Research on increasing the operating speed of the North-South expressway to 90 km/h

The Ministry of Transport said it has just issued a document requesting its affiliated units to review the investment phase of the expressway designed with 4 motor vehicle lanes (2 lanes on each side) to be able to operate at a speed of 90km/h according to TCCS42:2022/TCDBVN.

Previously, on June 22, 2022, the Vietnam Road Administration (now the Vietnam Road Administration) issued Decision No. 2648/QD-TCDBV on promulgating the Basic Standards for Expressways - Design and Traffic Organization in the Investment and Construction Phase (TCCS 42:2022/TCDBVN).

The standard stipulates that during the divergence period, it is acceptable to limit the operating speed (allowed speed) lower than the speed of the future expressway when it has been fully constructed and it is possible to propose limiting the load of heavy vehicles. The choice of operating speed will be decided by the competent authority in the traffic organization plan. The allowed operating speed (allowed speed) depends on the actual condition of the road, weather conditions, traffic conditions... In all cases, the maximum operating speed should not exceed 90km/h. To ensure consistency and synchronization in design and traffic organization for the expressway with 4 motor lanes (2 lanes on each side) of the North-South Expressway in the East, the Ministry of Transport requests the Department of Construction Investment Management, the Vietnam Expressway Authority, Project Management Boards, and Departments of Transport of localities during the implementation of investment and construction projects to direct design consultants and traffic safety appraisal consultants to study and review design requirements, actual status of the route, weather conditions, and traffic safety solutions. The goal is to make an assessment to ensure compliance with the operating speed or adjust technical solutions if necessary such as: Acceleration and deceleration lanes, safety distances, and traffic safety systems to be able to put the above-mentioned expressway projects into operation at a speed of 90km/h. Based on the review results of the design consultancy unit, traffic safety assessment consultancy, the competent units or reports to the competent authority shall supplement and adjust the design of the project's construction items (if necessary), ensuring that when the expressway project is put into operation with 4 motor lanes (2 lanes on each side) with a speed of 90km/h, it is safe and synchronous on the North-South Eastern Expressway. According to the Ministry of Transport, of the 23 component projects of the North-South Eastern Expressway in the 2017-2020 and 2021-2025 phases that have been and are being implemented, only the Phan Thiet - Dau Giay expressway project is invested with a scale of 4 lanes, a roadbed width of 25m, a road surface width of 23.5m, and a design speed of 120km/h. The remaining component projects are invested in phase 1 with a scale of 4 limited lanes, roadbed width of 17m, design speed of 80 km/h. HONG QUANG
