Focus on cutting and simplifying administrative procedures based on data

(Chinhphu.vn) - On October 29, Deputy Minister of Justice Nguyen Thanh Tinh, Deputy Head of the Inter-sectoral Working Group on Reviewing and Evaluating Administrative Procedures, led a working delegation to work with the Hanoi People's Committee on implementing Official Dispatch 201/CD-TTg on focusing on reviewing, reducing, and simplifying administrative procedures based on data.

Speaking at the meeting, Deputy Minister of Justice Nguyen Thanh Tinh expressed his impression of the socio-economic development results of the capital in the context of streamlining the apparatus and operating the two-level local government model.

Emphasizing the goal of reviewing, reducing, and simplifying administrative procedures (AP) to better serve people and businesses, Deputy Minister Nguyen Thanh Tinh highly appreciated the direction of Hanoi City to unify the implementation of not collecting paper documents for 25 essential online public services that have been provided in full, replacing them with data mining.

Deputy Minister Nguyen Thanh Tinh said that the Ministry of Public Security has proactively reviewed administrative procedures and identified 15 types of documents that are eligible to be replaced by electronic data. According to initial statistics, there are 734 administrative procedures with file components that can be immediately replaced by data from ministries, branches and many administrative procedures from localities.

Implementing the direction of General Secretary To Lam in the Notice of Conclusion No. 07-TB/CQTTBCD of the Standing Office of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation, on October 22, 2025, the Prime Minister issued Official Dispatch No. 201/CD-TTg requesting ministries, branches and localities to focus on reviewing, reducing and simplifying administrative procedures based on data. The Ministry of Justice, as the assigned agency, has proactively issued documents guiding ministries, branches and localities; at the same time, built a set of support tools to ensure the progress and feasibility of the task.

Along with that, the Ministry of Justice is also urgently developing a draft Resolution of the Government according to the mechanism prescribed in Resolution No. 206/2025/QH15 of the National Assembly on a special mechanism to handle difficulties and obstacles caused by legal provisions, focusing on identifying legal solutions to promote the reduction and simplification of administrative procedures based on data in the coming time.

Emphasizing the general spirit that data must be "correct, sufficient, clean, live, unified, and shared" to be reduced to the extent that it is available, the Deputy Minister requested ministries, branches, localities, and related units to share responsibility in completing databases, ensuring connectivity and communication between databases and communications so that people can grasp and implement to achieve consensus.

Noting that during the implementation process, reflecting inaccurate data is inevitable, Deputy Minister Nguyen Thanh Tinh emphasized the need for a data "cleaning" process and a flexible handling mechanism to ensure the legitimate rights of the people. Each ministry and sector needs to proactively propose a specific implementation roadmap, clearly identifying the types of documents that can be replaced by electronic data, first of all, the 15 types of documents that the Ministry of Public Security has proactively reviewed before.

At the meeting, Deputy Minister Nguyen Thanh Tinh requested Hanoi City to point out difficulties and obstacles from local practice as well as the City's proposals and recommendations to resolve them together in the spirit of "just talking about work", thereby bringing practical benefits to people and businesses and contributing to building a modern, transparent and service-oriented administration.

Reporting at the meeting, Mr. Cu Ngoc Trang, Director of the Hanoi City Public Administration Service Center, said that immediately upon receiving the Official Dispatch No. 201/CD-TTg, the Hanoi City People's Committee issued Official Dispatch No. 5748/UBND-NC to the City's departments, branches, and sectors and the City Public Administration Service Center to implement Official Dispatch No. 201/CD-TTg of the Prime Minister and Document No. 4735/TCT of the Working Group implementing Project No. 06.

Regarding the review results of 734 administrative procedures with dossier components ready to be replaced immediately with data from ministries and branches: Through preliminary review, it was determined that 300 administrative procedures are under the jurisdiction of local authorities in Hanoi, of which 228 are under the jurisdiction of the City level; 72 are under the jurisdiction of communes and wards.

Regarding the results of reviewing and evaluating the current status, information system model, and database for reuse in handling administrative procedures, for databases that can exploit 15 types of documents that can be reduced, the Hanoi City Administrative Procedures Handling Information System has connected and ensured exploitation for 3 types of documents including ID card, citizen ID card, identity card, and household registration; corresponding to 5 databases.

In addition, the connection and exploitation of 3 types of documents are being deployed: land use right certificates, business registration certificates, and business registration certificates, corresponding to 3 databases. The city has not yet been instructed to deploy the connection for the remaining 9 types of documents, corresponding to 9 databases.

At the meeting, Hanoi City raised a number of difficulties and problems such as the fact that most information systems and databases are still managed in a decentralized manner, with data stored and operated at each ministry, branch or specialized agency or unit. Data sharing is still limited and lacks a centralized synchronization mechanism.

Some national databases have been deployed and connected, shared with the City's Administrative Procedures Information System. However, many important data groups such as birth and death registration data... have not been connected, there is no complete electronic data, officers and civil servants who receive them are still unable to look up information, leading to the files not being eligible for acceptance, the receiving civil servants must return the files, and people still have to submit paper copies when performing administrative procedures.

From there, Hanoi City proposed the Interdisciplinary Working Group to direct relevant agencies, units, organizations and individuals to update 15 types of documents in the databases to ensure "correctness, completeness, cleanliness and liveness" to create a foundation for data exploitation and reduce the number of documents.

Ministries and branches review and promulgate specialized data standards for common use, unifying the data structure of electronic records and interactive electronic forms. At the same time, guide provinces and centrally run cities to standardize the data structure of interactive electronic forms, ensuring data sharing and data reuse from databases and information systems of central ministries and branches to serve the work of receiving and resolving administrative procedures.

Affirming the pioneering and leading role of the Capital, Vice Chairman of the Hanoi People's Committee Truong Viet Dung said that the City is committed to piloting new models and experiments related to reducing document components and fully exploiting data if entrusted by the Central Government, thereby creating a basis for replication in localities.

Concluding the meeting, Deputy Minister Nguyen Thanh Tinh highly appreciated the drastic measures taken by Hanoi City in cutting and simplifying administrative procedures in recent times. The city has also proactively and responsibly coordinated in reviewing and initially assessing the reduction of administrative procedures based on data.

Based on the opinions at the meeting, the Ministry of Justice will continue to synthesize the City's proposed opinions; research and advise on solutions to report to the Government for settlement according to Official Dispatch No. 201/CD-TTg.

Emphasizing the policy of decentralization and delegation of power to localities, Deputy Minister Nguyen Thanh Tinh requested Hanoi City, based on the practical implementation of administrative procedures, to complete the review, propose reductions and simplifications and send the results to the Ministry of Justice in accordance with the spirit of Official Dispatch No. 201/CD-TTg of the Prime Minister and the guiding document of the Ministry of Justice; at the same time, ensure the completion before November 15, 2025 of amending the City's documents to reduce and simplify specific administrative procedures issued by the City.
