The resolution states:
On the socio-economic situation in September and the first 9 months of 2023
The Government unanimously assessed that: In September, the world situation continued to be complicated; economic recovery was slow, growth was low, inflation remained high in many countries and regions; crude oil and food prices tended to increase; natural disasters and climate change caused serious consequences. Domestically, the economy continued to recover positively; however, difficulties and challenges remained enormous, especially the "double impact" from unfavorable external factors and internal limitations and shortcomings that were more evident in difficult conditions.
In that context, under the centralized and unified leadership of the Party Central Committee, directly and regularly led by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong; the close coordination and support of the National Assembly and agencies in the political system; the joint efforts and consensus of the people and businesses and the cooperation and assistance of international friends; the Government and the Prime Minister have directed all levels, sectors and localities to grasp the situation, closely follow reality, focus on implementing drastically, flexibly, creatively and effectively the tasks and solutions in all fields; focus on removing difficulties for production and business, supporting people and businesses; proactively and actively solving long-standing problems and promptly responding to and handling arising problems. Thanks to that, the socio-economic situation in September, the third quarter and the first 9 months of 2023 continued the positive recovery trend, with each month being better than the previous month, each quarter being higher than the previous quarter, and achieving important and positive results in many areas.

The macro economy continues to be basically stable, inflation is controlled, growth is promoted, major balances of the economy are ensured. Economic growth in the third quarter is estimated to increase by 5.33% over the same period last year, and in the first 9 months it increased by 4.24%, among the countries with high growth in the region and the world. The average consumer price index (CPI) in the first 9 months increased by 3.16%. The monetary market is basically stable, interest rates continue to decrease; ensuring the safety of the banking system. State budget revenue in the first 9 months is estimated to reach 75.5% of the yearly estimate under the condition that policies on tax, fee, land use fee exemption, reduction, and extension have been implemented... Public debt, government debt, national foreign debt, and state budget deficit are well controlled according to the Resolution of the National Assembly. Import-export turnover in September increased by 3.6% over the same period; estimated trade surplus in the first 9 months is 21.68 billion USD. Disbursement of public investment capital reached 51.38% of the plan, higher than the same period in terms of ratio (46.7%) and absolute number (about 110 trillion VND). Total social investment capital in the first 9 months increased by 5.9% over the same period, of which, investment capital of the State sector increased by 15.1%; total registered FDI capital reached nearly 20.21 billion USD, up 7.7%; realized FDI reached more than 15.9 billion USD, up 2.2%. Vietnam's investment abroad reached 416.8 million USD, up 4.6% over the same period in 2022.
Production and business activities continued to change positively, especially in the industrial sector. The added value of industry in the third quarter increased by 4.57% over the same period; many localities that are industrial centers of the country have recovered and grown well; energy security was ensured. Agricultural production developed stably; food security was ensured. The service sector increased rapidly; total retail sales of goods and consumer service revenue in September increased by 7.5%, and in the first 9 months it increased by 9.7% over the same period; international tourists to Vietnam in the first 9 months were estimated at nearly 8.9 million, exceeding the annual target (8 million). Nearly 18,500 enterprises registered for new establishment and re-entered the market in September, up 11.5% over the same period last year; in the first 9 months, there were 165,200 enterprises, up 1.2%. Planning work was focused on completion; Infrastructure projects, especially transport infrastructure, are being promoted. Many international organizations have positive assessments of our country's economic prospects; global rankings in innovation, business environment, and national brand value continue to improve.
The work of people with meritorious services and ensuring social security continued to be effectively implemented; people's lives were improved; in the first 9 months, the proportion of households with income remained unchanged and increased to 94.1%, an increase of 10.9 percentage points over the same period last year. Vietnam is a global bright spot in implementing sustainable development goals and fighting poverty. Policies on ethnicity, religion, cultural and sports development, child protection, women's advancement, and gender equality continued to receive attention. Activities to connect labor supply and demand, support workers who lost their jobs, and reduced working hours were strengthened. The unemployment and underemployment rate in the first 9 months was 2.28%, a decrease of 0.07 percentage points over the same period last year. Continuing to improve the quality of teaching and learning, overcoming the shortage of teachers in some localities. Medical examination, treatment, and disease prevention were effectively implemented; People's satisfaction rate reached over 90%.
The work of building and perfecting institutions and laws, reforming administrative procedures, improving the investment and business environment, preventing and combating corruption and negativity has been promoted. National defense and security have been maintained; independence, sovereignty, territorial integrity and unity have been firmly protected; social order and safety, economic and social security, national and religious security have been ensured. In September, the State visit of US President Joe Biden to Vietnam was successfully organized at the invitation of General Secretary Nguyen Phu Trong and the two sides agreed to upgrade the relationship to a Comprehensive Strategic Partnership; high-level diplomatic activities of Party and State leaders have contributed to promoting cooperation with countries, regional and international organizations to become more substantive and effective; contributing to consolidating and enhancing Vietnam's position, role and new opportunities in the international arena.
