Decree 56/2025/ND-CP was issued more than half a month ago, the Ministry of Industry and Trade wants to amend it.

The Ministry of Industry and Trade is reporting to the Government for consideration and approval of amendments to Decree 56/2025/ND-CP with the expectation that there will be solutions to resolve difficulties in gas-fired power projects.

Decree 56/2025/ND-CP detailing a number of articles of the Electricity Law 2024 was issued by the Ministry of Industry and Trade on March 3, 2025. However, just over 2 weeks after its issuance, the Ministry of Industry and Trade reported to the Government for consideration and approval of amendments to Decree 56/2025/ND-CP, which will propose amendments to solutions to handle difficulties in gas-fired power projects.

The Ministry of Industry and Trade also said that LNG power projects expected to be put into operation by 2025 are still under construction, including Nhon Trach 3 & 4 Thermal Power Plant (1,624 MW) and Hiep Phuoc Phase 1 (1,200 MW).

Some types of power sources such as imported LNG gas thermal power, domestic gas thermal power, flexible power sources, storage batteries, pumped storage hydropower, and offshore wind power expected to be operational in the 2026-2030 period have not been deployed, are slow or have difficulties in deployment.

Notably, in the current proposal to adjust the Power Plan VIII, the Ministry of Industry and Trade also said that it will limit the development of power sources using LNG if there are alternative solutions to reduce dependence on imported fuel.

The proposal of the Ministry of Industry and Trade is not to develop new LNG power sources after 2035. LNG plants are oriented to gradually switch to using hydrogen fuel after 10 years of operation when the cost is suitable.

By 2050, most gas-fired power plants will switch completely to using hydrogen.

By 2030, the total capacity of LNG power sources will reach a maximum of 22,524 MW; in the 2032-2035 period, the Long Son and Long An II LNG power projects will be put into operation or the progress can be accelerated if conditions are favorable.

By 2050, LNG plants using hydrogen combustion will have a capacity of 18,200-26,123 MW; LNG-fired thermal power plants running entirely on hydrogen will have a capacity of 8,576-11,325 MW; LNG CCS (new construction, installation of carbon capture and storage equipment) gas power plants will have a total capacity of 1,887-2,269 MW.

Regarding the Government's request to clarify the priority of developing large-capacity LNG factories/plant clusters to optimize shared infrastructure from liquefied natural gas import port infrastructure according to the central LNG port model, large capacity scale and pipeline system supplying recycled LNG from the central LNG port, the Ministry of Industry and Trade also reported.

Accordingly, the adjustment of Power Plan VIII also proposed the development of new LNG sources in the North with a total capacity of 7,900 MW in Quang Ninh, Thai Binh, Thanh Hoa, and Nghe An to ensure priority for the development of factory clusters, in order to optimize shared infrastructure and save investment costs.

According to the assessment of the Ministry of Industry and Trade, there are currently a number of potential locations in the Northern region to build a central LNG port warehouse. The justification for the necessity and location of the central LNG port warehouse will be carefully studied in the National Energy Master Plan. In the process of preparing for investment in the LNG power source project, it is necessary to consider the option of using shared LNG port warehouse infrastructure.
