Nursing Homes and Convalescent Homes: Need to expand admission to meritorious people

The Nursing and Rehabilitation Home (Group 1 Hoa Tay, Vinh Hoa Ward, Nha Trang City) under the Center for Nursing and Care for People with Meritorious Services - Provincial Social Work is considered a common, warm and affectionate home for people with meritorious services to the revolution, in difficult circumstances, and without relatives to care for them. However, the number of people with meritorious services being cared for here is increasingly shrinking, currently there are only 4 people, causing waste of facilities. It is necessary to expand the reception of cases of people with meritorious services who need care and nurturing here.


Underutilized


In order to implement the moral principles of “When drinking water, remember its source”, “Repaying gratitude”, and to show gratitude to those who have contributed to the revolution but are in difficult circumstances and have no relatives to care for them, in 1982, the Provincial People’s Committee invested in building a Nursing Home for the Elderly. Since then, this place has become a common, warm and affectionate home for many people who have contributed to the revolution in the province to live and enjoy their old age. At one point, the nursing home received and cared for more than 70 people with meritorious services. All the elderly who come here enjoy full benefits and policies of the Party, State and local authorities.

After 3 changes of location, by August 2020, the Provincial People's Committee had invested in building a new, spacious and clean Nursing Home in Vinh Hoa Ward, with an area of ​​over 2,000m2, capable of receiving, caring for and nurturing more than 20 people with revolutionary contributions. However, over time, due to old age, illness, many people have passed away, currently only 4 people are still living. In addition, Decree 131 dated December 31, 2021 of the Government detailing the implementation of the Ordinance on Preferential Treatment for People with Revolutionary Contributions has narrowed the subjects of centralized care. Accordingly, for war invalids with a body injury rate of 81% or more, with especially severe disabilities and illnesses, if living alone, the State will provide centralized care. At the same time, Article 111 of Decree 131 stipulates that subjects are cared for in a centralized facility for the care of people with meritorious services in the locality. In special cases, the Ministry of Labor, War Invalids and Social Affairs (MOLISA) will consider and decide on admission to the facility. Because of this regulation, in the past, Nursing Homes and Convalescent Homes could not accept new subjects for care. Meanwhile, there are very few subjects that meet the regulations of Decree 131 in the province and all have children and grandchildren to care for them. This leads to underutilization of the facility, causing waste of facilities.


Ms. Hoang Thi Dung (75 years old), who is being cared for and nurtured here, shared: “In the past, the nursing home always had many people in the same situation to confide in, share, encourage, and practice physical exercises and arts together. Now, there are only 4 people left, so the atmosphere has become dull.”


Need to expand reception of cases in need


Ms. Tran Thi Ngoc Thuy - Director of the Center for Nursing and Care for the Meritorious - Provincial Social Work said that many times the unit considered opening a service to care for and nurture the meritorious with a fee, but due to the limited capacity of the facility, it could not be implemented. Therefore, in order to effectively use the facilities and ensure operations, the Ministry of Labor, Invalids and Social Affairs and the Provincial People's Committee need to consider expanding the subjects admitted to the Nursing Home and Convalescence.


According to Mr. Ta Hong Quang - Director of the Department of Labor, Invalids and Social Affairs, currently, the province is managing and paying monthly preferential allowances to 6,445 meritorious people and their relatives. Among them, some people have difficult family circumstances, do not have relatives to regularly take care of them, have the need and desire to live in the Nursing Home and convalescence but do not meet the requirements according to the provisions of Decree 131. Therefore, in order to continue to improve the effectiveness of caring for meritorious people, promote efficiency and suitability with existing facilities, the Department has advised the Provincial People's Committee to issue a document requesting the Ministry of Labor, Invalids and Social Affairs to allow the locality to expand the reception of 3 groups of meritorious people who have the need and desire to be cared for in a concentrated manner at the Nursing Home and convalescence. Specifically, including: People who participated in the revolution before January 1, 1945; revolutionary activists from January 1, 1945 to the August 1945 uprising; biological fathers and mothers of martyrs, people who raised martyrs, and spouses of martyrs who are receiving survivor benefits and ensuring the conditions as prescribed. But up to now, the Ministry of Labor, Invalids and Social Affairs has not yet responded in writing.