In addition to the achievements, our country's economy still has limitations, shortcomings and continues to face many difficulties and challenges. Economic growth has not reached the set target; industrial production has recovered slowly; some export items have decreased; investment from the non-state sector has increased slowly. Production, business and enterprise activities continue to face difficulties, especially in terms of markets and capital sources. State budget revenue has decreased compared to the same period last year. Credit growth is low, there are still difficulties in accessing credit; bad debt tends to increase. Administrative procedures in some areas are still cumbersome and complicated. Natural disasters, floods and droughts have developed complicatedly, causing damage to people and property, especially in some mountainous provinces in the North and North Central regions. The lives of a segment of the population are still difficult. The security situation, social order and safety, fire and explosion situations, traffic accidents and crimes in some areas are still potentially complicated. The situation of shirking, avoiding, fear of making mistakes, and fear of responsibility of a number of cadres and civil servants has not been effectively overcome.
In the last months of 2023 and the coming time, the world and regional situation is forecast to continue to develop in a complex and unpredictable manner. Domestically, the economy is recovering positively, many mechanisms, policies and solutions are gradually showing effectiveness; foreign affairs and international economic integration continue to open up new opportunities for attracting investment; however, difficulties and challenges still outweigh opportunities and advantages. In order to strive to achieve the highest level of tasks and targets of the 2023 socio-economic development plan, the Government requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to continue to promote a high sense of responsibility, solidarity, unity, close coordination, resolutely, seriously, synchronously and effectively implement the tasks and solutions set out in the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly, the National Assembly Standing Committee, the Government and the direction of the Prime Minister; in which, focusing on implementing the following contents:
Ministries, agencies and localities, based on their assigned functions, tasks and powers, continue to focus on directing and prioritizing the strong promotion of growth drivers, attracting non-state investment capital associated with macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Closely monitor the world and domestic situation, enhance analytical and forecasting capacity to have proactive, timely and effective policy responses to emerging situations. Resolutely remove difficulties and obstacles for production and business, especially increasing the economy's ability to absorb capital. Absolutely do not wait, rely on, push away, or avoid responsibility.
Proactively and firmly grasp the market situation, supply and demand, and commodity prices to have appropriate and effective solutions to stabilize the market, especially for essential goods, ensuring supply at the end of the year and the Lunar New Year of Giap Thin in 2024. The Ministries of Finance, Industry and Trade, Health, and Education and Training, according to their assigned functions, tasks, and authority, shall preside over a thorough assessment of the impact and implementation of plans to adjust prices of State-managed goods and public services, especially electricity prices, medical and educational services, according to the roadmap, timing, appropriate level, in accordance with regulations, close to reality, ensuring both promoting growth, production and business while controlling inflation according to the set targets; report to the Government Standing Committee before October 25, 2023. Expand exports and stimulate consumption in the last months of the year. Closely monitor the real estate market and corporate bond market, proactively respond to developments and risks that may arise.
Ministries and agencies: Finance, State Bank of Vietnam, Information and Communications, Vietnam Television, Voice of Vietnam, Vietnam News Agency and press agencies guide and propagate capital mobilization through corporate bonds, securities and other legal channels according to the provisions of law.
Focus on implementing 3 strategic breakthroughs. Mobilize and effectively use domestic and foreign resources for development investment. Strengthen investment promotion and attraction, large-scale, high-tech FDI projects, especially in the processing, manufacturing, electronics, and semiconductor industries. Focus on resolving difficulties, especially regarding mechanisms, preferential policies, legal procedures, site clearance, etc. to accelerate the implementation of investment projects in Vietnam.
Continue to further promote the development of strategic infrastructure, especially transport infrastructure, social infrastructure, digital transformation, green transformation, climate change response, etc.; review and promptly remove obstacles to speed up the progress of projects and works under management, especially expressway projects; ensure safety and construction progress during the natural disaster and flood season at the end of the year. Urgently complete the preparation, organization of appraisal, approval according to authority or submit to competent authorities for approval of plans in the national planning system. Strengthen the management of planning and construction order, promptly detect and strictly handle violations, and request proper restoration of planning. Chairmen of People's Committees of provinces and centrally run cities with expressway construction investment projects passing through must coordinate to ensure the supply of sand, gravel, embankment materials, etc.
Strictly implement the direction of General Secretary Nguyen Phu Trong on fire prevention and fighting and the direction of the Prime Minister in Official Dispatch No. 825/CD-TTg dated September 15, 2023 on strengthening fire prevention and fighting.
Regularly pay attention to, fully, promptly and effectively implement social security work; implement social progress and equity. Focus on training high-quality human resources to meet development requirements, especially for emerging industries, digital transformation, green transformation, climate change response... Proactively and promptly respond, control and effectively implement disease prevention and control. Perform well the tasks of developing culture and sports. Monitor, grasp the situation and have timely support solutions, ensuring stable lives for workers. Proactively and ready to deploy rescue work, promptly support people to overcome the consequences of natural disasters, storms, floods, landslides, riverbanks, coastlines, and stabilize their lives.
