Focus on innovation in recruitment, training and development
In implementing the work of managing cadres, civil servants and public employees (CBCCVC), in 2024, the City People's Committee has directed agencies and units to continue reviewing the list of job positions (VTVL); reviewing the overall plan for using civil servant and public employee payrolls, current payroll status; registering recruitment quotas and reception quotas to organize recruitment and supplement the missing human resources according to regulations.
As a result, the City has completed the approval of the VTVL Project for administrative agencies, organizations, and public service units (PSUs) under the City People's Committee. The City People's Committee authorized the Department of Home Affairs to approve the VTVL project for administrative agencies and public service units that are not yet autonomous or to provide written opinions for autonomous public service units to approve according to their authority (including 24 departments and agencies equivalent to departments; 30 districts, towns, and cities; 22 public service units under the City People's Committee).
In the past 9 months, 129 department-level and equivalent leadership positions were registered for the exam, from which 129 leadership positions (1 head of the Department of Natural Resources and Environment, 1 director of the Soc Son Temple Tourism and Relic Management Center, 2 deputy captains of the Construction Management Team, 1 deputy head of the Department of Planning and Finance, 39 principals, 85 vice principals) were appointed through the exam.
Notably, along with the appointment of 22,769 teachers from grade 3 to grade 2 in 2023, the City has completed the organization of the civil service recruitment exam with 215 recruitment targets (of which 11 recruitment targets are according to Decree 140/2017/ND-CP on policies to attract and create a source of cadres from excellent graduates and young scientists ; 204 recruitment targets). The new feature in the civil service recruitment exam this year is that it is organized in 2 rounds: round 1 tests general knowledge and capacity (general knowledge and foreign language); round 2 is an interview test on knowledge of the Party's policies and guidelines, legal policies on the recruitment sector and field, and public service performance skills according to VTVL requirements.
In addition, the city focuses on gradually innovating from the form to the content of training, fostering and improving the professional qualifications and behavioral skills of the staff, civil servants and employees. In particular, the target and requirement are set to ensure that 100% of civil servants and civil servants from the city down to the commune level are trained and fostered in digital skills, communication skills on cyberspace, through online feedback and recommendations channels, telephone, email; 30% of civil servants and civil servants are trained and fostered in data analysis and processing skills.
Implementing the plan to organize domestic and foreign training courses according to specialized topics assigned by the City Party Committee and People's Committee to the Department of Home Affairs, since the beginning of the year, the City has organized 14 domestic training courses for 666 students and 3 training courses abroad for 66 students on the following contents: experience in state management and organization of implementation of planning, management, investment in construction and development of green, smart, modern urban areas; management, construction, development of high-quality human resources, building a modern professional civil service; digital transformation, application of IT in state management by sector and field...
To increase the effectiveness of public service activities, the Party Committee of the City People's Committee has issued Action Program No. 16-CTr/BCSĐ on the direction and operation of the City in 2024, requiring agencies and units under the City to effectively implement the 2024 work theme in the spirit of 3 "clear": clear process of settlement, progress, quality, and efficiency of work; clear authority and responsibility; clear results of inspection, urging, and handling of leaders in the performance of public duties.
Implementing the rotation, transfer, secondment, and transfer of positions of cadres of departments, branches, and offices of the City and districts, towns, and Party committees directly under the City Party Committee for the period 2024-2025 according to Plan 88-KH/TU dated November 6, 2023 of the Standing Committee of the City Party Committee, by August 2024, the City has 81 department heads and 245 deputy department heads with a tenure of 8 years or more. Since the issuance of this plan, the City has rotated and transferred 300 comrades, including 97 department heads and equivalent, 203 deputy department heads and equivalent.
The City continues to periodically summarize and publicize the results of the implementation of tasks assigned by the Central Government and the City on a monthly basis; conduct monthly assessments and publicize the level of task completion for civil servants, public employees, and contract workers in agencies and units under the City.
