Many practical policies to improve people's lives.

Alongside the task of economic development, over the years, Quang Ninh province has always attached great importance to social security and welfare, regularly issuing practical policies to better care for the health, living conditions, education, and employment of its people.

Over the years, in addition to a series of policies aimed at ethnic minorities, mountainous and island communities, and policies for vulnerable groups and families of those who have rendered meritorious services to the revolution, the province has issued policies that are appropriate to the characteristics of each region and the practical realities of each period. Among these, the province has continuously implemented policies to support education , ensuring learning opportunities for all students in all regions of the province. A recent example is the Provincial People's Council's Resolution No. 86/2025/NQ-HĐND, issued on November 14, 2025, on the policy of supporting milk provision at schools for preschool and primary school students during the 2025-2030 period. Accordingly, from March 20, 2026, 100% of preschool and primary schools in the province, regardless of whether they are public or private, have implemented this resolution.

All preschool and primary school children attending educational institutions in the province are eligible for this policy, based on the consent of parents or guardians. The support level is 110ml/child for nursery children; 180ml/child for kindergarten and primary school students. The number of support days per year is based on the number of days of in-person schooling, but not exceeding 175 days/school year. The cost of purchasing milk is 100% funded by the provincial budget.

The policy will be implemented until December 31, 2030, with a total estimated resource of approximately 1,725 ​​billion VND; on average, over 200,000 children and students will benefit each year. In 2026 alone, the province will allocate nearly 321 billion VND to localities to implement the program.

The school milk program goes beyond simply improving children's nutrition; it also spreads a profound humanitarian message: "Every child has the right to comprehensive care, development, and the nurturing of their dreams." The program has received widespread support and joy from the local community. Ms. Choong Thi Hoa (Hoanh Mo commune), whose child attends Hoanh Mo Kindergarten, happily stated: "Every day, my child receives a box of milk from the school to drink at school. Not only does it supplement their nutrition, but it also encourages them to be happier and more enthusiastic about going to school each day. I am very pleased and grateful for the province's truly meaningful policies."

In addition, there is Resolution No. 93/2025/NQ-HĐND (dated December 16, 2025) of the Provincial People's Council stipulating a number of support policies for preschool, general education, and continuing education institutions in Quang Ninh province from the 2025-2026 school year to the 2030-2031 school year. The Resolution includes many support policies, including the provision of free textbooks for all general education students and continuing education students at the high school level in the province, starting from the 2026-2027 school year. Each student will receive a set of textbooks according to the curriculum of the Ministry of Education and Training for use throughout the school year. This program is considered practical and significantly reduces initial school year costs for families, especially those facing economic difficulties.

Along with the major policies mentioned above, Resolution No. 93/2025/NQ-HĐND also stipulates the level of support for lunch expenses for preschool and primary school students belonging to various target groups such as poor and near-poor households, children in ethnic minority areas, mountainous and island regions, and children with special circumstances; it also stipulates the level of support for meals, accommodation, and transportation for students in areas with difficult transportation conditions… The Resolution also pays attention to educational institutions, with support for the costs of organizing lunch, teaching two sessions/day, electricity and water costs, and staffing costs… This helps schools have more resources to improve the quality of care and education for students.

In line with the above policy, immediately following the issuance of Directive 17/CT-TTg by the Prime Minister (dated May 6, 2026) on organizing free periodic health check-ups or screenings for the people, on May 7, the Provincial People's Committee issued a document to implement free periodic health check-ups and screenings for the people.

Following the province's directives, the Quang Ninh Health Department has proactively developed plans and coordinated between hospitals and 54 health stations to ensure effective and professional health check-ups. Currently, local authorities and health stations in communes, wards, and special zones are working closely with residential groups and neighborhoods to review the entire population, especially the elderly, young children, and those with chronic diseases, in preparation for the 2026 nationwide health check-up program. The province aims to have over 1.4 million people examined by the end of 2026, with their health records created and updated in electronic health books. To date, over 97.4% of the province's population has health records, with information continuously being cleaned and updated.

Along with the above policies, the province continues to allocate resources to invest in healthcare infrastructure, including the development of specialized healthcare, focusing resources on provincial-level hospitals. The provincial health sector is developing and proposing a plan for the development of specialized healthcare at healthcare facilities in the province. Many centers are planned to be established, such as: a Cardiovascular Center, Spinal Neurosurgery Center, Diagnostic Imaging and Interventional Radiology Center (Provincial General Hospital); an Oncology Center, Training and International Cooperation Center, Quality Management and Social Work Center, Trauma and Orthopedics Center, Urology - Andrology - Pelvic Floor Center (Bai Chay Hospital); a Center for Prenatal Diagnosis, Reproductive Support and Genetics Center (Quang Ninh Obstetrics and Pediatrics Hospital)... all aiming to provide better healthcare for the people.

Mr. Nguyen Van Thuan (Ha Long ward) said: "Previously, when people were sick, many prioritized going to higher-level hospitals for examination. But in recent years, hospitals in the province have invested in many modern machines, and the team of doctors is increasingly skilled. Many serious illnesses or complex cases are successfully treated at the provincial hospital. People feel more secure and confident in the healthcare services provided to the local population."
