Industrial promotion capital brings new vitality to businesses

Reporter of Cong Thuong Newspaper had an interview with Mr. Duong Van Minh - Deputy Director of Quang Binh Province Center for Industrial Promotion and Trade Promotion - about the unit's industrial promotion activities in recent times.

Could you tell us how the Ministry of Industry and Trade and the People's Committee of Quang Binh province will allocate resources for industrial promotion activities in 2024? This year's industrial promotion program will mainly focus on supporting businesses in which activities?

In 2024, industrial promotion activities in Quang Binh province continue to receive attention from the Ministry of Industry and Trade and the People's Committee of Quang Binh province in terms of resources and implementation direction, bringing a new vitality to encourage establishments to continue investing and developing rural industrial production. However, resources for industrial promotion activities from the national industrial promotion program and local industrial promotion are still not commensurate with the actual needs of rural industrial establishments in the area.

With that reality, the center will focus on mobilizing and effectively using all resources to support rural industrial establishments; focus on supporting the innovation of machinery, equipment and technology for establishments investing in advantageous industries of the province, industries with products serving tourism; support the design, printing of labels, product packaging, etc., in the direction of supporting with focus and key points to form highly competitive products and product groups. Thereby, meeting market demand, aiming at sustainable production development, contributing to the overall socio-economic development of Quang Binh province.

In Quang Binh province, there are still many small and medium-sized manufacturing enterprises, while industrial promotion resources are limited. How can we effectively promote industrial promotion capital to support enterprises, sir?

With limited industrial promotion resources, the center focuses on mobilizing and effectively using all resources other than industrial promotion funds to create new momentum to promote the development of industrial production - small-scale industry in rural areas. Searching, selecting, and classifying rural industrial establishments to prioritize industrial promotion capital support in the direction of focused investment, focusing on developing advantageous industries of the province, industries with products serving tourism. Promoting trade connection activities of rural industrial products; forming highly competitive products and product groups to meet market demand. Encouraging support for the transfer and application of new machinery, equipment, science - technology in production development towards sustainable production, green technology production, renewable biotechnology, especially industries that solve many local labor problems, creating livelihoods for children in the province, stabilizing jobs and incomes in the locality, contributing to ensuring social security in Quang Binh province.

How do you evaluate the role of industrial promotion capital in promoting industry and handicrafts in Quang Binh province?

It can be said that the industrial promotion capital has had an effective impact on the continuous development of rural industrial establishments in Quang Binh province. The industrial promotion policy has encouraged investment in rural industrial development, contributing to increasing production, improving economic efficiency, positively affecting the awareness of rural industrial establishments, making rural industrial establishments clearly understand the attention of the Party and State on economic development in general and rural industrial development in particular. Although the level of support for each project is not large, it is an affirmation of the right direction of rural industrial establishments in economic development, recognized by state management agencies, helping investors and enterprises feel confident in the investment process. After receiving support from the industrial promotion fund, rural industrial establishments have developed in both scale and product quality, creating jobs for workers, contributing to the overall development of the Industry and Trade sector of Quang Binh province.

In parallel with industrial promotion activities, what other support does the unit provide to help businesses produce and commercialize products effectively, sir?

Through industrial promotion resources, the center has supported product labels and packaging to improve new packaging designs, making products more competitive, demonstrating product strengths most clearly and positioning products in the minds of consumers; especially tourists. At the same time, supporting investment in showrooms to introduce and promote rural industrial products and OCOP products. Thereby, contributing to promoting the link between production and product consumption, enhancing the promotion of products widely in the market; effectively implementing the Campaign "Vietnamese people prioritize using Vietnamese goods" in the province, pushing back the production and trade of counterfeit, fake and poor quality goods, creating motivation for rural industrial establishments to connect, expand the market and continue to research and bring new quality products to the market, contributing to expanding the scale of production, promoting local socio-economic development.

Through trade promotion activities such as fairs, exhibitions, and conferences connecting domestic and foreign supply and demand, rural industrial establishments have been given opportunities to seek and expand their product consumption markets. In addition, by directly displaying and promoting their products, participating units have had the opportunity to exchange, learn, approach, and seek partners from localities across the country; enhancing the ability to connect and cooperate in investment, thereby signing many high-value orders after each participation in the programs.

Could you please tell us what difficulties and limitations there are in implementing the industrial promotion program? Does your unit have any recommendations to the Provincial People's Committee, the Ministry of Industry and Trade, and the local Department of Industry and Trade?

Currently, in Quang Binh province, there has not been a network of officials working on industrial promotion from district to commune level. Most of the officials working on industrial promotion in districts, towns and cities are part-time and change frequently. Therefore, the work of gathering information, developing plans, and organizing and implementing industrial promotion projects in the locality faces many difficulties; currently, many beneficiaries have not yet had access to the content and information on supporting industrial promotion funds.

The annual budget for industrial promotion only stops at the state budget support and counterpart funds of the beneficiaries, and has not mobilized other resources to participate in supporting industrial promotion activities. The majority of rural industrial establishments are production establishments, small and medium enterprises or micro enterprises, and small-scale production households. While the capital demand for investment in applying new technologies is quite large, the support level from industrial promotion sources is only for encouragement, so the number of establishments participating in the project implementation is not much. Rural industrial establishments in the province still focus on raw processing, not enough resources to invest in deep processing to increase the added value of products.

For the central government, it is recommended that the Ministry of Industry and Trade review current mechanisms and policies to propose adjustments and improve the legal framework on industrial promotion work, ensuring that it is appropriate to the current situation. The Center also hopes that the Ministry of Industry and Trade and the local Department of Industry and Trade will pay attention to directing, guiding and prioritizing support for national industrial promotion funding for projects earlier to facilitate proactive implementation.

For localities, it is recommended that the People's Committee increase the state budget for industrial promotion activities; at the same time, mobilize all social resources to participate in investment in production development, focusing on integrating with other projects and target programs in the province to encourage and attract capital from individuals and organizations of the whole society, to create motivation for the development of industrial production and small-scale industry in rural areas as the goal of the industrial promotion program of Quang Binh province has set out.
