What is the solution to increase wages for workers?
At the question and answer session, Deputy Tran Thi Thu Hang ( Dak Nong delegation) said that the issue of wages is of particular concern to workers. "Can the Minister please tell us about the solutions to implement a comprehensive and synchronous reform of wage policy according to Resolution 27?" - the Deputy asked.
Responding to this content, Minister of Home Affairs Pham Thi Thanh Tra said that Resolution 27 proposed a number of solutions for salary reform. Firstly, building a salary system based on job positions, titles, and leadership positions. Secondly, regulating the lowest salary in the public sector to be equal to the lowest salary in the business sector. Thirdly, expanding the salary relationship. Fourthly, restructuring between the basic salary of 70%, the allowance of 30%, and adding another 10% for agencies and units to directly reward...
The current salary regime for school officials and staff is very low, not meeting the regional minimum wage as prescribed.
As for Deputy Pham Thi Kieu (Dak Nong delegation), she was specifically concerned about the construction of job positions, one of the important solutions for salary reform. "Up to now, the construction of job positions has not been completed" - Ms. Kieu said and asked the minister to provide solutions to complete this task in the coming time.
In response, Minister Tra said that the list of job positions has been completed so far. There are 866 positions for administrative agencies and organizations, 615 positions for public service units and 17 positions for commune-level officials and civil servants. "In particular, to date, a total of 232 leadership positions and positions have been established from the central to commune level," Ms. Tra informed.
According to the Minister of Home Affairs, up to now, basically, ministries, branches and localities have implemented the construction of job positions in the state administrative apparatus. Particularly for agencies belonging to the Party, Fatherland Front and political organizations, the Ministry of Home Affairs is proposing to speed up the progress. For the National Assembly agencies, the National Assembly Working Committee is currently implementing the construction of job positions to implement salary payment according to job positions to meet the salary reform progress from July 1, 2024.
"We request that ministries, branches and localities urgently implement this," Ms. Tra emphasized, adding that the Ministry of Home Affairs will report to competent authorities to direct relevant agencies to speed up progress and promptly reform wages according to the set roadmap.
Teachers' salaries will be at the highest level.
During the question-and-answer session, many National Assembly deputies were particularly concerned about the issue of salary reform for teachers and education workers. According to Deputy Nguyen Thi Tuyet Nga (Quang Binh delegation), this is an issue that has been mentioned many times in the question-and-answer sessions of the National Assembly from the XIV and XV terms until now. The supervision of the Committee on Culture and Education also showed that teachers' salaries are very low, especially for preschool teachers while the work pressure is very high.
According to Ms. Nga, at the dialogue between the Minister of Education and Training and 1 million teachers, there were 6,000 questions sent to the Minister related to this issue. Resolution 29 of the Party on fundamental and comprehensive innovation of education and training also requires that teachers' salaries be given the highest priority in the administrative career salary scale system.
"I would like to ask the Minister of Home Affairs to let me know whether this policy will be specified in the 2024 salary reform or not?" - Delegate questioned.
In response, Ms. Tra admitted that teachers' income has improved but is still low compared to the specific nature of teachers. When reforming salaries, the Ministry of Home Affairs will base on Resolution 27, especially thoroughly implementing the spirit of Resolution 29/2013 of the Central Committee. Accordingly, teachers' salaries are prioritized to be placed in the highest salary scale in the administrative career system.
"The Ministry of Home Affairs will coordinate with the Ministry of Education and Training to review the salary regime, especially the new salary and allowances, and plan the highest preferential allowances for teachers to submit to competent authorities for consideration and decision," Ms. Tra affirmed.

Delegate Tran Kim Yen (HCMC delegation) suggested that streamlining the staff and rearranging the apparatus in the education sector should not be done in a "leveling, mechanical" way because it could put great pressure on the teaching staff.
Regarding this, according to Ms. Tra, to thoroughly resolve the issue, it is necessary to improve the institutions, first of all, amend the Education Law and possibly issue the Teachers Law, related decrees and circulars... to create conditions to ensure the lives of teachers, ensure the quantity and quality of the activities of educational institutions.
Ms. Tra also suggested that the Ministry of Finance continue to review mechanisms to promote autonomy in the education sector, thereby reducing the number of officials receiving salaries from the state budget. Localities must continue to review and arrange the scale of schools and classes to reduce the number of focal points.
Regarding the question of Deputy Trinh Minh Binh (Vinh Long delegation) about salaries for education sector staff, the Minister of Home Affairs admitted that the current salary regime for civil servants and school staff is "very low, not ensuring the minimum regional salary as prescribed". Recently, the Ministry of Home Affairs also requested localities to conduct a general review of school staff to have a plan to review and arrange the list of job positions in preparation for reforming the salary policy for this group.
According to Ms. Tra, school staff are civil servants who do not receive the 25% public service allowance, so if their salaries are reclassified to the new salary policy, they will be at a disadvantage. Meanwhile, many units, localities, ministries and branches have not yet provided them with instructions on taking exams to promote their professional titles.
“There are accountants who have been working for 10 years, they are civil servants but have not been promoted. We will review and consider promoting civil servants in schools to ensure that when salary reform is implemented, there will be conditions for better salary arrangements for them,” said Ms. Tra.
33 districts, 1,327 communes must be arranged before October 2024
On the afternoon of November 7, at the question-and-answer session, Deputy Nguyen Minh Tam (Quang Binh delegation) raised Resolution 117/2023 of the Government requiring the arrangement of administrative units at district and commune levels for the 2023-2025 period with a very urgent time, less than a year to prepare for the grassroots congress in 2025.
Responding, Minister of Home Affairs Pham Thi Thanh Tra informed that after the general review, the whole country has 58 provinces that need to review and rearrange 33 districts and 1,327 communes. According to her, this is a very large number, so it is necessary to ensure the arrangement and finish by October 2024 to organize the grassroots congress. Regarding the solution, the Minister of Home Affairs stated that first of all, we still focus highly on propagating and unifying awareness, creating consensus in society, especially in the areas to be rearranged.
According to Ms. Tra, the Ministry of Home Affairs has so far received the arrangement plans of 48/58 provinces and cities. The Minister hopes that the remaining localities will send the plans to ministries and branches for comments, then promptly implement them.

The remote medical examination and treatment project for the period 2020-2025 and the plan to promote the development and use of digital medical platforms to implement digital transformation by 2025 have been approved.
“In recent times, the Ministry of Health has actively deployed and applied the pilot program.
