Resolution No. 70: Strategic thinking to ensure energy security

On the morning of September 16, the Politburo and Secretariat held a national conference (in-person and online) to disseminate and implement the 4 Resolutions of the Politburo.

The conference listened to Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi disseminate Resolution No. 70-NQ/TW, dated August 20, 2025 of the Politburo on ensuring national energy security to 2030, with a vision to 2045.

Resolution No. 70 demonstrates strategic thinking

Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi said that after 5 years of implementing Resolution No. 55-NQ/TW of the Politburo, many limitations still exist. The report by the end of 2024 shows that, of the 11 targets of Resolution 55, by 2030, only 3 targets are likely to be achieved, 6 targets are difficult to achieve and 2 targets do not have enough basis for assessment. Institutions and policies are still inadequate; planning is inflexible; many projects are behind schedule, and the risk of power shortages exists. Supply sources are increasingly dependent on imports; infrastructure is lacking and not synchronized; technology innovation is slow, and the localization rate is low. Human resources and productivity are still limited; the competitive market is not synchronized, energy prices are not suitable for market mechanisms, and there is still a situation of cross-subsidy in electricity prices.

Therefore, "the issuance of Resolution No. 70 with synchronous and breakthrough policies and guidelines to ensure national energy security to meet the requirements of national development in the new era" - Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi clearly stated.

According to comrade Nguyen Thanh Nghi, Resolution No. 70 has set out the requirement to firmly ensure energy security for national development in the new era – a new non-traditional security issue.

Clearly identify energy security as an essential part of national security, directly linked to political stability, economic development, national defense - security and international integration.

In addition, the Head of the Central Policy and Strategy Committee said that Resolution No. 70 demonstrates strategic thinking when shifting from the concept of "ensuring supply" to "firmly and proactively ensuring energy security" with a strategic, long-term, multi-dimensional vision.

Resolution No. 70 sets out specific, clearly quantified and realistic goals to ensure implementation meets requirements and is on schedule.

Resolution No. 70 adheres to the principles of development according to the socialist-oriented market mechanism. Ensuring energy security by diversifying sources and technologies; prioritizing the development of renewable energy, LNG, modern nuclear power, etc.

Encourage self-produced and self-consumed electricity

According to the Head of the Central Policy and Strategy Committee, Resolution 70 includes 5 groups of guiding viewpoints; target groups until 2030, vision to 2045 and 7 groups of major tasks and solutions.

In terms of target groups by 2030, the Resolution sets the goals of adequate supply - modernizing the electricity system - promoting renewable energy - ensuring adequate supply of gasoline and LNG - improving efficiency and reducing emissions.

By 2045, towards a sustainable, smart, competitive, modern energy system on par with the world.

Regarding the group of tasks and solutions, according to Mr. Nguyen Thanh Nghi, it is necessary to strengthen the leadership of the Party, the management of the State and the participation of the entire political system and people in ensuring energy security.

At the same time, promote the mechanism of direct electricity trading between sources and loads, contributing to ensuring sustainable energy security. Perfecting institutions and policies to become competitive advantages, solid foundations, and strong driving forces to promote energy development.

Resolutely and resolutely perfect the laws on electricity, oil and gas, minerals, and nuclear energy; remove institutional bottlenecks, and create superior mechanisms to attract important energy projects.

Encourage rooftop solar power, self-production - self-consumption, energy storage, energy recovery; develop low-carbon, carbon-neutral technology.

Tightly control PPAs; prevent corruption, waste, and group interests in energy investment, procurement, and bidding.

Improve the quality of energy strategies and planning, especially the adjusted Power Plan VIII; planning must be open, promptly updated, and linked to socio-economic development, national defense, and security.
