The document stated that recently, the press and public opinion have reflected that the facilities at some schools in the city have seriously degraded, directly affecting the quality of teaching and learning, causing frustration among parents.
To promptly remedy the above situation, the Chairman of the Ho Chi Minh City People's Committee directed the Department of Education and Training to urgently preside over and coordinate with the People's Committees of wards, communes, and special zones to conduct a comprehensive review of facilities and teaching equipment at all public schools; classify the level of damage and degradation; advise on a comprehensive treatment plan, including urgent repairs and new investment plans in areas with rapid population growth, to avoid overloading, and submit it to the City People's Committee before September 30, 2025.
In the immediate future, for Vinh Tan Primary School (Vinh Tan Ward), the Department of Education and Training shall preside over and coordinate with the Department of Finance to urgently coordinate and arrange tables, chairs and necessary equipment for replacement, ensuring safe and adequate learning conditions for students; complete and report the implementation results to the City People's Committee before September 23, 2025.
The People's Committees of wards, communes and special zones shall proactively arrange and advance funds from the local budget according to regulations to immediately repair serious damage, ensuring safety for students and teachers; review and immediately report schools at risk of insecurity and degraded classrooms to the Department of Education and Training before September 25, 2025.
The Chairman of the Ho Chi Minh City People's Committee also requested the Department of Finance to coordinate with the Department of Education and Training to advise the City People's Committee on a plan to allocate funds and arrange capital to repair, upgrade, and build new school facilities in the 2025-2030 period according to regulations.
At the same time, the Office of the City People's Committee monitors and urges the implementation; synthesizes and reports the implementation results to the Chairman of the City People's Committee before October 2, 2025. Requests heads of departments and branches; Chairmen of People's Committees of wards, communes and special zones to seriously implement.
School is degraded, ward says "need time for bidding and purchasing"
Previously, the press reported that many parents of students studying at Vinh Tan Primary School (Vinh Tan Ward, Ho Chi Minh City, formerly Vinh Tan Ward, Tan Uyen City, Binh Duong Province) were upset about the school using old, rusty desks and chairs for students to study. In addition, the classroom walls were also peeling and deteriorating.
The school leaders informed that the school had previously invested in building a new building on campus, but it could not accommodate the sudden increase in student numbers. Therefore, the school had to continue using some old desks, chairs and classrooms.
On the side of Vinh Tan Ward People's Committee, the ward government said that there is a repair plan, however, the bidding and purchasing work needs time.
