On July 3, information from the Vietnam Register showed that in the first 6 months of 2025, nationwide, more than 333,000 vehicles (accounting for 13.8%) did not meet technical safety (ATKT) and environmental protection (BVMT) standards and had to be maintained, repaired, and adjusted for re-inspection.

According to the Department of Vehicle Registration, in 6 months, motor vehicle registration facilities nationwide have inspected more than 2.4 million vehicles, of which nearly 2.1 million vehicles met safety and environmental standards. More than 333,000 vehicles (accounting for 13.8%) did not meet safety and environmental standards and had to be maintained, repaired, and adjusted for re-inspection. In addition, according to a survey from registration facilities, the defects that caused vehicles to fail inspection were mainly due to the brake system, lights, exhaust, etc.

In the first 6 months of 2025, the Vietnam Register has effectively carried out inspection, testing and quality certification for motor vehicles, means of transport and industrial equipment.

Specifically, the Department has received and processed about 16,700 motor vehicle records, including 14,200 imported vehicle records and 2,500 domestically manufactured and assembled vehicle records. Thereby, nearly 198,000 electronic quality certificates have been issued for imported vehicles, 140 warranty and maintenance facility certificates, and about 2,000 vehicle type certificates and components for production and assembly.

In the field of road vehicle safety and emission testing, the Department has inspected nearly 800 samples, including 240 automobile models, 220 engine models, and 340 motorcycle and motorbike models. At the same time, the competent authority has also tested and issued reports for 600 automobiles, trailers, semi-trailers and about 1,400 automobile components, as well as 370 motorcycles, electric bicycles and more than 1,500 motorcycle components.

In the field of railway inspection, the Department has inspected and issued technical safety and environmental protection certificates for about 1,830 vehicles, including 1,670 carriages and 160 locomotives and specialized vehicles.

In the field of watercraft and industrial product inspection, affiliated units have inspected nearly 2,000 industrial products, certified 19 manufacturing and service facilities, and issued 270 authorization documents for international inspection organizations to inspect products manufactured abroad.

In addition, the Department has certified 300 welders, inspected nearly 600 imported equipment, 35 domestically manufactured equipment, assessed 9 designs of loading and unloading equipment and pressure equipment, as well as technical safety inspections for more than 1,900 loading and unloading equipment and 3,100 pressure equipment. In addition, the agency has also issued 1 certificate of qualified inspection organization and 25 certificates of labor safety inspectors.

Regarding the work of establishing maximum prices for vehicle inspection services, the Department of Registration also added that the Ministry of Construction is currently soliciting opinions on draft Circulars regulating characteristics and economic-technical norms in the field of road and railway registration. In particular, the field of inspection of motor vehicles in circulation is the only content that continues to be considered for promulgation of the Circular.

In the coming time, the Department of Registration will guide inspection facilities to develop price plans and send them to the Department for appraisal to submit to the Ministry for promulgation of maximum prices. For services not subject to the Ministry of Construction's price promulgation, according to the provisions of the Law on Prices, the suppliers will develop and announce their own prices.
