Efforts to realize the double-digit growth target - Part 1: Building Da Nang into a growth pole of the country

With the potential after the merger, Da Nang city identified 2025 as a year of special significance, a year of acceleration and breakthrough in implementing the 5-year socio-economic development plan, period 2021 - 2025. Synchronously implementing solutions right now is a mandatory requirement to create a premise towards double-digit economic growth in the next period.

LESSON 1: BUILDING DANANG INTO A GROWTH POLE OF THE COUNTRY

After the merger, Da Nang has many advantages in terms of geography, natural and cultural resources, infrastructure, and specific policies. This opens up many opportunities and is also a task and responsibility that needs to be carried out to achieve the city's double-digit growth target and contribute to the common goal of the whole country.

Many advantages to break through

After the merger, Da Nang became one of the largest localities in the country with an area of ​​11,867km2 and a population of over 3 million people. With a complete transportation system, the city is the gateway to the East Sea of ​​the Central Highlands and countries in the region such as Laos, Cambodia, Thailand, and Myanmar through the East-West Economic Corridor.

Another advantage of Da Nang is the longest coastline in the country, with a length of about 200km with many beautiful beaches such as: My Khe, An Bang, Cua Dai... assessed by prestigious magazines such as Forbes (USA), Heralb (Australia) as attractive beaches of international standard. The city also has many large islands and peninsulas such as Son Tra, Cu Lao Cham... to develop sea and island tourism .

Da Nang is also a cultural center, a crossroads between cultural heritages and natural heritages. The city has 3 heritages recognized by UNESCO, including: Hoi An Ancient Town, My Son Sanctuary and Ma Nhai Ngu Hanh Son in the Ngu Hanh Son Scenic Area. With these advantages, Da Nang has been building an international sea tourism brand associated with expanding the exploitation of tourism products and services aimed at high-end customers.

The merger also creates a huge space for the city to develop industry with 126 industrial clusters and 36 industrial parks in the area. Ms. Le Thi Kim Phuong, Director of the Department of Industry and Trade, said that the city's system of modern industrial parks and clusters is strongly attracting investment in the fields of processing industry, mechanics, electronics, automobiles, garments, wood processing, and supporting industries, creating a high-value supply chain.

A favorable seaport system also creates opportunities to expand supply chains, improve logistics services and grow strongly in the trade sector. This is the basis for the goal of building Da Nang into a seaport city associated with the development of inter-provincial industrial clusters.

According to Director of the Department of Finance Tran Thi Thanh Tam, aiming for double-digit growth, the City People's Committee approved the task of "Strategic solutions to promote the role of Da Nang in double-digit growth" at the end of June. Accordingly, the rate of 10.59% was chosen as the average growth rate of the city in the period of 2025 - 2035. The GRDP growth rate each year may fluctuate above or below the threshold of 10.59% depending on the actual conditions of each period.

“In the early stages after the merger, it is difficult to achieve a breakthrough growth rate immediately. However, when the administrative system is put into stable operation, resources are cleared and mobilized effectively; at the same time, with the advantages from the merger process starting to be clearly promoted, the 5-year period of 2028 - 2032 is expected to witness a continuous growth rate of over 10.59% for Da Nang. Da Nang's vision is not only to be the socio-economic center of the Central region, but also to demonstrate a pioneering role in the process of modern development,” said Ms. Tam.

Growth pole positioning

According to the orientation from now to 2035, Da Nang will be built to become a growth pole of Vietnam and one of the highly competitive cities of the country and the Asia-Pacific region.

Building Da Nang into a national center for innovation, high technology and startups; implementing digital government models, smart cities, and modern administration; focusing on improving human capital in Quang Nam, attracting talents, building a team of high-quality officials and organizing the Party associated with a new governance model.

To achieve the above goals, the Central Government has paid special attention to Da Nang city to maximize its potential and advantages. The Politburo has twice issued resolutions on the construction and development of Da Nang: Resolution No. 33-NQ/TW dated October 16, 2003 on the construction and development of Da Nang city in the period of national industrialization and modernization and Resolution No. 43-NQ/TW dated January 24, 2019 on the construction and development of Da Nang city to 2030, with a vision to 2045.

In 2024, the National Assembly issued Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, in which the highlight is allowing the city to pilot the establishment of a free trade zone.

At the end of 2024, the Politburo issued Conclusion Notice No. 47-TB/TW dated November 15, 2024 on the construction of a regional and international financial center in Vietnam, which determined the formation of a financial center in two locations: Ho Chi Minh City and Da Nang. Thus, Da Nang is the first locality in the country to have two new development models simultaneously implemented: a free trade zone and an international financial center.

Mr. Nguyen Tien Quang, Director of the Vietnam Federation of Commerce and Industry (VCCI) - Central and Central Highlands region, acknowledged that in order to position Da Nang as a growth pole of Vietnam, the business community plays a very important role, directly contributing to realizing the city's driving goals.

In particular, the goals clearly defined by the city also help domestic and foreign investors and the city's business community identify opportunities from strategic orientations in order to develop appropriate investment and development plans.

Along with the advantage of expanding administrative boundaries, the city is implementing new development models such as free trade zones, international financial centers, semiconductor and artificial intelligence industries... resonating with the advantage of regional connectivity, promising to elevate the position of Da Nang.

After the Prime Minister issued Decision No. 1142/QD-TTg dated June 13, 2025 on the establishment of the Da Nang City Free Trade Zone with an area of ​​about 1,881 hectares including 7 non-contiguous functional areas, the Management Board of the High-Tech Park and Industrial Parks, the management unit of the Da Nang Free Trade Zone, quickly deployed many tasks to speed up the progress of the free trade zone.

Mr. Vu Quang Hung, Head of the Management Board of the High-Tech Park and Industrial Parks, said that Da Nang was granted high autonomy by the Central Government in state management, decentralization and policy piloting according to Resolution No. 43-NQ/TW, Resolution No. 136/2024/QH15 and many other policies, creating favorable legal conditions to establish a breakthrough model beyond the current legal framework.

The free trade zone implementation plan is divided into two phases. Phase 1 (2025 - 2027) will continue to propose additional personnel to serve the management of the free trade zone and newly received industrial zones, along with training of management staff.

In Phase 2 (2028 - 2030), the management board will focus on perfecting the application of blockchain technology and artificial intelligence in customs management, expanding multimodal logistics services, developing data centers to support businesses in managing supply chains, perfecting the digital economic ecosystem and expanding the scope, boundaries and infrastructure investment for free trade zone development.

Regarding the international financial center, according to Ms. Tran Thi Thanh Tam, the city is preparing both hard and soft infrastructure, closely coordinating with the Central Government and Ho Chi Minh City to strive to put the financial center into operation by the end of 2025 under the direction of the Central Government. Thereby, contributing to enhancing the position of the country in general and being a driving force for growth, creating a new development space to turn Da Nang into a major center for international trade, services and technology.
