Positive changes in economic diplomacy

On August 10, 2022, the Central Party Secretariat issued Directive No. 15-CT/TW on economic diplomacy to serve national development until 2030. After more than a year of implementation in practice, Directive 15-CT/TW has created a strong change in the awareness of all levels and sectors about the position, role and importance of economic diplomacy, especially in the diplomatic sector.

Efforts to implement Directive No. 15-CT/TW

In an effort to implement Directive No. 15-CT/TW of the Secretariat, on February 20, 2023, the Government issued Resolution No. 21/NQ-CP on the Government's Action Program for the 2022-2026 period to implement Directive No. 15-CT/TW. In this document, the Government emphasized the need to "create a strong change in the awareness of all levels, sectors and the whole society towards economic diplomacy, in which it is necessary to thoroughly understand that economic diplomacy is a fundamental and central task of Vietnamese diplomacy, an important driving force for rapid and sustainable national development, playing a pioneering role in mobilizing external resources, contributing to promoting industrialization and modernization, enhancing the potential, competitiveness and adaptability of the economy, building an independent, self-reliant, proactive economy, actively integrating comprehensively, deeply and effectively into the international community".

In the above Resolution, the Government sets out 7 specific tasks and solutions including: Propagating, raising awareness, consciousness and responsibility for economic diplomacy; Continuing to expand and deepen relations and create intertwined economic interests with bilateral and multilateral partners; Improving the quality and effectiveness of international economic integration; Promoting mobilization and attraction of external resources to consolidate growth drivers for socio-economic development; Building economic diplomacy for development, focusing on people, localities and businesses; Promoting research, consulting, improving analytical, forecasting and warning capacity to serve socio-economic management and development; Improving the effectiveness of inter-sectoral coordination and allocating resources to implement economic diplomacy.

After that, many ministries, branches and localities nationwide have successively issued action plans to implement Directive 15-CT/TW. For example, on September 11, the Ministry of Finance issued Decision No. 1934/QD-BTC approving the Ministry's Action Plan to implement Resolution No. 21/NQ-CP promulgating the Government's Action Program for the 2022-2026 period to implement Directive No. 15-CT/TW of the Secretariat on economic diplomacy to serve national development until 2030. Accordingly, the Ministry of Finance requires units under and directly under the Ministry to proactively follow the tasks assigned by the Government in Resolution No. 21/NQ-CP, the direction of the Ministry's leaders and the tasks assigned in the Action Plan attached to this Decision; specify the implementation steps and organize the implementation according to the plan for the work contents under the responsibility of their units.

Also in the above document, the Ministry of Finance clearly stated 6 important groups of tasks in implementing economic diplomacy to serve the country's development until 2030, including: Propagating, raising awareness, sense of responsibility, capacity of officials performing economic diplomacy; Continuing to expand and deepen relations and creating intertwined economic interests with bilateral and multilateral partners; Improving the quality and effectiveness of international economic integration, contributing to the implementation of the Socio-Economic Development Strategy 2021-2030; Promoting mobilization and attraction of external resources to serve socio-economic development; Building economic diplomacy to serve development, focusing on people, localities and businesses; Promoting research and advisory work.

On the local side, on November 21, the Kon Tum Provincial People's Committee issued an Action Plan to implement Plan No. 78-KH/TU of the Provincial Party Standing Committee to implement Directive No. 15-CT/TW dated August 10, 2022 of the Central Party Secretariat on economic diplomacy to serve national development by 2030. In this action plan, Kon Tum province aims to "create a strong change in awareness and action of all levels, sectors, businesses and people towards economic diplomacy, improving the quality and effectiveness of the province's economic diplomacy".

The action plan also lists 7 specific tasks that the Kon Tum Provincial People's Committee will implement in the coming time, including: Strengthening propaganda, raising awareness of the position, role, importance, awareness and responsibility for economic diplomacy; Consolidating, strengthening and continuing to expand and deepen relations and creating interwoven economic interests with partners; Improving the quality and effectiveness of the province's international economic integration; Promoting mobilization and attraction of external resources to consolidate growth drivers, serving the province's socio-economic development; Building economic diplomacy for development, focusing on people and businesses; Improving the effectiveness of inter-sectoral coordination; Strengthening close coordination, promoting the role of party diplomacy, state diplomacy, and people's diplomacy in implementing economic diplomacy; Promoting training and fostering for cadres, civil servants and employees working in foreign affairs and economic diplomacy of the province.

Thus, it can be seen that Directive 15-CT/TW has created a strong change in the awareness of all levels and sectors about the position, role and importance of economic diplomacy.

Positive changes in diplomacy

Speaking at the Dialogue between Heads of Vietnamese Representative Agencies Abroad and Vietnamese Associations and Enterprises organized by the Ministry of Foreign Affairs on the afternoon of December 15, Deputy Minister of Foreign Affairs Nguyen Minh Hang stated that the 13th National Party Congress determined the policy of "building an economic diplomacy serving development, taking people, localities and enterprises as the center of service"; Directive No. 15-CT/TW of the Secretariat identified economic diplomacy as the basic and central task of Vietnamese diplomacy.

Looking back over the past 3 years, implementing the Party's policies, from practical lessons in implementing economic diplomacy, especially the extremely successful cultural diplomacy campaign, the thinking and awareness of the Ministry of Foreign Affairs, representative agencies, ministries and branches about the fundamental and central role of economic diplomacy have undergone profound and breakthrough changes. These changes in thinking are the driving force for changes in action, drastic, substantive and effective in implementing economic diplomacy of the Ministry of Foreign Affairs and Vietnamese representative agencies abroad.

Deputy Minister Nguyen Minh Hang emphasized that economic diplomacy is being implemented very vigorously at Vietnamese representative agencies abroad, with close, smooth and systematic coordination between the Embassy and trade, science and technology and agriculture-rural development agencies.

“Economic diplomacy has changed dramatically, achieved many important results, and made practical contributions to the country's socio-economic development. Economic diplomacy has become the central content throughout foreign affairs activities at all levels, especially at high levels, contributing to maintaining a peaceful situation..., facilitating national development, creating important and balanced economic cooperation frameworks, creating new opportunities and new opportunities,” Deputy Minister Nguyen Minh Hang affirmed./.
