Speaking at the opening session of the workshop "Exploiting the power of AI for breakthrough development" at the Vietnam - Asia DX Summit 2025, organized by the Vietnam Software and IT Services Association (VINASA) on the morning of May 28, Mr. Nguyen Tu Quang affirmed: "Vietnam needs to have outstanding innovative businesses in AI similar to the "phenomenon" Deepseek. We absolutely have a model similar to Deepseek, with Vietnamese GPT chat. To do that, we need to have connections, an environment and a large workforce working on AI".

The Vice President of VINASA cited the example of building Gen AI for Google's Gemini, a 100-day journey of 50 people. In that AI race, there was also a great contribution from the intelligence of Vietnamese people.

"Vietnamese people are extremely good at building AI, especially Gen AI which is a combination of intuition and mathematics," Mr. Nguyen Tu Quang affirmed.

At the speech session on the topic "Data infrastructure and open policy: The foundation for AI development", Mr. Quang presented models of State investment for businesses to apply AI for daily use. Accordingly, in Singapore, the state supports 70%, businesses pay 30%; in Japan, the rate is 50% state, and the Thai government also has a support policy of up to 40%.

Vietnam has 900,000 enterprises, by 2030 it is predicted to have 2 million enterprises, if the transformation is good, business households convert into enterprises, then in the near future this number will increase to 6 million.

"Today, all Gen AI industries can apply. That is why the State invests part of the cost in businesses. The VINASA AI and AI Ethics Committee is actively campaigning, putting stimulus policy recommendations into law, supporting small and medium enterprises. Then there will be a market to develop and improve efficiency," said Mr. Nguyen Tu Quang.

To make a large language model, the most important thing is data. Recently, the National Data Center has stepped in to solve the data problem.

VINASA's AI and AI Ethics Committee also hopes that Vietnam will soon have an open data set so that companies can let AI learn from the data. In particular, AI models from around the world entering Vietnam must learn from this data set so that they can answer questions related to Vietnam's political , cultural, and social issues, Mr. Quang added.

Need to solve the problem of human resource quality

In recent years, China has rapidly asserted its position in the field of artificial intelligence (AI) through technological breakthroughs and state support policies.

As giants like Alibaba, Tencent, Baidu, Huawei and ByteDance continue to invest and integrate AI into every aspect of life, from consumer products to public services and digital transformation, no one can deny that this country is shaping the future of global technology.

With China's rapid development, Mr. Nguyen Tu Quang shared, "we need to learn from China, they have spent a lot of money and people to build and research AI, Vietnam can completely learn, master the technology and export to the world ".

Resolution 57 clearly identifies science, technology and innovation as the main drivers of growth. By 2045, the digital economy will account for at least 50% of GDP, and Vietnam will become the regional center of AI and digital technology. Therefore, in the short term, about 3 years from now, Vietnam will need 100,000 employees working in the field of AI.

In some businesses, there are good leaders with vision, but the human resources below still do not meet the needs.

Mr. Cuong commented that in a unit or organization, the effective use of AI requires both professionals and personnel specializing in AI. In a big data model like Chat GPT, there needs to be someone who asks the right questions and gets the right data that non-professionals cannot ask. In a business environment, there needs to be someone who redesigns the questions in the correct specialized language so that AI can understand and get the right data to serve the business.
