Research on establishing advanced science and technology integration centers in Hanoi and Ho Chi Minh City

Deputy Prime Minister Tran Luu Quang has just signed Decision No. 229/QD-TTg approving the Planning of the network of public science and technology organizations for the 2021-2030 period, with a vision to 2050.

The focal points of applied research and science and technology organizations and science and technology services in ministries and branches will be streamlined.

The goal by 2030 is to develop a network of public science and technology organizations with a reasonable structure in line with the development priorities of the country, industry and field, enhance the potential and operational efficiency of public science and technology organizations, approach international standards, and serve as a foundation for creating breakthroughs in productivity, quality, efficiency and competitiveness of the economy.

By 2025, strive to reduce the number of public science and technology organizations by 10% compared to the period 2016 - 2020. By 2030, ensure a 20% reduction in the number of public science and technology organizations compared to the period 2016 - 2020. On the other hand, improve the research capacity of science and technology organizations towards approaching international standards. By 2025, there will be about 25 - 30 public science and technology organizations ranked regionally and globally. By 2030, there will be about 40 - 50 public science and technology organizations ranked regionally and globally.

The planning also aims to form a system of innovation centers and public innovation startup centers in provinces and cities to promote innovation in localities.

By 2025, establish innovation and start-up centers in the three regions of the North, Central and South; strive for 40% of localities to establish public science and technology organizations with the function of innovation and start-up from the organizational consolidation of public science and technology organizations and public service units in the area.

By 2030, 100% of localities will establish public science and technology organizations with the function of innovation and innovative startups by perfecting the organization of public science and technology organizations and public service units in the area.

At the same time, research and establish modern science and technology integration centers with advanced levels, initially established in Hanoi and Ho Chi Minh City, and gradually expanded to key socio-economic regions.

By 2025, the number of human resources for scientific research and technology development (full-time equivalent) will reach 10 people per 10,000 people, and by 2030, it will reach 12 people per 10,000 people.

By 2050, the network of public science and technology organizations will have sufficient capacity to meet the country's requirements for science and technology activities and innovation; a number of public science and technology organizations will catch up with the world's advanced level and have outstanding competitiveness in a number of science and technology sectors and fields.

The Government has clearly stated that it will streamline the focal points of applied research and science and technology organizations and science and technology services under ministries and branches. It will study the establishment of modern, advanced science and technology integration centers, initially established in Hanoi and Ho Chi Minh City. It will develop science and technology organizations under state-owned corporations and groups into specialized research institutes.