Continue to promote administrative procedure reform, reduce business conditions, ensure substance, efficiency, and close connection with national digital transformation, focusing on timely and quality implementation of key assigned tasks in the 2023 Action Plan of the National Committee on Digital Transformation, the Action Plan for the last 4 months of 2023 of the Prime Minister's Administrative Procedure Reform Working Group.
Closely coordinate with the Ministry of Justice and the Government Office in completing the Government's Report on the results of reviewing the system of legal documents according to Resolution 101/2023/QH15 of the National Assembly. Ministers and heads of ministerial-level agencies are directly responsible for, leading, directing and taking responsibility for the work of institutional development and administrative procedure reform of ministries and agencies; promoting the effectiveness of the Working Groups for reviewing and reforming administrative procedures of their ministries and agencies. The Government Office synthesizes the implementation of the Government's Resolution on assigning Ministers and heads of ministerial-level agencies to be in charge of the field of law making to report to the Government and the Prime Minister before October 10, 2023.
Urgently deploy tasks related to the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06) assigned in Resolution No. 144/NQ-CP dated September 10, 2023 of the Government, especially the slow-progressing tasks stated in Document No. 7323/VPCP-KSTT dated September 23, 2023 of the Government Office; be responsible to the Prime Minister for tasks that do not ensure the implementation roadmap of Project 06.
Review and complete existing databases, ensure connection and data sharing between databases of ministries, branches and localities with the national population database, the Government and Prime Minister's Information Center for direction and operation. Promote updating, interconnection, connection, sharing and effective exploitation of data from national databases and specialized databases to serve the direction and operation of the Government, Prime Minister, authorities at all levels and provide online public services, reduce paperwork and time for people and businesses to carry out administrative procedures.
Localities focus on reviewing the main socio-economic development plan targets for 2023 of the locality, the results of implementation in 9 months, synchronously and drastically implementing solutions to strive to complete at the highest level the set goals and targets of 2023. Well implement the development of socio-economic development plans and state budget estimates, public investment and payroll targets for 2024; review and calculate land use targets to ensure savings and efficiency and include them in the land use plan submitted to competent authorities for approval in October 2023. Focus on directing the removal of difficulties and obstacles to quickly implement real estate and housing projects, especially housing projects with suitable prices for workers; promote the development of industrial production sectors in the area.
The ministries and agencies assigned with the task focus on carefully preparing, ensuring the progress and quality of reports, submissions, projects and documents serving the 8th Central Conference of the 13th tenure, the 6th Session, the 15th National Assembly. The Ministers and Heads of ministerial-level agencies, according to their assigned functions and tasks, focus on directing the completion of the Government's dossiers, documents and reports submitted to the National Assembly and the National Assembly Standing Committee, ensuring the quality and time limit according to regulations; closely coordinate with the National Assembly agencies in the process of receiving and explaining the opinions of National Assembly deputies and National Assembly agencies, promptly reporting to the Government and Government leaders on arising issues; proactively prepare carefully the contents in the monitoring fields to explain and answer questions before the National Assembly. Actively and effectively implement the development of decrees, Party policies, Laws and Resolutions passed by the National Assembly, ensuring close connection between law making and law enforcement.
The Ministries of Planning and Investment, Finance, Home Affairs, relevant ministries, branches and localities closely monitor the situation of the 8th Central Conference of the 13th tenure; fully absorb the opinions of the Central Committee, update data, socio-economic development situation in the first 9 months and estimated implementation for the whole year of 2023 to complete the Reports to submit to the National Assembly Standing Committee and the National Assembly according to regulations.
The Ministries of Home Affairs, Finance, and Labor - Invalids and Social Affairs, according to their assigned functions and tasks, shall preside over and coordinate with relevant ministries and agencies to proactively develop regulatory documents and prepare specific tasks to promptly implement the new wage regime when approved by the Central Government and the National Assembly.
The Ministry of Planning and Investment shall preside over and coordinate with agencies and localities: Carefully prepare the content and develop a detailed plan to assess the implementation of the Politburo's Resolutions on socio-economic development, ensuring national defense and security in socio-economic regions in 2023 according to assigned tasks; report to the Chairmen of the Regional Coordination Councils before November 20, 2023; on that basis, preside over and coordinate with ministries, agencies and localities of each region to complete the Report and submit it to the Government Party Committee before December 15, 2023. Improve the effectiveness of the Regional Coordination Councils, promptly submit the Councils' action plans for the last months of 2023. Assign the Chairmen of the Regional Coordination Councils to proactively and effectively implement the assigned or prescribed tasks of the region.
Urgently research and submit to the Government a draft Decree amending and supplementing Decree No. 10/2019/ND-CP on the implementation of rights and responsibilities of state ownership representative agencies in October 2023; submit to the Prime Minister a Project on human resource development for the semiconductor industry by 2030 according to the Government's direction at Point d, Clause 2, Section I, Resolution No. 124/NQ-CP dated August 7, 2023.
Urge and accelerate the progress of establishing, appraising, and submitting for approval the remaining plans in the national planning system, ensuring completion in 2023. Quickly and effectively deploy the national master plan, national sectoral plans, and provincial plans that have been issued.
