Beyond the resounding 21-gun salute or the solemn red carpet, the state reception for General Secretary and President To Lam was highly symbolic, highlighting Vietnam's exceptional position in India's strategic policy and the warming bilateral relationship.
In standard protocol, the honorary platform is reserved for two leaders of equal rank: the host head of state welcoming a distinguished guest head of state. However, at Rashtrapati Bhavan, there were three people on the honorary platform: the two highest-ranking leaders of India standing together to welcome General Secretary and President To Lam.
The sight of Indian Prime Minister Narendra Modi standing on the honorary platform alongside President Droupadi Murmu to greet guests is a rare and symbolic occasion.
India wants to affirm that Vietnam not only receives ceremonial respect (President), but also the strongest political commitment (Prime Minister).
This is all the more significant given that India is a country that values traditional customs and hierarchy. Therefore, the special way of welcoming guests has blurred the lines between "host" and "guest," establishing a "shoulder-to-shoulder" relationship and a close friendship between Vietnam and India.
This is an affirmation of the absolute consistency of the entire Indian political system, from the head of state to the head of government, all united in their focus on the relationship with Vietnam.
The special treatment that host country India granted to Vietnam was also demonstrated in the military parade. Unlike the usual ceremony where guests have to review their troops, at this welcoming ceremony, the Indian honor guard marched past the platform to greet the guests.
When guests sit or stand in the center as the army marches past, their position is placed at the "center of respect." The ceremony lies not only in the dignified march but in the profound respect shown. It demonstrates a deeply rooted strategic trust that India has in Vietnam.
This reception reflects Vietnam's new status: a nation with many similarities to India in terms of independence, self-reliance, and playing a decisive role in the security landscape of the South China Sea as well as the Indo-Pacific region.
From the highest ceremony to a strategic "anchor"
President To Lam's first state visit to India since taking office last April comes at a crucial time: the one-decade anniversary of the two countries elevating their diplomatic relations to the highest level – a Comprehensive Strategic Partnership.
The current relationship between Vietnam and India is not merely a warm diplomatic one, but has truly become a strong "symbiotic link" across four pillars: economy, trade, investment, and defense. Furthermore, India is an active partner in helping Vietnam diversify its other international relations.
Conversely, Vietnam is a "pillar" in India's Act East policy. Vietnam is not just a partner in political discourse, but a "core pillar" of India and an "anchor" for India's stability in the Indo-Pacific.
The special reception for General Secretary and President To Lam signals new breakthroughs in defense, security, and economic cooperation; affirming that Vietnam and India are partners sharing strategic trust in Asia.
This exception signifies that both sides are ready to elevate their economic and political agreements to a new and more substantive level.
