Outstanding results of the working trip to Laos and Thailand of National Assembly Chairman Vuong Dinh Hue

Sharing the results of the working trip, Mr. Bui Van Cuong, Secretary General of the National Assembly, Head of the National Assembly Office, said that the working trip of National Assembly Chairman Vuong Dinh Hue and the delegation achieved all the goals and requirements set out both bilaterally and multilaterally.

Elevating cooperation between the three legislative bodies to the highest level

The first Cambodia-Laos-Vietnam National Assembly Summit with the theme “Strengthening the role of parliaments in promoting comprehensive cooperation between Cambodia, Laos and Vietnam”. Closing the conference after 2 working days, the Chairmen of the National Assemblies of the three countries signed and approved the Joint Statement.

National Assembly Chairman Vuong Dinh Hue affirmed that the establishment of the CLV Summit mechanism is an important milestone in the history of cooperation between the three National Assemblies, marking the elevation of cooperation between the three legislative bodies to the highest level, and a step to realize the results achieved at the summit meeting of the three Party leaders (September 2021).

According to Mr. Vu Hai Ha, Chairman of the Foreign Affairs Committee of the National Assembly, the Joint Statement on strengthening the role of parliaments in promoting comprehensive cooperation between Cambodia - Laos - Vietnam reaffirms the commitment to expand and deepen parliamentary cooperation and partnership to maintain and protect close and mutually beneficial cooperation between the CLV National Assemblies; strongly implement the supervisory role of the National Assembly as well as demonstrate the consensus of the three National Assemblies on cooperation priorities in the three pillars of politics - foreign affairs, defense - security and economy - culture - society.

The results of the conference practically support further promoting the implementation of the Master Plan on Connecting the Three CLV Economies to 2030 and the Plan to Enhance Tourism in the CLV Development Triangle Area for the 2020-2025 period and vision to 2030.

Ms. Martine Thérer, Chief Representative of the United Nations Development Programme (UNDP) in Laos, shared: “We strongly support this cooperation initiative. All three countries have common challenges, are linked by history and geography, so a regional cooperation framework will help the countries to solve cross-border problems. The role of the National Assembly here is particularly important because the National Assembly represents the interests of the people, plays a role in how policies are effectively implemented at the regional level as well as at the national level in addressing the needs of the people; how to achieve sustainable and inclusive development…”.

It can be affirmed that the relationship between the three countries in all three mechanisms - the Heads of the three Parties, the three Prime Ministers and the three Chairmen of the National Assembly - is like a tripod, contributing to further tightening the close relationship between the three countries to bring benefits to the people of the three countries, especially the people in the Cambodia - Laos - Vietnam Development Triangle Area (CLV-DTA).

Promoting cooperation between the two countries and the two National Assemblies of Vietnam and Laos

The visit and work in Laos of National Assembly Chairman Vuong Dinh Hue has achieved very comprehensive and substantive results. Deputy Minister of Foreign Affairs Ha Kim Ngoc said that the Lao side gave National Assembly Chairman Vuong Dinh Hue and his delegation a warm, thoughtful and friendly welcome. The two sides discussed many specific measures to promote cooperation between the two countries in general and between the two National Assemblies in particular; helping to effectively implement the agreements between the two countries' senior leaders.

Lao leaders proactively discussed in a substantive and specific manner the difficulties and obstacles in a number of key projects. National Assembly Chairman Vuong Dinh Hue emphasized that the two National Assemblies need to build institutions and laws to jointly create breakthroughs in bilateral economic and trade cooperation.

Meeting with many Vietnamese businesses in Laos, the National Assembly Chairman said that bilateral trade between Vietnam and Laos has only reached about 1 billion USD, investment is about 5 billion USD but there are no projects of a driving nature. Therefore, the burning desire of both countries is to create a breakthrough in developing bilateral trade relations.

In Laos, in a joyful and emotional atmosphere, National Assembly Chairman Vuong Dinh Hue and Lao National Assembly Chairman Saysomphone Phomvihane attended the first-ever intimate meeting of generations of overseas students and staff and teachers of the T78 Friendship School. The Lao National Assembly Chairman said that the current generations have the responsibility to educate future generations to understand the history and special values of the Vietnam-Laos relationship, thereby having the responsibility to preserve and develop the relationship between the two countries forever.