The Ministry of Finance shall preside over and coordinate with agencies and localities: Focus on implementing drastic and effective solutions to ensure that the state budget revenue in 2023 meets the estimate assigned by the National Assembly, collects correctly, fully, and promptly, expands the revenue base, especially from e-commerce, digital platforms, etc., and prevents tax losses, especially for food services and night-time economic activities. Manage state budget expenditures in 2023 closely following the assigned estimate, thoroughly cutting down on regular expenditures and unnecessary spending tasks.
Continue to effectively implement policies on exemption, reduction, and extension of taxes, fees, charges, and land rents that have been issued. For policies that are effective until the end of 2023, proactively research, review, consider, promptly propose, and report to competent authorities for extension if necessary to continue to remove difficulties for production, business, and people's lives.
Urgently complete the report to the National Assembly Standing Committee for consideration and continue to apply the environmental protection tax rate on gasoline, oil, and grease as prescribed in Resolution No. 30/2022/UBTVQH15 in 2024, submit to the Government in October 2023. Propose to submit to the National Assembly to continue reducing the value added tax by 2% in the first 6 months of 2024 and assign the National Assembly Standing Committee to consider and decide between the two National Assembly sessions if the economic and business situation remains difficult, report to the National Assembly at the nearest session, and report to the Prime Minister before October 7, 2023.
Take the lead in reaching an agreement with the Ministry of Transport and relevant localities on the amount of expenditure from increased revenue and expenditure savings in 2021 to be allocated to 03 expressway construction projects according to the Government's direction at Point c, Clause 3, Section I of Resolution No. 144/NQ-CP dated September 10, 2023, report to the Prime Minister, and synthesize it into the report assessing the implementation of the state budget estimate in 2023 and the state budget estimate in 2024 to submit to the National Assembly for permission to transfer the source to 2023.
Actively coordinate with relevant agencies of the National Assembly to report and explain to the National Assembly Standing Committee on the plan to use the increased central budget revenue in 2022; promptly implement the plan after it is approved by the National Assembly Standing Committee and the National Assembly.
Urgently propose and report to the Prime Minister before October 20, 2023 on how to handle and remove obstacles when transferring capital of Vietnam Airlines Corporation at Pacific Airlines.
Based on proposals from ministries, agencies and localities on fee and charge policies to encourage people and businesses to use online public services (such as: collecting 0 VND fees or reducing 50% of fees and charges when performing online public services, applicable until the end of 2025), the Ministry of Finance will study, propose and report to the Prime Minister in October 2023.
The State Bank of Vietnam presides over and coordinates with agencies and localities: Closely follow market developments to continue to operate monetary policy proactively, flexibly, promptly, effectively, in a synchronous, close, and harmonious coordination with fiscal policy and other policies, not creating strong fluctuations or sudden changes that affect the psychology of the market, businesses, investors, and people; operate exchange rates in accordance with the situation, contributing to controlling inflation, stabilizing the macro-economy, and the monetary and foreign exchange markets.
Continue to direct and guide credit institutions to review and simplify lending processes and procedures to increase access to credit for businesses and promote disbursement of credit packages of VND40 trillion to support interest rates, VND120 trillion for social housing loans, VND15 trillion for forestry and fishery; direct credit to production and business sectors, priority sectors and growth drivers; continue to strive to reduce lending interest rates.
Continue to monitor the implementation of Circular No. 02/2023/TT-NHNN, Circular No. 03/2023/TT-NHNN, Circular No. 06/2023/TT-NHNN and issued Circulars to promptly guide and effectively remove difficulties arising in practice regarding capital access for people and businesses.
Closely monitor the bad debt situation, have solutions to limit the increase in bad debt, improve credit quality, ensure the safety of the credit institution system; promptly report to competent authorities on the plan to handle weak banks according to the Government's direction at Point d, Clause 4, Section I, Resolution No. 144/NQ-CP dated September 10, 2023.
The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to: Resolutely and effectively implement solutions to ensure electricity and petroleum supply as assigned by the Prime Minister in Official Dispatch No. 782/CD-TTg dated September 4, 2023. Urgently complete the Plan to ensure electricity supply in the last months of 2023 and 2024, absolutely not allowing power shortages; resolutely and synchronously direct the preparation of investment projects under the 500 kV line project, circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen); complete and promptly submit to competent authorities for consideration and promulgation of policies and mechanisms to encourage the development of self-produced and self-consumed rooftop solar power and the direct power purchase and sale mechanism (DPPA). Proactively and promptly manage to ensure the supply of petroleum, not allowing shortages in any situation; Continue to inspect and monitor to promptly detect and strictly handle violations in the petroleum business.
Effectively implement signed Free Trade Agreements (FTAs); promote negotiations and signing of FTAs with Brazil, the South American Common Market, etc. to expand new and potential export markets. Coordinate with relevant agencies and localities to support the promotion of effective and sustainable import and export of goods through border gates with China, especially agricultural products.
