From the 13th National Party Congress to the National Cultural Conference in 2021, on the occasion of the 78th anniversary of the Cultural Sector's Traditional Day (August 28, 1945 - August 28, 2023), the entire Culture, Sports and Tourism Sector has received a new vitality, a driving force for comprehensive development, with many highlights and turning points to gradually realize the Party's consistent viewpoint: Culture is the spiritual foundation of society; Culture must be placed on par with economics, politics and society.
It can be said that culture has never been as concerned as it is today. Culture has never had as many achievements as it does today. The entire sector has received close attention and strong direction from the leaders of the Party, State, National Assembly , and Government; especially the directions of General Secretary Nguyen Phu Trong, a great cultural figure, an exemplary model of cultural practice, a leader devoted to the development of an advanced Vietnamese culture imbued with national identity.
At the beginning of the poem On the Other Side of the Duong River, poet Hoang Cam wrote:
"On the other side of the Duong River,
My homeland has fragrant sticky rice.
Dong Ho painting of chicken and pig with fresh and clear lines
National colors shine brightly on the paper..."
Going with the flow of time takes us to the other side of the Duong River, formerly the land of Tu Son, Bac Ninh, now Lai Da village, Dong Hoi commune, Dong Anh district, Hanoi city, a land of talented people, patriotism, rich in revolutionary traditions with quan ho melodies full of humanity. This is where General Secretary Nguyen Phu Trong was born and raised. The cultural tradition of his homeland is associated with passionate folk songs, imbued with love for the land and humanity through his mother's lullabies and his father's caring teachings, like pure cool streams of water that nurtured and shaped the soul and cultural personality of General Secretary Nguyen Phu Trong right from his childhood. It can be said that throughout his life and revolutionary career, from when he was a student at the Faculty of Literature, Hanoi National University until later becoming the highest leader of the Party and State, General Secretary Nguyen Phu Trong has always paid special attention and devoted much enthusiasm to the cause of building and developing the national culture. The General Secretary has written many articles and speeches that are highly general, summarizing theory and practice, affirming the position and great role of culture in the cause of building and defending the Fatherland. In most of his speeches at important conferences of the Party and State, the General Secretary has devoted space and time to discussing and explaining culture and the aspiration to revive and develop the national culture in the context of many conflicts between tradition and modernity, between the old and the new, between integration and promoting and preserving the core, noble humanistic values of the nation.
As a great cultural figure, a shining example of revolutionary morality, the General Secretary always leaves a deep impression of the character and character of a person - a noble cultural personality. These things are expressed not in a grandiose manner but simply, elegantly, and humbly, in every word, every gesture of cultural practice, in ethics and lifestyle, setting an example every day. As one of the leaders who has strived, studied and devoted his whole life to the Party, the country and the People according to the ideology, morality and style of President Ho Chi Minh, General Secretary Nguyen Phu Trong has always deeply imbued with the tasks and missions that the Party and Uncle Ho have determined: "Culture must light the way for the nation to go".
The General Secretary is a leader who has left a special mark in the history of Vietnam in the first years of the 21st century in most fields, including the cultural field. With his intellectual height and love for literature and art, he has created a very unique style, imbued with the Northern scholar style associated with the cultural style of Trang An, the culture of Thang Long, Dong Do, and Hanoi, a thousand years of civilization and heroism. The General Secretary has always been a pioneer and creatively applied the theory of cultural construction in a broad sense and the practice of culture in a narrow sense in a very natural way, with a kind, simple, noble heart, always striving for the eternal development of the nation and the happiness of the people. The General Secretary once advised: " Human happiness is not only in having a lot of money, a lot of property, delicious food, beautiful clothes, but also in the richness of the soul, living in love and compassion, reason and justice ".
The statement that the General Secretary repeatedly emphasized at the 2021 National Cultural Conference: "Culture is the soul of the nation, expressing the identity of the nation. As long as culture exists, the nation exists..." is an important guideline, guiding the development of national culture. That viewpoint has also added motivation for the team of cultural officials in the country to always strive, constantly move forward, with the determination and aspiration to revive and successfully build an advanced Vietnamese culture, imbued with national identity.
Having devoted his whole life to the country and the people, the General Secretary has always been concerned about the development of national culture, facing countless challenges in the context of global international integration. Realizing the fundamental principle that "If culture exists, the nation exists", we see that when we "lose" traditional cultural values, lose our identity, we will become a "faint copy" of another national culture.
