On November 10, the National Committee for Vietnamese Youth coordinated with the Ministry of Foreign Affairs , the Ministry of Planning and Investment, the Ministry of Science and Technology, and the Central Committee of the Ho Chi Minh Communist Youth Union to organize an international forum on “Policies to promote innovation for youth”. The forum had a direct connection point in Hanoi, connecting with connections in 14 countries and 63 provinces and cities.

The representative of the Ministry of Science and Technology said that Vietnam's startup ecosystem has made many encouraging steps forward. Currently, 39 provinces and cities have issued resolutions of the People's Council stipulating financial mechanisms to support innovative startups; many localities have issued programs to support youth startups in the period of 2022-2030 such as: Da Nang, Binh Duong , Hung Yen, Bac Ninh. The whole country has developed 3 national startup support centers in Hanoi, Ho Chi Minh City, Da Nang and many other centers in ministries, branches, localities, and universities. Nearly 3,800 startup projects operating nationwide have received 634 million USD in investment capital. Hanoi and Ho Chi Minh City are in the top 200 global startup ecosystems.
Director of the Department of Science and Technology of Ho Chi Minh City Nguyen Viet Dung said that Ho Chi Minh City will put into operation the Center for Innovative Startups and an online connection platform, with the goal of being a place to gather and connect domestic and foreign resources; forming a network of innovative startup centers in Ho Chi Minh City; spreading the State's support policies, providing services on innovative startups.
At the same time, Ho Chi Minh City will implement specific policies approved by the National Assembly under Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, including a group of policies exempting personal income tax and corporate income tax for key components in the ecosystem (startup support organizations, individuals with innovation activities)...
At the forum, comrade Bui Quang Huy, Alternate Member of the Party Central Committee, First Secretary of the Central Youth Union, said that starting from 2023, the National Committee on Vietnamese Youth will compile an annual report on youth startups.
Therefore, the experiences of localities, domestic and international organizations on the startup situation are very necessary, as a basis for the Central Youth Union to effectively implement the Youth Startup Support Project approved by the Prime Minister of Vietnam for the period 2023-2030.
