Speaking at the forum, Mr. Julien Guerrier, Ambassador of the European Union to Vietnam, emphasized that 2025 marks 35 years of EU-Vietnam diplomatic relations. The bilateral relationship is entering a new era, upgraded to a strategic and comprehensive partnership; in which science, technology and digital play an important role.
According to Mr. Julien Guerrier, Europe's approach to digital transformation is built on the principles of sovereignty , independence, trust, human-centeredness and transparency.

Mr. Julien Guerrier also announced that Team Europe will sponsor a major program worth 50 million euros to support the technical and vocational education and training (TVET) sector in Vietnam.
At the forum, Mr. Bui The Duy, Deputy Minister of Science and Technology, said that Vietnam is entering a new development phase - a phase where digital transformation is not only a trend but also an inevitable requirement for the country to develop rapidly, sustainably and autonomously.
At the same time, it emphasized that digital transformation is the central driving force of socio-economic development with three main pillars: digital government, digital economy and digital society; taking data, technology and people as the foundation.
The Deputy Minister of Science and Technology affirmed that the European Union has always been a strategic and reliable partner and Vietnam highly appreciates Europe's experience in promoting responsible digital technologies that promote ethics, privacy and sustainability.
Mr. Nguyen Loc Ha, Vice Chairman of Ho Chi Minh City People's Committee, said that the forum's goals completely resonate with the city's development orientation.
He shared that in 2025, when Ho Chi Minh City (merged with Binh Duong and Ba Ria-Vung Tau) forms a megacity, the mission is to create a new growth engine, in which comprehensive digital transformation is the inevitable path.
The Forum is one of the key events in 2025 on digital cooperation between the EU and Vietnam. The event aims at three main objectives: creating a space to identify cooperation opportunities and promote B2B (business-to-business) and B2G (business-to-government) connections; discussing the role of the EU's Global Gateway strategic initiative; and strengthening the “EU Tech Business Offer” (European technology-business solution package) for the Vietnamese market.
