According to a VNA correspondent in Tokyo, the latest move comes as the World Health Organization (WHO) on May 5 declared COVID-19 no longer a public health emergency of international concern (PHEIC).
Japan first issued a travel advisory for China in January 2020, setting it at Level 1, the lowest on a four-level scale. However, in March of that year, the Ministry of Foreign Affairs expanded the travel advisory to cover the entire world. At one point, Japan issued a Level 3 travel advisory for 159 countries and territories, warning people to avoid traveling to those locations. Since October 2022, the government has lowered the travel advisory to Level 1 for the entire world, asking citizens to "exercise caution" when traveling abroad.

Earlier on the same day, Japan also officially lowered the legal level of COVID-19 warnings to the same level as seasonal flu and relaxed intensive medical regulations. This is a major change in Japan's approach after 3 years of dealing with COVID-19.
In Japan, infectious diseases are classified into five groups, with the most dangerous infectious diseases being classified in group 1, such as plague and Ebola. The level of danger decreases as the disease progresses, with tuberculosis in group 2, cholera in group 3, yellow fever in group 4, and seasonal influenza in group 5.
