Accordingly, the Hanoi Department of Education and Training requires that units must not allow students to use phones in class but not for learning purposes and without the permission of teachers. Before Hanoi, a number of localities across the country have also issued regulations prohibiting students from using phones during class.
The document of the Hanoi Department of Education and Training clearly stated that, through monitoring the reality, reflections from press agencies and public opinion on the use of mobile phones, receiving and broadcasting devices in schools, there are still many problems, affecting the quality and effectiveness of teaching and learning at educational institutions. To rectify and overcome this situation, the Hanoi Department of Education and Training requested the Head of the Department of Education and Training, principals and educational institutions to implement the regulations on the use of mobile phones issued by the Ministry of Education and Training on September 15, 2020.
Specifically, depending on actual conditions, the school board and teachers manage students' phones and recording and broadcasting devices before the first class (managed by class) and return phones and recording and broadcasting devices to students after school and class. In classes that require the use of mobile phones and recording and broadcasting devices and with the consent of teachers, students are allowed to bring mobile phones and recording and broadcasting devices into the classroom for use. It is worth mentioning that before this regulation was issued, for many years, some schools in Hanoi had banned students from using phones in school, during class time. At Thanh Liet Secondary School, Thanh Tri (Hanoi), the absolute ban on students using phones in school was disseminated by the Board of Directors to parents at the beginning of the new school year and this regulation was also agreed upon by parents. And to facilitate students in unexpected situations, when they need to contact their families, the school arranged a number of cell phones in the monitoring room so that children can call their parents when necessary.
At high school level, instead of an absolute ban, many schools prohibit students from using phones during class. At Dinh Tien Hoang High School (Hanoi), in the early morning, each student will put their personal phone in the class's common management box, and the class officer is responsible for supervising this. In addition, there are teachers who regularly check and remind students to strictly follow this rule; to avoid students forgetting or intentionally not putting it away, leading to a loss of concentration during class. Tran Hung Dao High School (Hanoi) also does not allow students to use phones during class. Phone management is carried out by each class preparing a box, and before entering class, students will be reminded to put their phones in silent mode and put their phones in there one by one, to avoid affecting the quality of class time.
According to school leaders, the ban on students using phones during class is mainly to train students' awareness, consciousness, and self-discipline. In case of student violations, the school does not immediately apply rigid measures but flexibly coordinates with families ineducating students to comply with the regulations. In addition, to help students adapt and form a new habit, in parallel with strictly prohibiting students from using phones, the school also calculates to create many playgrounds and diverse activities, according to students' needs to attract them to participate during recess...
In fact, many countries around the world have adopted the regulation banning students from using phones during class based on recommendations from United Nations organizations, including UNESCO. UNESCO's 2023 Global Education Monitoring Report cited the results of a study on education from kindergarten to university in 14 countries, showing that smartphones distract students from studying. Another study also showed that it can take students up to 20 minutes to refocus on what they are studying after being distracted by using this device. Excessive use of mobile phones also negatively affects children's emotional stability.
More significantly, removing smartphones from schools in Belgium, Spain and the UK... has helped improve students' learning outcomes, especially those who have not achieved well. That is also the reason why UNESCO believes that countries should ban students from using phones at school to reduce disruptions, improve the quality of learning and protect children from cyberbullying.