Urgently research and report to the Government and the Prime Minister on key tasks and solutions to develop and effectively exploit the domestic market; assess market demand to have appropriate production and regulation solutions for goods, ensuring the supply of goods for the 2024 Lunar New Year; improve the effectiveness of market management, combat smuggling, trade fraud, and counterfeit goods.
The Ministry of Agriculture and Rural Development shall preside over and coordinate with agencies and localities to: Strengthen management, monitoring and forecasting of agricultural production, ensuring the supply of agricultural products to meet consumer demand in the last months of the year and during the Lunar New Year; prevent food shortages and unusual price fluctuations; promote exports and open up markets for agricultural products.
Closely monitor, advise, and direct timely and effective responses to minimize damage caused by natural disasters, especially during the upcoming peak months of floods and rains in the Central region. Coordinate with relevant ministries and agencies to direct localities to proactively implement measures to ensure safety and lives of people, safety of dykes and dams during the rainy and stormy season, and support people to quickly overcome the consequences of natural disasters.
Carefully prepare the content and program to receive and work with the European Commission (EC) Inspection Delegation to Vietnam (expected in October 2023) to achieve the best results and soon remove the EC "yellow card" warning.
The Ministry of Construction shall preside over and coordinate with agencies and localities: Focus on directing drastic solutions to accelerate the implementation progress of the project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers in the period 2021 - 2030" and housing projects with suitable prices for workers, periodically reporting to the Government on the implementation results, existing problems, obstacles and solutions every quarter.
Review regulations, norms and standards on individual houses and apartments, especially regulations on fire prevention and fighting, regulations on requirements for exploitation and use to amend, supplement and improve to ensure absolute safety for people and property, promptly overcome current shortcomings. Direct the strengthening of planning management and construction order, promptly detect and strictly handle violations.
Preside over and coordinate with the Ministries of Natural Resources and Environment, Culture, Sports and Tourism, and Public Security to research and develop a unified solution for house numbering, numbering and attaching house number plates, and guide the People's Committees of provinces and centrally run cities to implement it. Urgently deploy the national real estate trading floor system integrated with the national population database, the electronic identification and authentication system, and the national land database.
Actively work and closely coordinate with National Assembly agencies in the process of completing the draft Law on Housing (amended) and the Law on Real Estate Business (amended) to submit to the National Assembly for approval at the 6th Session, ensuring feasibility.
The Ministry of Transport shall preside over and coordinate with relevant agencies and localities to: Speed up research, impact assessment, determine technical indicators, environmental impacts and economic factors for using sea sand and new construction materials for transport infrastructure projects; on that basis, coordinate with the Ministry of Natural Resources and Environment and relevant localities to research and pilot the use of sea sand as construction materials for the two expressway projects of Nam Dinh - Thai Binh and Soc Trang - Can Tho; urgently implement the Politburo's Conclusion on the handling plan for the Vietnam Shipbuilding Industry Corporation (SBIC).
The Ministry of Natural Resources and Environment shall preside over and coordinate with agencies and localities: Preside over and coordinate with the Ministry of Transport to urgently work with localities in the Mekong Delta region to promptly remove difficulties and obstacles in construction materials for construction and leveling of key traffic works, especially expressway projects. Continue to review and complete legal regulations on land, minerals, and construction materials; strengthen resource management and environmental protection. Closely monitor, forecast, warn, and promptly provide information on natural disasters to serve effective response direction.
Seriously submit to the Government the adjustment of land use plans of localities as directed by the Government in Resolution No. 144/NQ-CP dated September 10, 2023 to submit to the National Assembly at the 6th Session.
Preside over and coordinate with the Ministry of Foreign Affairs and relevant agencies to urgently develop a Project to attend the Summit within the framework of the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28), and report to competent authorities before October 15, 2023.
Urgently digitize and complete the national land database, coordinate with the Ministry of Public Security to review and clean up data on land users and property owners attached to land; integrate information on housing ownership and land use rights with the national population database.
The Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with agencies and localities to: Organize practical and effective activities in response to the Month of Action for the Poor and the Month of Action for the Elderly in Vietnam in 2023. Coordinate with the Central Committee of the Vietnam Fatherland Front to organize activities in response to the Month of Action for the Poor in 2023. Guide the Provincial People's Committees to effectively implement the plan to review poor households in 2023 according to regulations.
Strengthening the connection between labor supply and demand, creating sustainable jobs associated with increasing income for workers. Improving the efficiency and quality of sending workers to work abroad under contracts and managing foreign workers working in Vietnam. Improve the effectiveness of drug addiction treatment and post-rehabilitation management; urgently review, assess needs and make a list of drug addiction treatment facilities that need to be repaired, upgraded, or newly built, with priority given to localities that do not have public drug addiction treatment facilities and localities with degraded or overloaded drug addiction treatment facilities to preside over and coordinate with the Ministry of Public Security and the Ministry of Planning and Investment, and report to the Prime Minister as prescribed. Strengthen measures to prevent and combat prostitution and promptly support victims of human trafficking.
