Simplifying administrative procedures under the management of the Ministry of Science and Technology

Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 2108/QD-TTg approving the plan to simplify internal administrative procedures in the state administrative system under the management of the Ministry of Science and Technology.

Specifically, the Decision approves the simplification of internal administrative procedures in the state administrative system in two management areas of the Ministry of Science and Technology, including: Quality measurement standards; science and technology activities.

Specifically, to facilitate agencies and units in carrying out administrative procedures, ensuring publicity, transparency, timeliness and savings, the Prime Minister has approved the simplification of procedures: Appraisal of national standards and appraisal of dossiers for amendment, supplementation, replacement and cancellation of national standards in the direction of changing the implementation method from submitting dossiers directly through postal services to submitting them entirely through the electronic environment.

Abolish all procedures for inter-sectoral national technical regulation appraisal because the procedure has not generated any records since the regulatory document took effect. In addition, currently, according to the Government 's policy, only one Ministry is assigned to be the focal point for handling inter-sectoral issues.

At the same time, implementing decentralization and delegation of power, the Law on Technical Standards and Regulations (amended and supplemented in 2025) has assigned the responsibility of appraising national technical regulations to ministries and ministerial-level agencies in charge of developing national technical regulations, so the Prime Minister has decided to abolish the procedure for appraising national technical regulations.

Regarding the procedures for establishing a national technology exchange and the procedures for establishing a regional technology exchange, the Prime Minister approved the simplification contents including: Changing the implementation method from submitting documents directly through postal services to submitting completely through the electronic environment and reducing the number of documents from 02 sets of documents to 01 set of documents.

The above simplification of procedures aims to facilitate agencies in performing administrative procedures, ensuring publicity, transparency and timeliness.
