Creating a legal framework
According to the Ben Tre Department of Natural Resources and Environment, in recent times, the management of land use planning and plans in the province has been a focus of the Department of Natural Resources and Environment and other relevant agencies and levels of government. This has improved the efficiency of exploiting and utilizing land resources, creating a legal framework for the development and implementation of land use plans.
To date, the People's Committees of the districts and cities (Ben Tre province) have prepared land use plans for the period 2021-2030, which have been appraised and approved by the Ben Tre Provincial People's Committee. Simultaneously, the Ben Tre Provincial Planning for the period 2021-2030, with a vision to 2050, has been approved by the Appraisal Council and is currently being finalized for approval by the Ben Tre Provincial People's Council and submission to the Prime Minister for approval.
Regarding the 5-year land use plan (2025-2030) for Ben Tre province, it is now basically complete. Although the Ben Tre provincial planning and the provincial-level land use plan have not yet been approved, the district-level land use plans for the period 2021-2030 and the 2023 district-level land use plans have been prepared, appraised, and approved in a timely manner, serving as a basis for land allocation, land leasing, and permission for land use conversion.

Since then, land has become a crucial resource in the socio-economic development of the locality; in particular, land use planning and management have contributed to job creation and the resolution of social welfare issues; it serves as the basis for implementing land policies and laws, increasing income, and improving the lives of local people.

According to the leaders of the Ben Tre Department of Natural Resources and Environment, in recent times, the work of changing land use purposes in the locality has seen positive changes and is gradually becoming more orderly; organizations, households, and individuals have become more aware of complying with land laws in changing land use purposes in accordance with land use planning and plans, and obtaining permission from competent authorities or registering land use changes.
However, some organizations, households, and individuals still arbitrarily change the land use purpose without adhering to the land use plan and without obtaining permission from the competent authorities. According to the results of the land inventory, the current area of non-agricultural land differs from the cadastral records by approximately 1,200 hectares, including 1,722 production and business establishments that violate land regulations, mainly by using land for purposes other than those permitted.
Therefore, to strengthen the work of subdividing agricultural land and changing land use purposes, the Department of Natural Resources and Environment advised the Ben Tre Provincial People's Committee to issue a document on strengthening land management in the province. The issuance of these documents has contributed to limiting the illegal conversion of land use to residential land by individuals and businesses; at the same time, local authorities have enhanced their responsibility in managing land according to the land use plan and scheme.
In the coming period, to continue to strictly control the conversion of land use purposes in the province, Ben Tre province will strengthen the dissemination and education of land law, especially regarding compliance with regulations on land use conversion, so that organizations and individuals are aware of and comply with the law.
In addition, Ben Tre province continues to strengthen inspection and supervision of the implementation of land use planning and land use conversion; resolutely handle violations of land laws in accordance with regulations; and at the same time, improve the quality of land use planning to suit the socio-economic development of the locality and the needs of the people in Ben Tre province.