Preside and coordinate with the Ministries of Public Security and Planning and Investment to report to the Prime Minister before October 15, 2023 on the proposed Investment Program to improve the effectiveness of drug prevention, control and rehabilitation, especially in key areas and disadvantaged areas.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with agencies and localities to: Urgently complete the dossier to submit to competent authorities on the national target program on culture (after the State Appraisal Council has appraised it) and the Strategy for physical education and sports development on the basis of absorbing the opinions of the Politburo on summarizing Resolution No. 08-NQ/TW dated December 1, 2011 on strengthening the Party's leadership, creating a strong development step in physical education and sports by 2020.
Continue to resolutely and synchronously implement the tasks and solutions in Resolution No. 82/NQ-CP dated May 18, 2023 to accelerate recovery and accelerate effective and sustainable tourism development; coordinate with the Ministry of Public Security and the Ministry of Foreign Affairs to remove obstacles in granting visas to tourists. Promote communication about Vietnam's new visa policy and regulations on extending the length of stay; focus on promoting tourism in key international markets with large numbers of visitors and great potential.
The Ministry of Science and Technology presides over and coordinates with agencies and localities: Continue to research and advise on solutions to promote research, application of science and technology, innovation, and increase social labor productivity. Preside over and coordinate with the Ministry of Finance and the State Bank of Vietnam to ensure payment of funds for the implementation of the Nuclear Science and Technology Research Center project; for matters beyond authority, report to the Government and the Prime Minister for consideration and direction.
The Ministry of Health shall preside over and coordinate with agencies and localities to effectively implement medical examination and treatment, proactively, resolutely, promptly respond to, control and effectively handle epidemics, especially infectious diseases; continue to focus on removing difficulties and thoroughly resolving problems in the procurement and bidding of drugs, equipment and medical supplies; and thoroughly handle the projects of the second facility of Bach Mai Hospital and Viet Duc Hospital in Ha Nam province.
The Ministry of Education and Training shall preside over and coordinate with agencies and localities to: Urgently complete the dossier of the Project summarizing 10 years of implementing Resolution No. 29-NQ/TW dated November 4, 2023 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration.
Effectively implement Resolution No. 686/NQ-UBTVQH15 dated September 18, 2023 of the National Assembly Standing Committee on thematic supervision of the implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks; strengthen international cooperation, direct higher education institutions to complete semiconductor design training programs.
The Ministry of Home Affairs shall preside over and coordinate with agencies and localities to perfect the regime and policies to attract and promote talents; focus on coordinating, guiding and urging localities to accelerate the progress of arranging administrative units at district and commune levels in the period of 2023 - 2025; actively urge a number of ministries that have not yet issued circulars guiding the construction of civil servant and public employee positions in administrative agencies and public service units according to the provisions of Decree No. 62/2020/ND-CP dated June 1, 2020, Decree No. 106/2020/ND-CP dated September 10, 2020 of the Government to urgently complete before October 15, 2023 for synchronous implementation in ministries, agencies and localities.
The Ministry of Justice shall preside over and coordinate with agencies and localities to urgently complete the Government's Report on the review of legal documents according to Resolution No. 101/2023/QH15 of the National Assembly, submit it to the National Assembly for comments at the 6th Session; receive and explain related issues after receiving comments from Government members and review opinions from National Assembly Committees.
The Ministry of National Defense shall preside over and coordinate with agencies and localities to: Strictly maintain combat readiness; monitor and grasp the situation in the air, at sea, on islands, at borders, inland, abroad, and in cyberspace; promptly advise and propose, and be ready to handle situations.
Effectively deploy strategies, projects, and laws on military and national defense. Well implement the policy of combining national defense with socio-economic development according to the Resolutions and Conclusions of the Politburo on socio-economic development directions, ensuring national defense and security for key regions and areas.
Maintain forces in key island sea areas and adjacent sea areas to monitor reconnaissance and exploration activities of countries in the region; prevent, propagate, and chase away foreign ships violating our waters, not allowing the creation of “gray zones”. Actively and proactively take measures to prevent and combat illegal, unreported, and unregulated fishing.
The Ministry of Public Security shall preside over and coordinate with agencies and localities to: Proactively grasp and closely forecast the situation, promptly advise the Party and State leaders on policies and solutions to ensure national security and interests. Synchronously deploy measures to ensure security and order in all areas and sectors, especially strategic and key areas. Absolutely protect the safety of key targets, projects, important political, cultural and social events of the country, especially the 8th Central Conference of the 13th tenure and the 6th Session of the 15th National Assembly.
Focus on suppressing all types of crimes and social evils, especially crimes in the fields of finance, currency, violations of the law related to "black credit", cybercrime. Speed up the investigation of key cases under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negatives. Implement drastic solutions to ensure order, traffic safety and urban order.
Continue to remove difficulties and obstacles in fire prevention and fighting. Step up propaganda, build a mass movement for fire prevention, fighting and rescue; urgently review and inspect fire prevention and fighting safety in apartment buildings, multi-apartment houses, rental service businesses with high population density, houses combined with production and business with high risk of fire and explosion; deploy urgent solutions to prevent and limit fire incidents. Advise the Government, the Prime Minister organized a national online conference to evaluate the results of 8 months of implementing Directive No. 01/CT-TTg dated January 3, 2023 on strengthening fire prevention and fighting in the new situation. Proactively prepare forces and means to participate in rescue response and natural disaster prevention.