The Vietnamese community in Laos has a tradition of patriotism, solidarity, preserving national identity, strictly abiding by Lao laws, and making many contributions to the cause of national construction and protection of the two countries Laos and Vietnam. Meeting with the people, National Assembly Chairman Vuong Dinh Hue announced that at the recent 8th Central Conference of the 13th tenure, the Party Central Committee discussed and issued a new Resolution on the policy of great national unity, emphasizing the role of the Vietnamese community abroad...

Major Lao newspapers such as Pasaxon (People's Newspaper), PathetLao (KPL), LaoPhatthana (Lao Development) all affirmed that the visit and work of National Assembly Chairman Vuong Dinh Hue and his delegation have made an important contribution to tightening and further promoting the great friendship, special solidarity and comprehensive cooperation between the two Parties, two States and peoples of the two countries in general, and between the two National Assemblies in particular.

Vietnam - Thailand: Strengthening practical and effective cooperation

The official visit to Thailand by National Assembly Chairman Vuong Dinh Hue is the first official visit by a senior Vietnamese leader to Thailand after Thailand had a new government and coincides with the 10th anniversary of the establishment of the strategic partnership between the two countries (2013 - 2023).

Notably, during the visit, according to Deputy Foreign Minister Ha Kim Ngoc, National Assembly Chairman Vuong Dinh Hue held talks and meetings with Thailand's top leaders. Notably, National Assembly Chairman Vuong Dinh Hue was the first foreign National Assembly Chairman to meet with the King and Queen of Thailand.

The Thai leaders affirmed that Vietnam is an important partner of Thailand in the region; agreed on major directions to further deepen the enhanced strategic partnership. In particular, the Thai leaders agreed with and appreciated the message of "Win-win cooperation, mutual benefit instead of competition" by National Assembly Chairman Vuong Dinh Hue. The Thai Prime Minister wishes to upgrade the relationship between the two countries to a comprehensive strategic partnership during the Prime Minister's visit to Vietnam scheduled for 2024.

With the signing of the Memorandum of Understanding on Cooperation between the National Assembly of Vietnam and the House of Representatives of Thailand, according to the Secretary General of the National Assembly, Head of the Office of the National Assembly Bui Van Cuong: “In the coming time, on the basis of this signing, we will actively advise the Standing Committee of the National Assembly as well as the National Assembly and the agencies of the National Assembly, the agencies of the Standing Committee of the National Assembly will implement it specifically. From there, further promote the friendly cooperation between the two countries, as affirmed by the Chairman of the National Assembly Vuong Dinh Hue, Vietnam and Thailand have an important role and are responsible countries in ASEAN; together with other countries in ASEAN, actively contribute to maintaining peace and prosperity in the region, building a truly people-oriented and people-centered ASEAN…”.

Thai media reported widely and highly appreciated the significance and results of the official visit of National Assembly Chairman Vuong Dinh Hue and the high-ranking delegation of the Vietnamese National Assembly to the Kingdom of Thailand. The Bangkok Post (Thailand) on December 5 published an article emphasizing that the relationship between the two countries has developed unprecedentedly in the past 10 years and that now is "the right time to promote Thailand-Vietnam relations". The National Radio of Thailand, the electronic newspapers of the Thai Parliament, the Thailand-Vietnam Friendship Association... emphasized that with an unprecedentedly close relationship, Thailand and Vietnam will cooperate in the spirit of friendship, solidarity and unity with the aim of maintaining peace, stability, and prosperous development in the two countries as well as the entire region.

Promote economic cooperation, education, and people-to-people exchange

During his official visit to Thailand, National Assembly Chairman Vuong Dinh Hue attended the Policy and Law Forum to promote economic, trade and investment cooperation between Vietnam and Thailand and witnessed the launching ceremony of the Vietnam - Thailand Chamber of Commerce in Thailand.

