Once, after arriving at the hospital, he discovered that he had forgotten his health insurance card and had to go back home to get it, which was very time-consuming. Since using his citizen ID card instead of his health insurance card, he finds it very convenient, because just a small card is enough.
Previously, when going to see a doctor under health insurance, the patient had to present both the health insurance card to get information and the citizen identification card for verification, now they only need to show the citizen identification card with chip to the medical staff . This helps people not have to carry a lot of documents, and at the same time limits the risk of losing or damaging the paper health insurance card.

Ms. Tong Thi Thanh Xuan, Department of Examination, Van Ban Regional General Hospital said: Integrating information into the same card helps reduce the comparison step, ensuring accurate information. Thus, the procedure is quick, neat, convenient, helping to save time for both patients and medical staff.
According to Vietnam Social Security, the code unification is done completely automatically on the system, participants do not have to declare or perform additional operations. During the conversion process, all benefits related to social insurance, health insurance, and unemployment insurance are still fully guaranteed.

This unification is also a preparation step for the implementation of electronic social insurance books and electronic health insurance cards from 2026 according to the Social Insurance Law 2024 and the Health Insurance Law 2024.
For those who have participated in social insurance, health insurance, unemployment insurance, the system will automatically synchronize the existing code with the personal identification number/citizen identification card. When there is a transaction with the social insurance agency or when going to a medical facility for examination or treatment, the data will be authenticated immediately.
For first-time participants, the personal identification number/citizen identification number will be used for registration and will also become the social insurance number. The system will link this information between the VssID application - digital social insurance and the VNeID electronic identification account, helping to synchronize data for management and provision of online public services.

The Board of Directors of Bao Yen - Van Ban Inter-District Social Insurance regularly discussed and agreed on the implementation method, which is: Filter the list of unverified cases, send an official dispatch with the information comparison form designed by the grassroots social insurance to the People's Committees of communes and towns to request coordination in reviewing and informing people. The form after comparison will be edited and updated by the grassroots social insurance agency.
In addition, Bao Yen - Van Ban Inter-District Social Insurance also regularly advises local Party committees and authorities to direct agencies, units, associations and unions to coordinate with social insurance agencies in performing data authentication tasks.
In cases where children have not been verified with population data, the local social insurance agency will send officers directly to the area, coordinate with the commune police and judicial officers to proactively call and urge people, collect information and guide people to declare their children's imports.
Mr. Bui Xuan Phong - Director of Bao Yen - Van Ban Inter-District Social Insurance shared: Previously, the insurance code consisted of 10 digits, issued by the social insurance agency for each person, printed on the social insurance book and health insurance card, as a basis for looking up the payment process and enjoying insurance regimes. Replacing it with a personal identification number/citizen identification card does not change this function, but also increases the accuracy and synchronization of data.
