With the attention and support of the Central Government, the Dong Dang-Tra Linh expressway has started construction in phase 1 and phase 2 in the trust, joy and excitement of the Party Committee, government and people of Cao Bang province.

When the expressway is completed, it will expand development space, connecting Cao Bang with the whole region and the whole country.

With the attention and support of the Central Government and ministries, branches and units, Cao Bang is a pioneer in supporting the elimination of temporary and dilapidated houses for poor and near-poor households. Up to now, more than 19,000 houses have been repaired and renovated, helping poor and near-poor households "settle down and make a living".

Sustainable poverty reduction has achieved good results, with an average reduction rate of more than 4% per year in the 2020-2025 term. Culture, society, and health continue to receive investment and development attention; national defense and security are maintained.

As someone who is interested in and carefully studies the draft political report to be presented to the Congress for the 2025-2030 term, journalist La Vinh, in Thuc Phan ward, Cao Bang province, shared that the slogan of the congress: Solidarity-Democracy-Discipline-Breakthrough-Development, has expressed the political will to develop Cao Bang province in the coming term.

Smooth operation of the two-tier local government model

Following the congress with great confidence and expectations, many people and businesses believe and hope that the Party Committee and government of Cao Bang province will propose and implement "strong" and effective solutions to improve operational efficiency and smoothly operate the 2-level local government model.

Since July 1, the two-level local government model has been in operation and has achieved many positive results. However, the implementation process has so far also revealed some difficulties.

First of all, the capacity of the communal cadres and civil servants is not uniform, and some places are still confused in carrying out new tasks. Digital transformation in many localities is still limited, and information technology infrastructure is not synchronized. The workload is large... These are issues that need to be addressed and resolved by the Party Committee and the government of Cao Bang province right from the beginning of the term.

Trusting and expecting the strategic directions approved by the congress, Mr. Hoang Manh Ngoc, Chairman of the Cao Bang Provincial Business Association, shared that to improve the investment and business environment, exploit the potential and advantages of the locality, the key issue is to improve the efficiency of administrative procedure reform, build a service-oriented, transparent and professional administration so that businesses can confidently invest, expand production and business, create jobs and contribute to the local budget.

In particular, the issue of helping businesses and cooperatives access and complete land procedures, investment in production and business is a content that needs attention and resolution.

Speaking at the 20th Congress of the Cao Bang Provincial Party Committee, in addition to many key and strategic issues, General Luong Tam Quang, Politburo member and Minister of Public Security, emphasized that Cao Bang province needs to effectively operate the 2-level local government model to serve the people and businesses well.

In particular, localities need to continue to promote decentralization and delegation of power, encourage the initiative, creativity and positivity of commune-level authorities according to the motto "locality decides, locality acts, locality is responsible".

Building a government that is close to the people, by the people, and serves the people. Promoting digital transformation and reforming administrative procedures, aiming for 100% of administrative procedures related to people and businesses to be done online.

Deeply absorbing the directives and expectations of the people and businesses, the Cao Bang Party Committee determined that, right from the beginning of the 2025-2030 term, it is necessary to continue focusing on improving the management effectiveness and executive capacity of the People's Committees at all levels.
