Powerful application of digital technology
Responding to the National Digital Transformation Day and realizing the major policy of the Party and State, on October 10, the Department of Science and Technology of Ninh Binh coordinated with the People's Committee of Gia Tran commune to organize the National Digital Learning Festival and launch the 45-day peak campaign in Gia Tran commune to implement the model of "Grassroots Digital Citizen".
Mr. Dinh Van Phung, Deputy Secretary and Chairman of Gia Tran Commune People's Committee, emphasized that this is an important occasion to raise awareness and arouse the spirit of self-study and lifelong learning among the people. Thereby, continuing to promote the movement of learning and using digital technology extensively among educational administrators, teachers, staff, students and all classes of people, conveying the message "Strongly applying digital technology to regular learning, lifelong learning, moving towards universalizing digital skills, skills to ensure safety and network security at a basic level for the people".

According to the Plan, the activities of experience - learning and applying technology in management and serving the people will be carried out by the People's Committee of Gia Tran commune until the end of the fourth quarter of 2025, peaking within 45 days, starting from October 10, 2025.
During this time, the Commune People's Committee will organize 9 training courses for "Grassroots Digital Citizens", with the following contents: basic IT knowledge, basic digital skills, and skills in using online public services. Training participants will be arranged to have practical experience at the Commune Public Administration Service Center...
In addition, members of the Community Digital Technology Group and branches and organizations mobilize people to actively respond, participate in activities and register for the model "One public service account per household"; propagate and guide people to carry out digital transformation...
It is impossible to build a digital society without digital citizens.
Speaking at the program, Deputy Director of the Department of Science and Technology of Ninh Binh Ta Quang Phuong said that for digital transformation to truly come into life, all people can participate and enjoy the results, the human factor is the most important. We cannot successfully build a digital government, digital economy, and digital society without digital citizens.
Responding to National Digital Transformation Day (October 10), Ninh Binh Provincial People's Committee issued Plan No. 89, identifying the theme of 2025 as "Comprehensive, comprehensive digital transformation to accelerate and break through digital economic development", with the motto of action "Digital transformation: faster, more effective, closer to the people".
Implementing Plan No. 01-KH/BCĐTW dated March 21, 2025 of the Central Steering Committee, the Provincial Steering Committee launched the "Digital Education for All" Movement, aiming to popularize basic digital knowledge and skills for all people, with the spirit of "no one is left behind" in the digital transformation process.
Appreciating the initiative and creativity of the Party Committee and the People's Committee of Gia Tran commune in concretizing major policies with a very methodical, practical and meaningful action plan, Mr. Ta Quang Phuong said that this is a good way of doing things, a creative model, demonstrating the innovative thinking of the Party Committee and the commune government. The choice of the theme "Digital learning for the whole population" shows that Gia Tran has correctly identified the focus of digital transformation as starting from people, taking people as the center, the subject and goal of development.
After more than 3 months of officially operating under the 2-level local government model, Gia Tran commune has made remarkable progress in digital transformation and building a digital government - Gia Tran is always in the top of communes and wards in the province that have performed well in the indicators of providing online public services, developing digital infrastructure, and digital citizens. These initial results affirm the right direction of the commune and show the rapid adaptation of both the political system and the people.
According to Mr. Ta Quang Phuong, that success further shows that equipping people with digital skills is an urgent task and on the right track. When people interact and perform administrative procedures with the government mainly through the online environment, mastering basic digital skills such as using online public services, VNeID electronic identification, personal digital signatures... will help transactions take place quickly, conveniently, transparently, saving time and travel costs.
Therefore, the digital learning movement is not only a preparation but also the next step, a strategic investment to consolidate and further promote the achievements that have been achieved, making Gia Tran commune continue to be a bright spot in the digital transformation process.
The Deputy Director of the Department of Science and Technology of Ninh Binh believes that with this movement and model, every Gia Tran resident can proficiently use smartphones and computers to serve their work and life. The Department of Science and Technology will provide maximum support to localities in the process of implementing digital transformation activities.
