Speaking at the meeting, Prof. Dr. Nguyen Thi Thanh Mai, Vice President of Ho Chi Minh City National University, said that Ho Chi Minh City National University always identifies its responsibility to accompany Ho Chi Minh City in cooperation programs on research, application and technology development. Ho Chi Minh City National University wishes to discuss and agree with Ho Chi Minh City and the business community on the direction of forming the HCMC Innovation Hub located at Ho Chi Minh City National University to become the core of the innovation ecosystem in the southern region.
In particular, this Center will be an important bridge between Ho Chi Minh City, Ho Chi Minh City National University and the Ministry of Science and Technology in implementing research and innovation activities, contributing to the development of the City, the key economic region of the South and the whole country.
According to the report of Ho Chi Minh City National University, HCMC Innovation Hub is oriented to become a center connecting the innovation ecosystem of Ho Chi Minh City and the Southeast region, formed according to the model of "three houses - one vision - one action", integrating three strategic resources: Institutions, knowledge and market. Ho Chi Minh City National University proposed four key groups of solutions including: Deploying a policy testing mechanism (sandbox); operating a "three house" co-creation model; establishing a high-tech venture capital fund in the form of public-private partnership; operating the center according to the "four house" model (State - University - Enterprise - Community), ensuring connectivity and sustainable development.

At the meeting, representatives of enterprises such as GIBC, VinaCapital and Intel expressed their high consensus on the direction of building HCMC Innovation Hub, considering this a strategic cooperation model, realizing the "three-way" connection in a practical and effective manner. Enterprises emphasized the importance of specific and transparent policy mechanisms to encourage investment in science and technology, and proposed to soon implement practical cooperation programs such as establishing a venture capital fund, building a technology exchange, developing supply chains and training human resources in the fields of AI, STEM, and semiconductors.
Representatives of Ho Chi Minh City departments and branches affirmed that Ho Chi Minh City National University will be the "core hub" of the city's innovation ecosystem, where new mechanisms and policies will be piloted, including the "co-investment product" mechanism developed by Ho Chi Minh City National University in collaboration with the Department of Science and Technology. The units also agreed to continue to closely coordinate and provide regular support to promote research, innovation and high-tech startups, while considering a policy of exempting post-graduate tuition fees for key fields such as AI and semiconductors to attract and retain talent.

Concluding the meeting, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc affirmed that this is an important step in the process of building the Ho Chi Minh City Innovation Center Project, aiming to make the City a pioneer in innovation. The City will mobilize businesses to participate in the Innovation Venture Fund proposed by Ho Chi Minh City National University, and at the same time direct the acceleration of site clearance in Dong Hoa and Linh Xuan wards with a decisive and decisive spirit. When the people agree, we must boldly act, without hesitation, to quickly clear the site, creating conditions for the implementation of key projects.
"An innovation center can only be effective when all four poles - the State, universities, businesses and the community - converge with a common vision and action. If you want to go fast, you can go alone, but if you want to go far, you have to go together. All three sides must know how to take advantage of each other's strengths to create a combined strength, bringing about the highest efficiency," Mr. Nguyen Van Duoc emphasized.
