Resolution to "light up" poor districts

Lesson 1: Solving the capital problem

Determining that in order to complete the goal of eliminating the "blank" national grid, the prerequisite is to completely solve the difficult problem of capital sources. Previously, the extension of electricity to the highlands of Dien Bien Dong district depended entirely on capital sources and projects from the Central and the province. In the period of 2021 - 2025, Dien Bien Dong has proactively arranged and mobilized capital sources. Thanks to that, from the beginning of the term, 100% of power line investment projects to villages and household groups have identified capital sources to help the highland villages to be electrified one by one.

According to public investment flow

By the end of the 2015 - 2020 term, Dien Bien Dong district still had 39 villages without national grid electricity, more than 2,600 households without electricity; it was the "bottom" district in terms of the rate of villages with electricity and the number of households using grid electricity. The reason was the lack of funding for electricity projects. Lack of electricity is a barrier to socio -economic development, especially in mountainous and remote villages. Therefore, in the 2020 - 2025 term, Dien Bien Dong district determined to focus on prioritizing resources to invest in electricity projects, covering 100% of villages and residential groups in the area with grid electricity.

Mr. Mua A Vang, Secretary of Dien Bien Dong District Party Committee, said: After nearly 70 years of liberation, Dien Bien province has made many breakthrough developments; the economy and society are on the path of integration. However, in Dien Bien Dong, there are still over 2,600 households with 39 villages without national grid electricity. This is an unacceptable limitation. Welcoming the 70th anniversary of Dien Bien Phu victory and the 30th anniversary of the district's establishment, the District Party Committee, term VI, issued Resolution No. 02 on eliminating "blank" villages with national grid electricity in the area for the period 2021 - 2025. The Resolution is the basis and foundation for Dien Bien Dong district to develop plans, prepare capital allocation plans and organize the implementation of extending grid electricity to highland villages.

Based on Resolution 02, the People's Committee of Dien Bien Dong district has developed and issued Action Plan No. 149/KH-UBND dated July 15, 2021 with an investment roadmap; assigning specific tasks to each department, office, and affiliated unit, with the highest political determination to complete the goal of 100% of villages having electricity.

At the end of 2021, the Department of Industry and Trade recorded investment capital for electricity projects for 2/39 villages without electricity in Dien Bien Dong district. Thus, the task of Dien Bien Dong district is to research and arrange capital to implement electricity projects for the remaining 37 villages.

Mr. Dinh Quang Bao, Head of the Economic - Infrastructure Department of Dien Bien Dong district, said: Resolution No. 02 issued at the beginning of the 2021 - 2025 public investment period created favorable conditions for the District People's Committee in allocating capital sources. In performing the assigned tasks, the Department closely coordinated with the Department of Finance - Planning to include 37/37 villages without electricity in the public investment list of the whole period. However, when submitting the public investment list, the Provincial People's Committee cut the investment project list of 12/37 villages because the total capital demand for electricity projects at that time accounted for a large proportion compared to the total investment source assigned to the district in the whole period. At the same time, because these 12 villages were already in the list of electricity investment projects of the Department of Industry and Trade. As a result, Dien Bien Dong district successfully recorded electricity investment capital for 25/37 villages.

In the investment period of 2016 - 2020, the projects invested by the Department of Industry and Trade were mostly not proactive in terms of capital sources, and the projects were spread out over 10 districts, towns and cities. Therefore, the speed of grid coverage was very slow. Learning from experience with the viewpoint of not "waiting for the rabbit to come", passively waiting for projects from the Department of Industry and Trade, Dien Bien Dong district continued to review and integrate resources to arrange investment capital for electricity projects for the remaining 12 villages. Based on the overall assessment of capital sources, the People's Committee of Dien Bien Dong district reported and approved the plan to integrate capital sources from the National Target Program on New Rural Construction for the period of 2021 - 2025 to invest in electrifying 5 villages in Chieng So commune - a commune striving to basically meet the NTM standards, including criterion number 4 on electricity in 2024.

The project to supply electricity to Tong So village (Pu Hong commune) has been completed and is ready to be energized in October 2023.

Flexible capital transfer

By 2022, Dien Bien Dong district still has 7 villages that have not identified the source of investment capital for electricity projects. To have investment funds, Dien Bien Dong district has reviewed and evaluated the feasibility and investment efficiency of projects that have been listed in the investment portfolio for the period 2021 - 2025. From there, the portfolio has been adjusted, transferring capital from projects with low investment efficiency to rural electricity projects.

According to the 2023 central budget public investment plan to implement the National Target Program on Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2025 period, Dien Bien Dong district was assigned capital to invest in the construction of two rural market projects: Xa Dung - Phi Nhu inter-commune market and Phinh Giang - Pu Hong inter-commune market, with a total investment of 10 billion VND. However, after an overall assessment, the implementation of these two projects encountered many difficulties in arranging the site for market construction, the land area for project implementation was large, the investment capital did not include site clearance costs; the market investment rate was high, so the feasibility and investment efficiency were low. On the other hand, in Xa Dung commune, there are currently two villages, Hang Tau and Huoi Hia; Pu Hong commune has Pu Hong A village with a total of 97 households and 507 people who have not used the national grid. Dien Bien Dong District People's Committee has planned, adjusted the list, and transferred capital between the above projects.

Mr. Dinh Quang Bao, Head of the Economic - Infrastructure Department of Dien Bien Dong district, said: To ensure maximum efficiency of capital resources, the transfer of investment sources for household electricity projects is very practical. The policy of stopping investment in 2 highland markets and switching to investing in 2 electricity projects was approved by the Standing Committee of the District Party Committee and the District People's Council. The plan to transfer capital to the district's electricity project was agreed by the Provincial People's Committee, the Department of Planning and Investment, and the Provincial Ethnic Minorities Committee for the district to implement investment in electricity supply projects for 3 villages: Hang Tau, Huoi Hia (Xa Dung commune) and Pu Hong A (Pu Hong commune). Currently, 3 household electricity projects for the above villages are being urgently implemented. According to the plan, by the end of 2024 at the latest, the projects will be completed and handed over for use.

According to the capital plan until the end of 2024, Dien Bien Dong district still has 5 villages without electricity. In addition, through review, the whole district has 31 more households that do not use grid electricity due to the consequences of splitting and merging villages and hamlets. The challenge is how to mobilize and arrange enough capital to invest in electricity projects for the remaining 5 villages and 31 households while the state budget is full?

Socializing capital sources - the solution chosen by Dien Bien Dong district after many meetings and discussions.

According to the estimate of the professional department, the total investment of electricity projects for 5 villages and 31 household groups is about 52 billion VND. To implement the project, Dien Bien Dong district has requested and received support from the Provincial Party Committee, People's Council, and People's Committee in connecting and socializing capital sources. After many meetings and calls for support, Dien Bien district has received support from Ho Chi Minh City of 50 billion VND to achieve the goal of eliminating "blank" villages in terms of electricity.

Mr. Mua A Vang, Secretary of the District Party Committee, said: Ho Chi Minh City's acceptance of financial support will help Dien Bien Dong soon complete 100% of the target of Resolution No. 02 by the end of 2024.