Tighten discipline through increased public service inspections
Along with innovations in recruitment, training and fostering of civil servants and public employees, to improve the effectiveness of public service activities, this year, Hanoi City focuses on strengthening public service inspection and examination work in conjunction with the implementation of Directive 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on strengthening discipline, discipline and responsibility for handling work in the political system of Hanoi City, thereby considering and strictly handling collectives and individuals who commit violations.
By the end of August 2024, the City had conducted specialized internal affairs inspections of 4 units (on the implementation of legal regulations in the management and use of commune-level civil servants at the People's Committees of Thach That, Me Linh, and Dong Anh districts; on the responsibility of performing public duties of civil servants under the management authority of the Department of Home Affairs in handling administrative procedures and providing public administrative services to people and businesses at 4 departments under the Department).
The city also organized specialized and thematic inspections in the field of internal affairs for 19 units (1 unit on implementing policies and laws on beliefs and religions; 4 units on document and archive work; 12 units on organizational structure and payroll management; 2 units on emulation and rewards).
At the same time, organize surprise and pre-announced public service inspections, including: 5 surprise public service inspections at 5 People's Committees of communes and wards (Sai Dong, Thuong Thanh (Long Bien district), Phung Chau (Chuong My district), Co Nhue 2, Lien Mac (Bac Tu Liem district); 1 at the People's Committee of Nam Tu Liem district on handling and overcoming after the inspection related to land use of the Vietnam Cooperative Alliance in Me Tri ward; 5 at the Department of Planning and Investment and 4 related units (Department of Natural Resources and Environment, Department of Finance, People's Committee of Tay Ho district, People's Committee of Bac Tu Liem district) under the direction of the Party Committee of the City People's Committee on inspection and public service inspection of consulting and giving opinions on the appraisal of the dossier requesting adjustment of the Nam Thang Long Urban Area investment project and some contents related to the functions, tasks, organization, staff arrangement and leadership, direction, management and operation of the Department of Planning and Investment.
Through inspection, the City has requested relevant departments, branches and localities to tighten discipline and improve public ethics of civil servants and employees in accordance with the spirit of Directive 24-CT/TU. In particular, leaders and managers, especially heads, must be truly exemplary in terms of responsibility, professionalism, dedication to serving the people, saying what they do; closely linking the level of task completion of each agency and unit with the responsibility of the head; resolutely handle civil servants and employees according to the level of violation (if any), promptly replace and transfer when they do not meet the requirements of the task.
Typically in Long Bien district, Head of the District Internal Affairs Department Nguyen Thi Thu Hang said that this year, the district continued to strengthen the work of administrative reform inspection and public service inspection, creating positive changes in the performance of professional tasks of civil servants, public employees, and employees of the district's departments, offices, units, and ward People's Committees. Specifically, the leaders of the District People's Committee inspected the administrative reform work for 14/14 wards, focusing on the contents of directing the implementation of the annual administrative reform work plan, the tasks assigned by the district, the reform of administrative procedures, the development of internal procedures, and the application of the ISO quality management system in the reception and settlement of administrative procedures at the units...
Inspection shows that, implementing Directive 24-CT/TU, 100% of district officials strictly followed administrative discipline, regulations on working hours; built and controlled weekly work schedules, programs and work plans of the district, units, tasks assigned by the city and district; promptly received and resolved administrative procedures for citizens and organizations.
In particular, civil servants and public employees carry out their work tasks without interruption or delay; civil servants of the "one-stop" Departments directly receive and process citizens' files quickly and promptly, meeting the requirements of people and businesses; promoting the role and responsibility of leaders in performing assigned tasks. From the district to the wards, they also strictly control the reception and processing of administrative files for citizens and organizations, avoiding delays and shirking of responsibility...
Through the inspection, some existing problems were also discovered. The District People's Committee requested the units to immediately fix them and report the results of the fixes, and put them into practice for the evaluation and classification of civil servants within the month.