General Secretary Nguyen Phu Trong is a leader who has made many important contributions to the process of developing the Party's theoretical thinking on building Vietnamese culture, especially since our Party carried out the national renovation. As the person who directly participated in drafting and directing the drafting of Party documents, from the 6th Congress to the 13th Congress documents and preparing documents for the 14th Party Congress, the General Secretary, together with the Politburo, the Secretariat and the Central Executive Committee, and the Party's theoretical research agencies, inherited and absorbed Marxism-Leninism and Ho Chi Minh's thought on building and developing Vietnamese culture to a new height: "Advanced, imbued with national identity".
The General Secretary's articles at the National Cultural Conference implementing the Resolution of the 13th National Congress of the Party; the Central Executive Committee Conference, the National Conference on Ideological and Cultural Work, the National Propaganda Conference... all demonstrate the consistent thinking of the head of our Party on the task of building and developing Vietnamese culture in the context of increasingly deep international integration. The General Secretary's articles and speeches in many positions and periods all show a profound vision and thinking about the special position and role of culture. After the Resolution of the 5th Central Conference, Session VIII, on culture was issued in 1988, until the General Secretary's directive speech at the National Cultural Conference in November 2021, the General Secretary always emphasized: "Advanced culture, imbued with national identity, includes within it the dialectical relationships between tradition and modernity; inheritance and development; national and international; on the basis of Marxism-Leninism and Ho Chi Minh thought".
At the 2021 National Cultural Conference, implementing the Resolution of the 13th National Party Congress, General Secretary Nguyen Phu Trong requested to urgently build a system of national values, a system of cultural values, a system of family values and standards for Vietnamese people in the new era. Building value systems is the way for us to firmly consolidate the ideological battlefield, revive culture, and make an important contribution to building soft power and endogenous power for sustainable national development.
The views crystallized from the intellectual stature of the General Secretary and our Party in the recent period have gradually turned culture into a "soft power", a foundation for national development, culture must be placed on par with economics, politics and society. Thereby, it has strongly urged the entire culture, sports and tourism sector to not be afraid of difficulties and challenges to shoulder and fulfill the mission of building and developing an advanced Vietnamese culture imbued with national identity.
75 years after the first National Cultural Conference in 1946, in November 2021, the country's cultural sector was excited and had high expectations when General Secretary Nguyen Phu Trong directly directed and chaired the 2nd National Cultural Conference. In his speech at the Conference, the General Secretary emphasized: "Since its establishment, our Party has always attached great importance to the role of culture and paid great attention to the work of cultural construction in the cause of national liberation and national construction. The Party's awareness of culture is increasingly comprehensive, complete and profound. Our Party identifies: Culture is the spiritual foundation of society, both a goal and an endogenous strength, an important driving force for national development; identifying the development of culture in a synchronous and harmonious manner with economic growth and social progress as a fundamental orientation of the process of building socialism in Vietnam, demonstrating the superiority of our regime".
In his passionate speeches on culture at the 2021 National Cultural Conference, the General Secretary directed the entire cultural sector to focus on implementing 6 key tasks and 4 main groups of solutions to build and develop Vietnamese culture in the new period. He highly appreciated the role, responsibility and outstanding contributions of localities, agencies, units; cadres, party members and people of all walks of life in preserving, building and developing Vietnamese culture and people; The General Secretary also always directed to promptly criticize signs of degradation in ideology, politics, ethics, lifestyle, contrary to the fine traditions and customs of the nation.
The General Secretary's notes, statements and directions on culture and towards culture in recent years have become important orientations in the development of the entire sector. In August 2023, on the occasion of the 78th anniversary of the founding of the cultural sector (August 28, 1945 - August 28, 2023), the General Secretary sent a letter to the sector with special feelings. The letter was not long but fully expressed concern, praise, encouragement, motivation and encouragement; at the same time, it reminded those who work in culture and practice culture to live beautifully, not to be satisfied or content with initial achievements, but also not to be discouraged or discouraged by difficulties and challenges.
It can be said that the words of encouragement, trust and expectation of General Secretary Nguyen Phu Trong in the congratulatory letter to the industry have become a source of strength, invaluable encouragement for each individual to strive harder.
Not only at cultural conferences, but also in his speeches at most other conferences and forums, General Secretary Nguyen Phu Trong devoted time to talking about the important role and position of culture in the cause of national construction and defense. The General Secretary directed and requested that Party committees at all levels, the government and the entire political system, each cadre, Party member, civil servant, and public employee... must imbue and concretize the Party's viewpoints into a synchronous, coherent, and unified institutional system; create a new space of vitality for cultural development; increase investment in resources for cultural development, because investment in culture is investment in the future.
