Social housing - no matter how difficult it is, it must be done

(Baothanhhoa.vn) - The program to build 1 million social housing units by 2030 is considered a pillar of social security, creating a driving force to promote the country's economy. This goal was set by the Prime Minister in Decision No. 338/QD-TTg dated April 3, 2023 approving the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period 2021-2030".

Although the policy has been actively implemented by ministries, sectors and localities, it must be affirmed that this is not an easy journey. Over the past 2 years, although many specific policies have been developed, "bottlenecks" in procedures, land funds and capital sources have slowed down the implementation of social housing projects.

Settling down is the only way to start a career, but the dream of settling down is still far away for many families. Partly because the income threshold to be considered for buying social housing is still high.

On the other hand, the number of social houses is still small compared to the huge demand. Another factor is that transparency in buying social housing is an issue that many people discuss.

At the national conference to review the implementation of social housing development targets for the first 7 months of 2025 and the plan to implement tasks for the remaining months of 2025, Prime Minister Pham Minh Chinh emphasized: Social housing development is one of the key tasks given top priority in the country's socio -economic development, so the set goals will definitely not change.

The head of the Government has proposed "immediate tasks", requiring ministries, branches and localities to focus highly, specifically and closely on each project, and to have the highest political determination to complete the social housing targets assigned by the Government in 2025; adding the assigned social housing development target as one of the targets in the Resolution of the Party Congress for the 2025-2030 term.

In Thanh Hoa province, by early July 2025, 2,197 social housing apartments/13,787 units had been completed according to Plan No. 228/KH-UBND dated September 20, 2023 of the Provincial People's Committee. The whole province has 5 social housing development projects with 1,845 units under implementation; striving to complete 4 more projects with 4,120 units in 2025, exceeding 13.6% of the target of 5,249 units assigned by the Prime Minister. This is positive information, however, facing the negative situation from the scarce construction materials market, barriers in mechanisms and policies that have not been promptly removed, and the fact that some investors still lack financial potential, makes us worried.

Only when social housing projects are implemented by investors with the responsibility of the heart and the urging of humanity, can low-income people soon settle down. Although we know that the target of building social housing is a difficult target to achieve, no matter how difficult it is, it must be done. The target of developing social housing must be included in the socio-economic development targets of ministries, branches and localities. That is the requirement that the Prime Minister emphasized, at the same time requiring that the implementation of social housing in the future must be linked to the evaluation of cadres.

All of that gives us a lot of hope.
