According to Circular 15 of the Ministry of Transport , Ho Chi Minh City, Quang Ninh province, and Thai Nguyen province will organize testing, issuance, re-issuance, and revocation of train driving licenses.
Circular No. 15 has just been issued by the Ministry of Transport (MOT) on conditions, contents, examination procedures and issuance, re-issuance, and revocation of railway driving licenses... effective from September 1, 2023 with many new points.
According to the Circular, the People's Committees of localities including Ho Chi Minh City, Quang Ninh, and Thai Nguyen organize examinations, issue, reissue, and revoke driving licenses on urban railways and specialized railways according to regulations.
Vietnam Railways Administration organizes examinations, issues, reissues, and revokes train driving licenses on specialized railways in other provinces and cities.
Along with that, Circular 15 also stipulates that from the effective date of the Circular, if the provincial People's Committee has not yet performed the prescribed tasks, it must have a written request for the Vietnam Railway Authority to continue performing.
From January 1, 2025, the Provincial People's Committee will conduct examinations, issue, reissue, and revoke driving licenses on specialized railways and urban railways.
Currently, Ho Chi Minh City and Hanoi have urban railway lines; Lao Cai, Quang Ninh and Thai Nguyen provinces have specialized railways in operation.
Regarding the decentralization plan in handling administrative procedures under the management of ministries and ministerial-level agencies; the railway sector will decentralize the authority to handle administrative procedures from the Railway Department to the provincial People's Committee for issuing train driving licenses.
However, the province must ensure related conditions such as facilities, and must have detailed opinions on the decentralization plan. Only provinces that agree to accept decentralization will be included in the regulations in the Circular.
Therefore, according to Circular 15, the authority is currently decentralized to three localities: Ho Chi Minh City, Quang Ninh province and Thai Nguyen province.
