
To effectively implement the Plan, the two units agreed to: Focus on building programs, plans, instructing safe motorbike driving skills and educating legal knowledge on road traffic safety and order to all students and trainees at educational institutions in the province; advise competent authorities to mobilize the participation of all levels, sectors and the entire population.
Lieutenant Colonel Nguyen Duc Tien, Head of the Traffic Police Department, Ninh Binh Provincial Police, said that organizing training on legal knowledge on road traffic safety and skills to guide safe motorbike driving is necessary. The content focuses on propagating and disseminating basic road traffic laws that traffic participants need to comply with such as: Age allowed to drive and operate motorbikes and electric motorbikes; not carrying more people than the prescribed number of vehicles used for traffic; wearing helmets with safety straps when driving; driving on the correct side of the road, lane, not driving in a row or going in the opposite direction; not using umbrellas, phones, or headphones while driving; not weaving, swerving, pushing or pulling other vehicles or organizing racing; strictly comply with traffic lights and signs... The authorities provide guidance on safe motorbike driving skills, ensuring that 100% of students entering high school and vocational training facilities are fully equipped with the necessary knowledge and skills when participating in traffic.
Deputy Director of the Department of Education and Training of Ninh Binh Nguyen Van Thuan affirmed: During the implementation process, the functional unit organized students and their families to sign a commitment to comply with the provisions of the law on road traffic safety and order; regularly grasp the situation, exchange information on compliance with the law on road traffic safety and order to coordinate in monitoring, managing, and educating students. The units included the content of compliance with the law on road traffic safety and order as a criterion for evaluating and classifying student conduct, emulation of homeroom teachers, and assessing the quality of educational institutions as a task of the school year.
In the first 9 months of 2025, in Ninh Binh, there were 592 traffic accidents, killing 341 people and injuring 375 others, of which 76 cases involved students, accounting for 13%.
Colonel Nguyen Minh Hai, Deputy Director of Ninh Binh Provincial Police, stated: In order to have proactive preventive solutions for students when participating in traffic, relevant authorities, departments, and branches must unify and develop a detailed implementation plan, select a number of schools as pilot schools to spread and replicate the models throughout the province; make traffic safety education a regular activity in the school year's tasks. Educational institutions need to integrate activities and propaganda on traffic safety for students into a part of school culture; combine theory with practice, ensuring absolute safety during practical training.
