To date, Thanh Hoa province has started construction on 3,697 houses for poor households, families entitled to preferential policies, and households facing housing difficulties, in accordance with Directive 22 of the Provincial Party Committee.

To gain a better understanding of these efforts, a reporter from Dai Doan Ket Newspaper had a conversation with Ms. Pham Thi Thanh Thuy, Head of the Provincial Party Committee's Mass Mobilization Department and Chairwoman of the Thanh Hoa Provincial Committee of the Vietnam Fatherland Front.

PV: It is known that, according to the plan, Thanh Hoa province will support the construction of houses for more than 5,000 poor households, policy beneficiary households, and households facing housing difficulties in 2024-2025. Could you please tell us some of the results up to the present time?

Ms. Pham Thi Thanh Thuy: After nearly 9 months of launching the campaign, as of December 5, 2024, the total amount of donations received by the Fatherland Front Committee at all three levels in Thanh Hoa province is over 226 billion VND. Of this, 11 mountainous districts received nearly 40 billion VND; and 16 lowland districts received nearly 155 billion VND. From this fund, the Steering Committees at all levels have allocated nearly 145.8 billion VND. Specifically, the provincial Steering Committee allocated 55.82 billion VND, supporting 1,420 households, and the district-level Steering Committees allocated nearly 90 billion VND. The total number of houses started under Directive No. 22 and integrated with national target programs and Project 4845 of the Thanh Hoa Provincial People's Committee is 3,697, of which 1,998 have been completed to date (2,953 new houses and 744 houses repaired).

So what measures has the Vietnam Fatherland Front of Thanh Hoa province taken to call upon and mobilize the community to join hands in eliminating temporary housing?

- Achieving this goal is a huge challenge for those working in the Fatherland Front in particular and Thanh Hoa province in general, given the difficult economic conditions. The Fatherland Front at all levels and in each locality has organized extensive propaganda and dissemination to all levels, sectors, agencies, units, businesses, cadres, Party members, and all strata of the people… ensuring they understand the content, purpose, and significance of the campaign, creating high consensus in its implementation. Through this, the spirit of "mutual support and compassion" has been promoted, with people joining hands to help and create conditions for poor households, policy beneficiary households, and households facing housing difficulties to have stable and safe housing as soon as possible.

At the same time, it is important to foster a spirit of self-reliance, self-improvement, and proactive striving among poor households, policy beneficiary households, and households facing difficulties; to promote and encourage households and relatives to proactively prepare land, contribute manpower and labor, and mobilize additional legitimate funding sources to complete the construction and repair of houses. It is also crucial to promptly identify and commend outstanding collectives and individuals, exemplary models, and effective practices, creating a strong ripple effect in society.

In addition, the process of receiving, managing, and publicly disclosing donations is carried out promptly, transparently, and in accordance with the law; the use of donations and sponsorships ensures the maximum mobilization of all resources from society to achieve the set goals in the shortest possible time.

Many people are still wondering whether, with a subsidy of 80 million VND per house, poor households and those eligible for social welfare programs will be able to build a sturdy house. So, what is the solution to this problem, Madam?

- It's true that with the level of support mentioned in the question, building a house with three solid foundations (solid foundation, solid walls, solid roof) and completing housing for poor households is very difficult. Therefore, in addition to government support, poor households desperately need the participation of the entire community. In reality, many households, based on support from the province, Party committees, and the government; the Fatherland Front has mobilized relatives and neighbors to provide additional funding; businesses have provided additional materials; and organizations, associations, and armed forces have provided labor for construction... After completion, some houses have reached hundreds of millions of dong thanks to contributions and joint efforts from many sources. Here, we must especially emphasize and commend the spirit of mobilizing all resources in society, all for the benefit of our compatriots. Everyone contributes what they can to build houses of solidarity for the poor and those facing housing difficulties in the best possible conditions.

According to statistics, the number of poor households and those in need of housing assistance is very large. So, what are the plans of the Thanh Hoa Provincial Fatherland Front Committee and its member organizations for the future, Madam?

- The plan to build 5,000 houses in two years (2024-2025) is only a small part of the province's long-term strategy. According to reviews and statistics, there are currently more than 16,000 cases in the entire province that need support. This is a very large number and poses many challenges for Thanh Hoa. In the coming time, we will focus on implementing several key tasks such as: Continuing to advise, direct, and guide the implementation of the Prime Minister 's Directive on eliminating temporary and dilapidated houses nationwide and Directive No. 22 of the Provincial Party Committee...

The Vietnam Fatherland Front (MTTQ) takes the lead in coordinating with its member organizations to actively respond to the "Joining hands for the poor - leaving no one behind" movement launched by the Prime Minister and the Program for socio-economic development in mountainous areas and sustainable poverty reduction for the period 2021-2026. Annually, it develops plans to implement the movement, plans to mobilize and support the construction of solidarity houses for poor households, and replicates successful sustainable poverty reduction models.

Coordinate, review, and compile accurate data on the number of poor households in each locality and unit to develop plans for mobilization, support, and assistance. Apply information technology, build data management software on the poor, the Fund for the Poor, and relief work in the province for the period 2025-2029; promote the role of members of the Steering Committee for the Poor at all levels in the province. In addition, continue to have appropriate forms to commend and honor collectives and individuals with good and creative approaches, making positive contributions to poverty eradication and supporting the Fund for the Poor at all levels.
