Residents hope the Y Ngong road project will be completed soon.

For over 10 years, the Y Ngong road (the section from Mai Xuan Thuong to Provincial Road 1), despite being only a little over 2 km long, has remained unfinished due to unresolved obstacles.

The project to expand and upgrade Y Ngong Road (Mai Xuan Thuong - Provincial Road 1 section) was approved by the Provincial People's Committee in Decision No. 450/QD-UBND, dated February 10, 2010 (Decision No. 450) and amended and supplemented in scale and total investment in Decision No. 2680/QD-UBND, dated September 27, 2017 (Decision No. 2680). The project has a length of 2.1 km, a total investment of over 42 billion VND, and is invested by Dak Lak Urban and Environment One-Member Limited Liability Company (now Dak Lak Urban and Environment Joint Stock Company).

The project commenced construction in 2010; however, due to funding difficulties, the Provincial People's Committee temporarily suspended several projects invested by Dak Lak Urban and Environmental One-Member Limited Liability Company, as stated in Official Letter No. 326/UBND-CN dated January 11, 2013, including the aforementioned project. Subsequently, on December 31, 2013, the Provincial People's Committee issued Notice No. 310/TB-UBND, further deciding to temporarily suspend or reduce the progress of a series of projects in the province. As a result, the project was stalled for nearly 4 years and 8 months.

The most fundamental reason lies in the excessively high land clearance costs. Specifically, according to Decision No. 450, the estimated compensation and land clearance costs were over 5.9 billion VND (accounting for 14% of the total investment); Decision No. 2680 changed this cost down to 2.5 billion VND (accounting for 5.93% of the total investment).

Notably, during the process of preparing compensation and support plans for 188 households and 2 organizations, the land clearance costs "skyrocketed" to over 30 billion VND. This increase in land clearance costs led to an increase in the total approved budget, but because the project's total investment had not been adjusted, there was no legal basis to allocate additional funds.

Furthermore, the change in the project's investor also slowed down the progress. On May 26, 2020, the People's Committee of Dak Lak province issued Decision No. 1186/QD-UBND on changing the project investor from Dak Lak Urban and Environment Joint Stock Company to the Buon Ma Thuot City Investment and Construction Project Management Board (now the Buon Ma Thuot Investment and Construction Project Management Board, under the Dak Lak Provincial Civil and Industrial Construction Project Management Board). The process of handing over documents, checking, and reviewing the project took nearly two more years, only being completed in March 2022.

To date, the construction volume has reached approximately 89.7%, including the foundation, road surface, lighting system, drainage system, and curbs on both sides. However, the remaining 188.5 meters from kilometer marker Km1+979.91 to the end of the Y Ngong - Nguyen Thi Dinh intersection (coinciding with Provincial Road 1) cannot yet be constructed due to land acquisition issues.

Ms. MTKO, a resident whose house is located along the road, expressed her frustration: "A long section of the road has been completed for a long time, but only the last 200 meters remain untouched, with no construction work being carried out. Every day, a lot of vehicles travel through this section; in the dry season, dust flies everywhere, and in the rainy season, it becomes muddy. This section also has poor visibility, making it very dangerous for road users and residents living along the road."

The road surface is cracked and uneven, forcing commuters to walk on the sidewalk.

It's worth noting that most of the route has been basically completed, creating a fairly modern and smooth traffic artery. Only a short section remains congested due to land clearance issues, which "uglies the entire road" and seriously hinders the movement and transportation of goods for the people.

In response to this situation, on March 11, 2024, the Urban Management Department of Buon Ma Thuot City (now defunct) submitted a proposal for investment in the Y Ngong – Provincial Road 1 intersection area, with a total estimated cost of over 38.2 billion VND. Of this, land acquisition costs accounted for the majority, over 26.4 billion VND, construction costs over 7 billion VND, and the remainder covered consulting fees, contingency funds, project management, and other expenses. This proposal shows that land acquisition costs remain the biggest burden, and this figure is consistent with the actual land acquisition costs approved for the initial phase of the project (over 30 billion VND). However, this proposal has not yet been approved.

To ensure the timely completion of this important road, it is suggested that relevant authorities review all documents, standardize the boundaries, adjust the total investment appropriately, and urgently allocate sufficient funds, especially for land clearance, to compensate households whose land is being acquired and to maximize the effectiveness of the project's investment resources.
