According to regulations, when being warned or fined with an amount not exceeding VND 250,000 for individuals and VND 500,000 for organizations, if the violation is not detected by technical means, equipment, or procedures, the competent person can issue an administrative penalty decision on the spot without having to make a record.
In addition, in case of violations occurring in remote areas such as remote areas, border areas, or mountainous areas, violators can also pay fines directly to the competent authority. This also applies to violations at sea or outside of working hours, the competent authority is allowed to collect fines on the spot.
2. Forms of payment of traffic violation fines

- Direct cash payment: At the State Treasury or a commercial bank where the State Treasury opens an account, according to the information in the penalty decision.
- Bank transfer: Through the State Treasury account stated in the penalty decision, can be done through the National Public Service Portal or electronic payment services.
- Pay fines directly to the sanctioning authority: In some specific cases as stated in part 1, violators can pay fines directly to the competent sanctioning authority.
- Pay via public postal service: Violators can also pay fines via postal services such as the post office .
3. Pay Traffic Violation Fines Online
With the development of technology, people can now pay traffic violation fines online through the National Public Service Portal. This is a convenient method, helping people to fulfill their financial obligations related to traffic violations easily and quickly. After paying the fine, the relevant documents will be sent to the violator via postal service.
4. Deadline for paying traffic violation fines
The deadline for paying traffic violation fines is specifically regulated depending on the situation:
- Paying fines multiple times: Not exceeding 6 months from the effective date of the penalty decision.
- Special areas: In remote, border, mountainous or sea areas, the deadline for paying fines to the State Treasury is from 2 to 7 days, depending on the case.
- Not in the above cases: The time limit is 10 days from the date of receipt of the penalty decision, or according to the time limit stated in the decision.
5. Handling of late payment of traffic violation fines
Failure to pay the fine on time will result in an additional penalty of 0.05% of the total unpaid fine for each day of delay. In addition, late payment of fines may result in legal enforcement action.
6. Resolve cases of lost minutes
If the violator loses the violation report, the following steps should be taken:
- Write a commitment letter: Confirmed by local authorities.
- Submit application: Go to the place where the violation report is made.
- Handling violations: The authorities will review and compare information to resolve violations, including receiving fines and returning documents if any.
7. Paying fines multiple times in some cases
In certain cases, violators may pay fines multiple times, provided that:
- For individuals: Total fine from 15,000,000 VND or more.
- For organizations: Total fine from 150,000,000 VND or more.
The period for paying fines in installments shall not exceed 6 months, and each payment shall not be less than 40% of the total fine amount.