The Ministry of Foreign Affairs shall preside over and coordinate with agencies and localities to: Continue to synchronously and effectively implement foreign affairs and international integration work; carefully and thoroughly prepare high-level foreign affairs activities in the last months of the year; closely combine bilateral and multilateral foreign affairs; urgently develop a foreign affairs program for senior leaders in 2024.
Further strengthen the work of monitoring, grasping the situation and providing strategic advice, especially on policy adjustments of major countries and neighboring countries. Promote the effective implementation of economic diplomacy activities. Improve the effectiveness of foreign information work and cultural diplomacy; effectively carry out the work of overseas Vietnamese and citizen protection.
The Ministry of Information and Communications shall preside over and coordinate with agencies and localities to: Urgently complete and update the e-Government Architecture Framework version 3.0 to promote the development of digital government, avoid duplication; enhance connectivity and data sharing. Promote the increase in the rate of online public service provision of all state agencies. Promote the development of digital economy in all sectors and fields.
Coordinate with the Central Propaganda Department to strengthen the direction and orientation of information, press, and publishing, and promote policy communication work.
The Government Inspectorate shall preside over and coordinate with agencies and localities to effectively carry out the work of receiving citizens, handling complaints and denunciations, especially during the 8th Central Conference of the 13th tenure and the 6th Session of the 15th National Assembly. Urgently develop an inspection plan for 2024 to ensure focus and key points, meeting the requirements of state management and preventing and combating corruption and negativity; at the same time, proactively discuss with the State Audit to avoid overlapping with auditing activities.
The Ethnic Committee focuses on implementing ethnic policies well and promoting the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas.
Vietnam Television, Voice of Vietnam, Vietnam News Agency and press agencies need to continue to inform and communicate about the internal and external activities of the Party and State leaders, the 8th Central Conference of the 13th tenure, the 6th Session, the 15th National Assembly and the directions and administration of the Government and the Prime Minister to stabilize the macro-economy, control inflation, promote growth, ensure major balances of the economy; the results of socio-economic development since the beginning of the term and the past 9 months, especially in terms of strategic infrastructure development, circular economy, digital economy...
Strengthen information and communication work on policies, have articles, analyze and criticize difficulties and problems related to mechanisms and policies; discover and praise new factors, good people, good deeds, and positive actions to spread the spirit and momentum of reaching the finish line in the last months of the year to strive to complete the set goals, targets and tasks.
The Vietnam Academy of Science and Technology and the Vietnam Academy of Social Sciences will coordinate with relevant agencies to continue researching and advising the Government and the Prime Minister on effective and feasible solutions to promote research, development, application of science and technology, and innovation.
Vietnam Social Security proactively grasps and assesses difficulties and shortcomings in the practical implementation of policies and laws on social insurance, unemployment insurance, and health insurance; closely and flexibly coordinates with ministries, agencies, and localities to propose and recommend competent authorities to amend and supplement in accordance with practical conditions and requirements for direction and management.
State Capital Management Committee at Enterprises: Urgently implement Decision No. 78/QD-TTg dated September 19, 2023 of the Prime Minister on the Plan to implement the Conclusion of the Politburo on summarizing the implementation of Notice No. 40-TB/TW dated September 14, 2021 on the Project "Establishing a specialized agency to represent the owner of state-owned enterprises and state capital at enterprises".
Complete and submit to the Prime Minister for approval the Projects on restructuring of affiliated corporations and general companies under its authority (Vietnam Posts and Telecommunications Group, State Capital Investment Corporation, Vietnam Railways Corporation); Strategy, 5-year production and business plan and 5-year investment plan of Vietnam Electricity Group.
Focus on directing, urging and supervising the Vietnam Electricity Group, the Vietnam Oil and Gas Group, and the Vietnam National Coal and Mineral Industries Group to quickly implement assigned important power construction investment projects, contributing to promoting socio-economic development, ensuring energy security, especially the 500 kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) and the Lot B - O Mon gas-fired power project chain; closely coordinate with the Ministry of Industry and Trade to implement solutions to ensure the supply of gasoline and oil for the domestic market.
Preside over and coordinate with relevant agencies to urgently implement the Politburo's Conclusion on the handling plan for the three nitrogenous fertilizer projects of the Chemical Group.
Urgently complete the review and disciplinary action at Vietnam Electricity Group related to the shortcomings, problems and violations stated in Inspection Conclusion No. 4463/KL-BCT dated July 10, 2023 of the Ministry of Industry and Trade on the implementation of legal provisions on management and operation of electricity supply; report to the Prime Minister before October 10, 2023.
Report to the Prime Minister before October 7, 2023 on the transfer of capital of Vietnam Airlines Corporation at Vietnam Aviation Fuel Company Limited according to the direction of the Government leaders in Official Dispatch No. 131/TTg-DMDN dated September 29, 2023.