In particular, in the last days of his life, the General Secretary agreed to publish the book: "Building and developing an advanced Vietnamese culture imbued with national identity". The book is over 900 pages thick, consisting of three parts with 92 important articles, speeches, talks, and precious documentary images of General Secretary Nguyen Phu Trong on building and developing Vietnamese culture. The work of thinking, vision, and dedication to the cause of building and developing Vietnamese culture and people. It can be said that the book is a "Manifesto", a "Guideline" guiding the path of movement and development of an advanced Vietnamese culture imbued with national identity.
For the cultural sector officials, accessing the General Secretary's book is like accessing an invaluable "Handbook" . Going beyond the framework of basic arguments, it is also the issues that the General Secretary is sending in the book, through which each cultural official is able to deeply enhance their awareness of the Party's policies and guidelines on culture; imbued with theoretical issues from the practical summary that the General Secretary sent in the last publication of his life.
Imbued with the guiding viewpoints of the Party and General Secretary Nguyen Phu Trong, in recent times, especially after the National Cultural Conference, the Culture, Sports and Tourism Sector in general and the Ministry of Culture, Sports and Tourism in particular have implemented synchronous solutions with the motto: "Decisive action, aspiration to contribute". The whole sector has persistently and synchronously implemented the innovation of thinking from "doing culture to State management of culture"; managing culture through legal tools and by law. Accordingly, a system of legal documents has been newly built or amended and supplemented, associated with a more synchronous policy system, creating more development rather than simply being an administrative management tool.
In particular, the implemented policies have been more closely aligned with the breath of life, decentralizing deeply to localities to develop culture and practice culture. The highlight of the institutional consultation is that the Ministry of Culture, Sports and Tourism has presided over and coordinated with ministries, branches, localities and relevant agencies to report to the Government and the Prime Minister to submit to the National Assembly for the first comments on the "National Target Program on Cultural Development for the period 2025 - 2035" at the 7th Session and will be approved by the National Assembly at the 8th Session, October 2024. Investment in resources for culture on a national level is always higher the following year than the previous year. The cultural environment is constantly cared for and built, considering this as the root of the problem, from which many typical models have emerged in cultural practice associated with each industry, each field, each locality, deeply penetrating each village and hamlet. The national cultural tradition is crystallized and sustainably developed, permeating deeper into all classes of people. The practice of a cultural lifestyle associated with practicing morality according to the ideology and style of President Ho Chi Minh has gradually become a habit like brushing teeth and washing face every day for many people.
Cultural events are increasingly organized on a larger scale and with improved quality; cultural diplomacy is given special attention; Vietnamese culture has never been so deeply present in international events, multilateral and bilateral diplomacy as in recent years. Vietnamese sports continue to develop comprehensively, despite many difficulties, but the country's sports have achieved many important achievements in international, continental and regional arenas; typically, the team ranked first twice in a row at the Southeast Asian Games. Sports for all continue to be valued, contributing to "strong people, prosperous country" and supporting the development of high-performance sports. Tourism continues to be a bright spot in the overall picture of the country's economy after the Covid-19 pandemic; In 2022, 2023 and the first 6 months of 2024, tourism has achieved many important indicators according to international standards, tourism products are increasingly diverse, the number of international visitors to Vietnam is increasing, the length of stay and spending is increasing, the image of the country and people of Vietnam through culture and tourism is increasingly affirmed and spread in the international arena.
Acknowledging the achievements of the Cultural Sector, at the 13th Party Central Committee's mid-term conference, General Secretary Nguyen Phu Trong affirmed: "In the midst of difficulties, the cultural and social sectors continue to receive attention, care, investment and development, achieving many important and clear results."
As an exemplary role model and with his close attention and guidance, the General Secretary left special feelings for the Culture, Sports and Tourism Sector and each cadre, civil servant, employee and worker. The General Secretary has returned to the world of the wise, to the beloved President Ho Chi Minh and the ancestors of the nation, but the great and especially outstanding contributions of the General Secretary to the cause of building and defending the Fatherland in general and the cultural sector in particular will last forever. Turning grief into action, the entire sector unites together, from top to bottom, to overcome all difficulties, overcome challenges, accumulate more and more new energy, new vitality to create pure cool streams, contributing to fostering the nation's endogenous strength to develop more and more strongly as the General Secretary repeatedly instructed and expected during his lifetime.
