Ninh Thuan consults on safe distance from nuclear power plant to residential areas

On April 25, the leader of the Department of Science and Technology of Ninh Thuan province said that the Provincial People's Committee had sent a document to the Ministry of Science and Technology requesting coordination in consultation and determining the safe distance between the factory construction area and residential areas, as well as civil works located in the project's affected area.

The Nuclear Power Plant No. 2 project in Vinh Hai commune, Ninh Hai district will affect 844 households with 2,319 people.

"Up to now, the Ministry of Science and Technology has provided feedback on this issue to the locality. Specifically, the determination of safe distances for residential areas will be ensured in accordance with Circular No. 12/2023/TT-BKHCN dated August 18, 2023 of the Minister of Science and Technology, regulating the preparation and response to radiation and nuclear incidents, and the establishment and approval of plans to respond to radiation and nuclear incidents," informed the leader of the Department of Science and Technology of Ninh Thuan province.

In addition, the Provincial People's Committee has also submitted to the Ninh Thuan Provincial People's Council a resolution on a special mechanism for compensation, support and resettlement for households affected by the project, in order to ensure the legitimate rights of the people and stabilize their lives in the long term.

The Steering Committee for resettlement of the project has been established, with the participation of representatives of departments, branches and local authorities. The Provincial Land Fund Development and Investment Project Management Board was assigned to preside over and coordinate with experts and relevant units to adjust the planning of the two resettlement areas, ensuring adequate technical infrastructure and essential living environment conditions for the people.

According to the review, the Nuclear Power Plant No. 1 Project located in Phuoc Dinh Commune, Thuan Nam District, is expected to affect 617 households with about 2,910 people. The resettlement area is expected to have an area of ​​64.85 hectares, with a total cost of about 6,450 billion VND. The Nuclear Power Plant No. 2 Project in Vinh Hai Commune, Ninh Hai District will affect 844 households with 2,319 people; the resettlement area has an area of ​​about 54.4 hectares, with an estimated cost of 6,560 billion VND.

On November 25, 2009, the National Assembly issued Resolution No. 41/2009/QH12 approving the investment policy for the Ninh Thuan Nuclear Power Project, including two plants: Ninh Thuan 1 Nuclear Power Plant located in Phuoc Dinh Commune, Thuan Nam District and Ninh Thuan 2 Nuclear Power Plant located in Vinh Hai Commune, Ninh Hai District.

However, on November 22, 2016, the National Assembly issued Resolution No. 31/2016/QH14 deciding to stop implementing the investment policy of the Ninh Thuan Nuclear Power Project according to Resolution No. 41/2009/QH12 dated November 25, 2009 of the National Assembly. At the 8th Session, the 15th National Assembly issued Resolution No. 174/2024/QH15 deciding to continue implementing the investment policy of the Ninh Thuan Nuclear Power Project.
