Proposal to compile and teach Raglai language program

Contribute to preserving and promoting traditional culture

The province has 35 ethnic minorities, mainly Raglai people, concentrated in the two mountainous districts of Khanh Son and Khanh Vinh. Over the years, the province has had policies to preserve and develop the languages and writings of ethnic groups, contributing to preserving the beauty of traditional culture and enriching the spiritual life of the people. In particular, the provincial-level scientific project "Collecting, researching and perfecting the Raglai writing" chaired by Mr. Tran Vu - former Vice Chairman of Khanh Son District People's Committee has been put into practice since 2007. In addition, every year, the Department of Education and Training also presides over and coordinates with the People's Committees of Khanh Son and Khanh Vinh districts to organize training courses on the Raglai ethnic language for cadres, civil servants and public employees of the province.

Students of Khanh Vinh District Ethnic Boarding Secondary School participate in extracurricular activities in the 2024 - 2025 school year.

Mr. Le Dinh Thuan - Deputy Director of the Department of Education and Training said that most Raglai people only know how to speak, but cannot read or write their own language. Currently, there is no standard Raglai script recognized by the Ministry of Education and Training according to regulations; Raglai teaching and learning materials are compiled by teachers themselves based on the application of the topic "Collecting, researching, and perfecting Raglai script". In the context that the Raglai language is at risk of gradually disappearing, organizing Raglai language teaching in general schools is very necessary to preserve and promote the traditional cultural identity of ethnic minorities.

According to Meritorious Artisan Mau Quoc Tien, the traditional culture of the Raglai people is mainly passed down orally from generation to generation. However, over time, many valuable cultural values have been lost. Fewer and fewer young people understand and use their mother tongue, and in some localities, good customs and practices have been forgotten. The Raglai script collected by Mr. Tran Vu is very familiar and suitable for the people. Therefore, the Party, the State, the Ministry of Education and Training and the province need to continue to pay attention to perfecting and introducing the Raglai script into official teaching in schools. Thanks to that, the younger generation can study, record, and annotate the words of their ancestors, preserving the traditional values of their people.

Need to build Raglai language program

Ms. Py Nang Thi My Cuong - teacher of Khanh Vinh Town Secondary School (Khanh Vinh District) said that the Raglai writing system is not difficult to approach because it uses the familiar Latin alphabet system. When this writing system was introduced into teaching for the staff, civil servants and public employees of the province, the students were all enthusiastic to learn it. However, according to Mr. Le Dinh Thuan, the difficulty in compiling and implementing the Raglai language program today is that the generation that understands the language and culture of the ethnic group is older; the number of Raglai intellectuals qualified to participate in compiling textbooks is still very small; current Raglai language teachers have not received in-depth training. In addition, teaching equipment is still lacking; policies to support Raglai language teachers and learners have not been issued; Raglai students still study in the same class with students of other ethnic groups, so it is difficult to arrange, staff classes, and assign teachers to teach...

Recently, in Nha Trang City, the Ministry of Education and Training coordinated with the Department of Education and Training to organize a workshop on the orientation of compiling the Raglai language program. The workshop is part of the Ministry of Education and Training's plan to develop and evaluate generaleducation programs in ethnic minority languages, including Raglai, for implementation in schools. At the workshop, delegates discussed, commented and proposed the compilation of Raglai language programs and textbooks for all levels and classes. Accordingly, the Ministry of Education and Training needs to develop a Raglai language program for teaching in schools and related supporting materials; provide adequate documents, equipment and teaching aids; compile documents suitable to the cultural characteristics of the locality and ethnicity; have supporting documents for parents; have regular training and development programs for appropriate managers and teachers. In addition, the Central Government needs to regulate the staffing levels and suitable job positions specifically for ethnic minority teachers to participate in teaching.
