Reporting on the results of higher education in the 2024-2025 school year, Professor, Dr. Nguyen Tien Thao, Director of the Department of Higher Education ( Ministry of Education and Training ) said: The past school year marked progress in enrollment, training, scientific research and quality assessment.
With the policy of innovation, digital transformation and the connection between schools, enterprises and the state, higher education has gradually affirmed its role in developing high-quality human resources. The work of perfecting the legal framework continues to be focused on, with the Law on Higher Education, the Law on Teachers and decrees and circulars being considered for promulgation. Notably, Resolution 71-NQ/TW of the Politburo affirms that higher education is a strategic pillar of the country's development.
Admissions to universities and colleges of education in 2025 will continue to be stable, inheriting the advantages of the previous year. The new point is that there will only be one general admission round after the high school graduation exam; the transcripts will be considered based on the results of the entire 12th grade; the conversion of admission scores will be standardized and bonus points will be limited to ensure fairness.
The admission system was expanded with 194 participating colleges; operating stably, overcoming many shortcomings. There were 852 thousand candidates taking the exam with 7.6 million wishes for more than 4 thousand majors and programs of more than 500 schools. The admission process has made efforts to limit unreasonable differences between methods and combinations. As a result, 625,477 candidates confirmed their enrollment, an increase of 13.8% compared to 2024, showing that the trust of learners and society in the quality of training is increasing.
Notably, pedagogical majors and key engineering and strategic technology majors continue to attract excellent candidates, especially at top universities. Among the 74 majors with a benchmark score of 28/30 or higher according to the high school graduation exam scores, there are 50 pedagogical majors and 17 strategic engineering and technology majors such as computer science, artificial intelligence, semiconductor microchips, control and automation.
In addition, higher education institutions focus on developing scientific research, affirming their core role in the national science and technology network. The number of scientific publications in the WoS/Scopus list has increased, of which higher education institutions contribute about 85%; thanks to that, more and more Vietnamese universities are listed in international rankings; many research works and products have been transferred and applied effectively, contributing to the training of high-quality human resources and serving socio-economic development.
Faced with many issues, Minister of Education and Training Nguyen Kim Son said that it is necessary to unify perceptions to take the right actions. With Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, systematically viewed, the guiding spirit of the Politburo is a more correct view of the position and role of higher education with commensurate investment; hoping that universities will develop at a faster, stronger pace, with clearer orientation, thereby having a team of highly qualified human resources, especially in the national field that is in great demand.
The resolution places very high demands on the quality and training of human resources; especially for public universities, the orientation and leadership must be higher. Along with that, it is necessary to create the most favorable conditions for the development of non-public higher education institutions.
The amendment of the Law on Higher Education is being implemented in the spirit of Resolution 71, with the orientation of adjusting a number of contents of state management of educational institutions. The Ministry will reduce direct intervention, implement stronger decentralization and delegation of power, give greater autonomy to schools in academics, finance, science, and training, and at the same time require clear administrative responsibilities.

Minister Nguyen Kim Son said that the amendment of the Law on Higher Education is being implemented in the spirit of Resolution 71, with the orientation of adjusting a number of contents of state management of educational institutions. The Ministry will reduce direct intervention, implement stronger decentralization and delegation of power, give greater autonomy to schools in academics, finance, science, and training, and at the same time require clear management responsibilities. The Ministry in charge focuses on three key contents: Licensing, revoking licenses, and dissolution; appointing, dismissing, transferring, and rotating leaders; and approving strategies, missions, and goals of public higher education institutions.
According to the plan, by 2027, the high school graduation exam will gradually apply the form of computer-based testing. The Ministry of Education and Training will invite the units organizing the computer-based competency assessment test to agree on principles and criteria to ensure standards and avoid large differences between schools.
