“Should we arrange for people from the West of Hanoi to move to Long Bien to receive resettlement housing? That’s absurd!”, said Secretary of the City Party Committee Dinh Tien Dung, emphasizing that the above situation leads to the consequence of surplus still being surplus, shortage still being shortage and very congested in implementing traffic projects, key projects of the city.
Regarding the responsibility of investors in commercial housing projects, the Secretary of the Hanoi Party Committee proposed adding mandatory sanctions in the law requiring these investors to ensure investment in social infrastructure.
“In reality, there are cases where houses are built and sold, but social infrastructure in the projects is lacking, such as schools and hospitals. Right in the capital, there is a housing project that has been going on for 20 years and has not yet built a school, and people are moving in completely,” Secretary of the City Party Committee Dinh Tien Dung stated, adding that the city requires projects that do not invest in social infrastructure to be reclaimed, and proposes continued investment, possibly from the budget or calling for secondary investors.
Regarding the renovation of old apartments, the Secretary of the Hanoi Party Committee pointed out many shortcomings when the apartments are owned by the people but are regulated to be renovated with public investment, or the people contribute funds to inspect the apartment buildings.
Secretary of the City Party Committee Dinh Tien Dung said: "This place is not necessary and the State should take charge. Now we want to renovate the apartment building, agree with the residents to happily leave, but say we should contribute money for inspection, which is unreasonable."
According to the Secretary of the City Party Committee, such rigid regulations will not be possible to implement. If the people are to be safe, the State must be responsible, and the State must spend the necessary funds.
Also related to the renovation and reconstruction of old apartments, the Secretary of the Hanoi Party Committee said that the renovation of old apartments must be associated with urban reconstruction and regulations on apartment ownership to solve the problem. Instead of renovating each building, the apartments should be renovated in each area. For example, where there are 4-5 old apartment buildings, each with 4-5 floors, when investing in reconstruction, only 1-2 buildings should be built and the floors should be higher, while the lower floors should be used for commercial and service spaces, basements, parking lots, etc. According to the Head of the Hanoi National Assembly Delegation, doing so will ensure a more secure living space for residents and benefit investors.
The Secretary of the Hanoi Party Committee affirmed that when the regulations on apartment buildings have a time limit, the State has the responsibility to protect people's lives, and forcing relocation when the apartment buildings are degraded and dangerous is normal, for the benefit of the people. Or when the deadline has not yet come or is close to the deadline but the apartment buildings are degraded, and people voluntarily agree, the State will also take action.
“Recently, Hanoi has been worried about the risk of fire and earthquakes, and the consequences are unknown. In addition, there are many prefabricated and expanded houses, so there is a lot of pressure,” said Secretary of the City Party Committee Dinh Tien Dung, who suggested recalculating the issue of unlimited apartment ownership.
