Suspension of the enforcement of certain provisions of Circular 06/2023/TT-NHNN

Ensuring the safe operation of credit institutions and supporting the resolution of difficulties for people and businesses.

Previously, on June 28, 2023, the State Bank of Vietnam issued Circular No. 06/2023/TT-NHNN, which came into effect on September 1, 2023.

The circular has added regulations on lending in line with the digital transformation process in banking operations and other regulations to remove obstacles and create more favorable conditions for customers to access bank loans.

At the same time, the Circular supplements several regulations aimed at controlling risks arising in lending activities, contributing to ensuring the safety of operations of the credit institution system.

However, in the context of a still challenging economy , and to further prioritize economic growth, the State Bank of Vietnam (SBV) issued Circular No. 10/2023/TT-NHNN dated August 23, 2023, suspending the enforcement of Clauses 8, 9, and 10 of Article 8 of Circular No. 39/2016/TT-NHNN (as supplemented by Clause 2, Article 1 of Circular No. 06/2023/TT-NHNN) from September 1, 2023, until the effective date of the new legal document regulating these matters.

In the coming period, the State Bank of Vietnam will coordinate with relevant agencies and units to research and consider appropriate solutions to control risks, ensure the safety of operations of credit institutions, and support the removal of difficulties for people and businesses.