On the implementation of the Socio-Economic Recovery and Development Program
The Government basically agrees with Report No. 8068/BC-BKHĐT dated September 29, 2023 of the Ministry of Planning and Investment, requesting: The Bank for Social Policies to prepare necessary conditions and procedures to ensure the disbursement of the entire capital of VND 16,100 billion expected to be transferred to supplement the lending policy to support job creation, maintenance and expansion in 2023.
Ministries, central and local agencies shall promote the implementation and disbursement of the Program's capital investment plan; transfer between the Program's capital plan and the State budget investment plan for the 2021-2025 period assigned according to the provisions of Resolution No. 93/2023/QH15 of the National Assembly, ensuring the disbursement of all capital plans.
Government members directly explain, supplement information, and clarify contents at the request of the National Assembly Standing Committee and National Assembly deputies at the 6th Session regarding policies under their charge of ministries and agencies.
On the situation of allocation and disbursement of public investment capital
The Government basically agrees with Report No. 8071/BC-BKHĐT dated September 29, 2023 of the Ministry of Planning and Investment; to strive to achieve the highest disbursement results in 2023; requires: Ministries, agencies and localities to resolutely direct the acceleration of public investment disbursement progress; promote the role of Working Groups to inspect, urge and remove difficulties and obstacles in disbursement work. Ministries, agencies and localities that have not fully allocated the capital plan for 2023 must complete the detailed allocation of the 2023 investment capital plan before October 20, 2023.
The Ministries of Planning and Investment, Agriculture and Rural Development, Finance, Natural Resources and Environment, and Construction, according to their assigned functions and tasks, are responsible for responding to and promptly handling recommendations from ministries, central and local agencies at meetings of the Working Group according to Decision No. 235/QD-TTg dated March 14, 2023, Decision No. 435/QD-TTg dated April 24, 2023 of the Prime Minister.
The Ministry of Planning and Investment urgently synthesizes the opinions of the Ministry of Finance and reports to the Government before October 7, 2023 to report to the Government and the Prime Minister on adjusting the 2023 capital plan among ministries, branches and localities.
On the implementation of 3 National Target Programs
The Government basically agrees with Report No. 8063/BC-BKHĐT dated September 29, 2023 of the Ministry of Planning and Investment. To further accelerate the implementation and disbursement of the Programs, the Government requests:
Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities continue to urgently review the implementation of the Government's Resolutions, Directives, Official Dispatches, and instructions of the Prime Minister in Official Dispatches No. 555/TTg-QHDP dated June 16, 2023, No. 666/TTg-QHDP dated July 18, 2023, Notices No. 335/TB-VPCP dated August 18, 2023, 392/TB-VPCP dated September 24, 2023, speed up the disbursement progress, determined to disburse 100% of the planned capital for 2022 and at least 95% of the planned capital for 2023.
Review and improve institutions and policies for management and implementation of national target programs, including: Program owners, component project owners and relevant agencies proactively review recommendations, urgently coordinate closely in handling and removing local obstacles to ensure timeliness and effectiveness. People's Committees of provinces and centrally run cities proactively review and promptly complete within their authority the concretization of regulations, mechanisms and policies for implementation in localities, promptly adjust inadequate regulations; if beyond their authority, report to competent authorities.
People's Committees of provinces and centrally run cities urgently support vocational training for low-income workers and support to improve the training capacity of vocational education and continuing education centers in poor districts from the National Target Program on Sustainable Poverty Reduction in the allocated budget plan.
Chairmen of People's Committees of provinces and centrally run cities directly direct the acceleration of capital disbursement and the removal of difficulties and obstacles in the implementation of national target programs in localities; take responsibility before the Government and the Prime Minister for the implementation results of localities, and prevent evasion, shirking of responsibility, loss, waste, corruption and negativity.
The Ministry of Planning and Investment continues to preside over and coordinate with ministries, agencies of the National Target Program and relevant ministries and agencies to update information and data on the results of the implementation of national target programs, complete records and documents as required by the National Assembly's Supreme Supervisory Delegation; actively and proactively coordinate with the Supervisory Delegation to propose and report to the National Assembly for consideration and approval of specific solutions and mechanisms to remove difficulties and obstacles related to the Laws and Resolutions of the National Assembly in the process of implementing national target programs at the 6th Session of the 15th National Assembly.
On the Mid-Term Assessment Report on the Implementation of the Government's Action Program for the 2021-2026 Term to Implement the National Assembly's Resolution on the 5-Year Socio-Economic Development Plan for 2021-2025
The Government basically agrees with Report No. 8072/BC-BKHĐT dated September 29, 2023 of the Ministry of Planning and Investment; requests: Ministries and agencies, especially those with tasks that are behind schedule or have not been completed, to urgently review, focus time and resources to implement and fully complete the tasks assigned by the Government.
The Ministry of Planning and Investment reviews the Mid-term Assessment Report of the 5-year socio-economic development plan 2021 - 2025, ensuring consistency of data and assessments between the Reports.
The Government Office monitors, urges, synthesizes and reports to the Government and the Prime Minister on the implementation results of this Resolution.
