"Observation in the past, compliance more now"

Unlike other major cities in the country, the density of vehicles participating in traffic in the localities of Quang Binh province is not too high, there are few cases of driving on the sidewalk, running red lights, etc. People basically comply with the provisions of the law. However, there are many people trying to "take advantage" of the last seconds of the green light before it turns yellow and red.

However, according to the reporter's records, these days, at important intersections and major roads in Dong Hoi City, Hoan Lao Town, Quan Hau Town, etc., vehicles have proactively reduced speed as soon as they saw the traffic light signal, there is no longer a situation of "continuing momentum" to catch up with the green light or weaving, swerving...

Information about the fine amount makes traffic participants comply more seriously.

Traffic participants must stop their vehicles before the prescribed line and comply with traffic light information.

Mr. Nguyen Van Dan (born in 1976), Dong Phu ward, Dong Hoi city, said that he has always followed traffic regulations, but sometimes he still runs red lights because he is in a hurry, even though he knows it can be dangerous for himself and those around him.

“Sometimes, because I’m in a hurry, I try to accelerate to avoid red lights when there are only a few seconds left. Sometimes I make it to the green light, but sometimes the yellow light turns red. Now that Decree 168 is in effect, it is also a reminder for me to comply more, for my own safety first,” Nguyen Van Dan confided.

Although there is not a high density of traffic in the population, National Highway 1A through Quang Binh province is quite long and is a vital route along with many other important traffic routes, which are prone to congestion at hot spots such as Gianh bridge, Quan Hau bridge, etc. during Tet. Therefore, increasing the fine level to raise people's awareness and for large long-distance vehicles to strictly comply with the Law on Traffic Order and Safety (TTATGT), is also a solution to maintain traffic flow during peak times.

Decree 168 - Positive effects through numbers

In 2024, there were 198 traffic accidents in Quang Binh province. Compared to the same period in 2023, traffic accidents in 2024 in the province decreased significantly in all 3 criteria: 21 fewer cases (down 10%); 6 fewer deaths (down 5%); 24 fewer injuries (down 16%). Notably, no particularly serious traffic accidents occurred in the province.

Continuing the process of shaping civilized and safe traffic for people, Decree 168 has been implemented early and resolutely in the locality, actively propagating to people to influence traffic participation awareness. Lieutenant Colonel Dinh Cao Quang, Head of the Traffic Police Department of Quang Binh Provincial Police, said that he has organized in-depth training for officers and soldiers and related forces on the content of the new points of the Decree; organized propaganda conferences and installed warning signs to inform traffic participants of the new regulations and penalties of the Decree; at the same time, deployed forces to increase patrols and handle violations...

Decree 168 directly affects people's awareness of complying with the Law on Road Traffic Safety and Order.

According to records from January 1-15, 2025, the provincial traffic police force deployed more than 300 patrol teams to control, propagate, handle violations of order, and stop and control more than 22,600 vehicles. Through inspections, the authorities fined more than VND 3 billion for 988 vehicles; at the same time, revoked the driving licenses of 77 cases and deducted 157 points for violators.

Lieutenant Colonel Dinh Cao Quang emphasized that the Law on Road Traffic Safety has many new points, solving many problems on road traffic safety, is a breakthrough in building institutions, legalizing the activities of the Traffic Police force, actively contributing to ensuring traffic safety, preventing and fighting crimes and violations of the law.
