creator Portal, implemented by the Department. This portal is expected to be operational from the beginning of June. The Department will send notifications to each artist before adding them to the blacklist. Meanwhile, artists who have made contributions, achieved success, and participated in the Department's training courses will be commended.
Also at the event, Mr. Nguyen Ngoc Hoi - Deputy Director of the Department of Culture, Sports and Tourism of Ho Chi Minh City - said that the Department will work with security agencies to create white, black, and green lists. The green list will include people who frequently participate in city events.
