"I was surprised by the attentive service from consulting on completing procedures to printing and photocopying documents. In particular, today I and many others were surprised when Branch 1 added a free food service counter, everyone was very excited and used it a lot," said Mr. Minh.
Mr. Bui Duong, Director of Branch No. 1, said that implementing the direction of the Hanoi People's Committee on deploying free utilities at public administrative center branches, from today Branch No. 1 begins deploying utilities to serve citizens to do free administrative procedures.
According to Mr. Duong, there are 15 free utilities to support citizens in the process of handling administrative procedures. Notable applications include AI robots to support answering procedures; a consulting department to help citizens complete their documents before entering the transaction counter; providing food and drinks such as tea and coffee to help citizens reduce inconvenience while waiting...

Mr. Duong said that the application of technology and the provision of utilities help citizens reduce a lot of time when submitting documents. Previously, when citizens came to the counters, they asked the officers about filling out and completing the documents, but with the free consultation utility, citizens have saved a lot of time as well as increased the efficiency of receiving documents of the officers at the counter.
Coming to do administrative procedures at Branch No. 2 of Hanoi Public Administration Service Center this morning, Ms. Nguyen Thi Hong (residing in Cau Giay ward) clearly felt the attentive reception and guidance of the staff.
"I was very surprised when the staff and AI robot supported me, gave me advice on administrative procedures and had free breakfast. When I looked up the robot's clear suggestions on the documents I needed to prepare, I felt that I had prepared enough, so when I went to the counter, I worked quite quickly. I hope the city will deploy a series of utilities to make it convenient for people to complete administrative procedures," Ms. Hong shared.
Previously, Mr. Truong Viet Dung, Vice Chairman of Hanoi People's Committee, requested to deploy free utilities to facilitate people and businesses when coming to do administrative procedures.
Hanoi leaders require that the implementation must be in line with the policy, practical, effective, not wasteful and comply with current legal regulations. The City Public Administration Service Center will proactively balance the budget from the approved budget in the estimate for implementation.
The People's Committees of communes and wards are assigned the responsibility to propagate and coordinate with relevant units to ensure synchronous implementation and avoid formalities. At the same time, units must regularly report progress and promptly propose solutions if difficulties or problems arise for the city to consider and handle.
Free utilities at branches and public administrative service points in Hanoi include high-speed wifi; photocopying and printing of documents; file covers, staplers, pens; providing forms, declarations and supporting people in filling out declarations; support for performing online procedures; legal advice; support for installing applications and login accounts for VNeID and iHanoi.
In addition, people are also supported to create personal digital signatures; file notifications via Zalo/SMS/Email; digital library, green space; free mobile device charging; maximum support for the elderly, disadvantaged people, and people with disabilities in accessing regimes, policies, and administrative procedures; support for basic medical equipment (blood pressure monitor, first aid kit); drinking water, snacks; receptionist robots.