According to the National Assembly Chairman, in the overall bilateral relationship, economic, trade and investment cooperation between Vietnam and Thailand still has a lot of room for development. In order for these areas to truly be pillars of cooperation, National Assembly Chairman Vuong Dinh Hue expressed his hope that the two countries will continue to innovate their thinking and vision in the spirit of mutual trust, sincerity, openness, responsibility and efficiency, and mutually beneficial and “win-win” cooperation, considering this an unchanging factor to respond to the ever-changing situation of the world and the region today.

Thai leaders expressed their agreement and appreciation for the message of "Win-win cooperation and mutual benefit instead of competition" by National Assembly Chairman Vuong Dinh Hue.

During the visit, National Assembly Chairman Vuong Dinh Hue met and discussed with the Chairman of the Thai Chamber of Commerce and several leaders of major Thai economic groups. The National Assembly Chairman said that Vietnam is stepping up a comprehensive review to perfect the legal system in the direction of creating the most favorable conditions for domestic and foreign investors to operate, including Thai investors, in the spirit of "legislation for development" and "putting people and businesses at the center".

National Assembly Chairman Vuong Dinh Hue said that the bilateral trade turnover of 25 billion USD is only a target for the near future. Both sides need to strive to achieve higher two-way trade turnover in a balanced and sustainable manner, commensurate with the potential of each country as well as the good political and diplomatic relations between the two countries.

National Assembly Chairman Vuong Dinh Hue delivered an important policy speech at Chulalongkorn University in Bangkok, in which the content of cooperation between Vietnam and Thailand was mentioned at three levels: bilateral, regional (within the framework of ASEAN and the Mekong Sub-region) and global (in responding to global challenges). The National Assembly Chairman visited the Royal Rajabhat University Udon Thani in Udon Thani province - a school under the patronage of the late King Rama IX and King Rama X.

At Thailand's leading prestigious universities, National Assembly Chairman Vuong Dinh Hue highlighted the extremely important role of cooperation in education and training, not only helping the two countries cooperate in training and providing quality human resources, but also contributing to enhancing understanding of culture and language, becoming a natural "glue" connecting the two peoples and two countries.

Arriving in Udon Thani province, home to about 60,000 overseas Vietnamese, considered the “capital” of the Vietnamese community in Thailand, National Assembly Chairman Vuong Dinh Hue and provincial leaders cut the ribbon to inaugurate Vietnam Town. Governor of Udon Thani province, Mr. Wanchai Kongkasem, assessed that the Vietnamese community is an important element in promoting relations between the two countries. With the opening of Vietnam Town, Mr. Wanchai Kongkasem said that this is a symbol of solidarity, friendship and cooperation between the two countries and peoples.

In Thailand, the local government has paid attention to preserving and developing Vietnam's cultural and historical values, including the three Ho Chi Minh Relic Sites. Attending the groundbreaking ceremony to expand the Ho Chi Minh Relic Site in Udon Thani province, National Assembly Chairman Vuong Dinh Hue stated that this is a vivid demonstration of the aspirations of overseas Vietnamese in Thailand in particular and around the world in general in building, preserving and developing works honoring President Ho Chi Minh.

The Vietnamese community in Thailand has about 100,000 people. During a warm and friendly meeting with overseas Vietnamese in Udon Thani province, regarding the content of reviewing and rewarding overseas Vietnamese who have contributed to the revolution but have incomplete legal documents, National Assembly Chairman Vuong Dinh Hue shared that recently, the country has been implementing this work very vigorously, reviewing all cases of meritorious service but lacking legal documents to have appropriate forms of honor and gratitude. For overseas Vietnamese, this work will also be carried out in a similar way to best implement the policy of gratitude and gratitude. The National Assembly Chairman also acknowledged the proposal to increase scholarships for overseas Vietnamese children to return to study in the country...

With more than 60 dense and diverse activities, the working trip of National Assembly Chairman Vuong Dinh Hue and the high-ranking delegation of the Vietnamese National Assembly to Laos and Thailand is a practical step to implement the foreign policy of the 13th National Party Congress, Directive 25-CT/TW of the Secretariat on promoting and elevating multilateral diplomacy to 2030; contributing to further developing relations with neighboring countries in the Association of Southeast Asian Nations (ASEAN).
