The Government Office has just issued a Notice of Conclusion by Deputy Prime Minister Tran Hong Ha on the development and promulgation of a decree regulating the mechanism for direct electricity purchase and sale and a Decree regulating the mechanism and policies to encourage the development of self-produced and self-consumed rooftop solar power. Regarding the draft decree regulating the mechanism and policies to encourage the development of self-produced and self-consumed rooftop solar power, the notice conveys the opinion of Deputy Prime Minister Tran Hong Ha - requesting to clarify the concept of self-production and self-consumption in the direction of producing basically for use. For the surplus electricity, if there is a battery installed to store electricity, EVN will study and propose to buy electricity at a reasonable price, especially the price of buying electricity during peak hours. It is noted that in case there is no battery to store electricity, EVN will buy at the lowest price on the electricity market that EVN buys from other electricity sellers. The surplus electricity that EVN buys back can be considered for compensation when people buy electricity from EVN. In addition, EVN must study and calculate the two-component electricity price. "The electricity price when there is no sun, during peak hours must be different from the electricity price when there is strong sunlight, or the price for cases with equipment, batteries to store electricity will be different from cases without electricity storage to ensure fairness as well as encourage investment in renewable energy, battery storage systems, smart electricity systems", the conclusion stated. The Government leader also requested that this decree clearly shows the incentive mechanism in the direction of simplifying processes and procedures, including: Developing a set of sample documents with specific regulations on standards, technical regulations, requirements on State management... the processes are implemented in a one-stop shop (research and assignment to electricity corporations/district electricity), to create maximum convenience for people and businesses, construction works using public investment capital, while avoiding profiteering, especially negative acts in industrial parks and clusters. The Deputy Prime Minister also emphasized the specific support policy for investors. In particular, it is noted that the issue of "installing electricity storage equipment" requires a support plan on price, tax, interest rate, installation cost... "The development of self-produced and self-consumed rooftop solar power will reduce the pressure on the State budget to invest in new power sources, so it is necessary to further study this policy. Instead of the State investing in new power sources, people who install self-produced and self-consumed solar power systems will be supported by the State with costs from this source to encourage and ensure long-term benefits", the conclusion wrote.
