Son La province has 13 border communes, with a total of 45 general schools, with about 37,000 students. Although 73% of schools have met national standards, the rate of ethnic minority, highland, and border students who are allowed to study in boarding schools is still very low, affecting the quality of education and comprehensive care.

In the Conclusion Notice No. 81-TB/TW dated July 18, 2025, the Politburo officially approved the investment policy to build primary and secondary boarding schools in 248 land border communes nationwide. The goal is to complete 100 model schools by the end of 2025, then expand in the next 2-3 years. Boarding schools are both places to provide knowledge and places for students to train physically and mentally in the safest and most modern conditions.

The Provincial People's Committee held a conference to implement Conclusion Notice No. 81-TB/TW dated July 18, 2025 of the Politburo .

The policy of investing in building primary and secondary boarding schools in border communes is a comprehensive strategic project, aiming to improve people's knowledge, develop high-quality human resources, create conditions for ethnic minority children to rise up and become key cadres in the locality. At the same time, it is also an important step to improve the material and spiritual life of people in border areas, contributing to strengthening the national defense and security posture.

With more than 274 km of border adjacent to Hua Phan and Luang Prabang provinces (Lao PDR), after the administrative merger, Son La has 13 border communes planned to invest in building inter-level boarding schools. Each school is expected to serve more than 1,000 students and teachers.

Implementing Conclusion No. 81 of the Politburo, Son La province organized a conference with a determined and urgent spirit. At the conference, comrade Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, emphasized: This is an opportunity to fundamentally change the conditions of educational facilities for border communes; the goal is to train the next generation in remote, mountainous border areas, meeting the requirements of capacity and qualifications in the context of integration and development.

Immediately after the conference, the border communes of the province urgently directed the sectors and localities to review land locations and construction planning.

According to the conclusion, each school has a scale of 3 - 5 hectares, with a total investment of 150 billion VND, ensuring synchronous technical infrastructure including: electricity, clean water, wastewater drainage, traffic... The province has also established working groups, led by the Chairman of the Provincial People's Committee, to inspect and conduct field surveys at 13 border communes in the province.

Participating in the working group to inspect and survey the construction sites of the schools, Mr. Nguyen Van Chien, Deputy Director of the Department of Education and Training, said: This is a golden opportunity for education in the border area of Son La to make a breakthrough. Modern boarding schools will be the place to help children's dreams come true, helping them have better learning and living conditions, reducing the burden on their families and creating a comprehensive educational environment. Son La has proposed to build 12 new schools and upgrade 1 school, with a total estimated cost of about 1,880 billion VND. Regarding the teaching staff, the province will transfer competent staff and teachers to new boarding schools, and at the same time, propose to add 100 positions to 13 schools that have converted their models.

The drastic actions from the provincial level quickly spread, bringing excitement and great expectations to the communes, to each village and each family in the border area.

Implementing Conclusion Notice No. 81, the commune has deployed a review and determined the location to build an inter-level school.

Mr. Lu Van Chung, Chairman of Long Phieng Commune People's Committee, excitedly said: The commune has proposed to the province to build a new school with an area of about 5 hectares, about 500m from the commune People's Committee headquarters. With flat terrain, convenient traffic, electricity and water systems, easy design and construction. Hopefully, students in the border area will soon have a new, modern, spacious school with the best learning conditions ever.

In Chieng Khoong commune, there are 2 kindergartens; 3 primary schools; 2 secondary schools with nearly 5,000 primary and secondary school students, of which more than 1,400 are semi-boarders. Mr. Nguyen Van Dong, Chairman of the Commune People's Committee, said: To be consistent with the planning of the central area and synchronize the infrastructure, the commune proposed to build a new primary and secondary boarding school in the center of the new Chieng Khoong commune in Le village, with an area of 5.2 hectares, this is the economic center of the commune, next to the planning point of the new commune headquarters, the construction site is flat, convenient for electricity supply, water supply, internet connection... Although there are still some problems with land planning, we focus on resolving them so that the project can be implemented soon.
