Efforts to complete the target of more than 4.2 thousand social housing units by 2025

In 2025, the Prime Minister assigned the target for Dong Nai province (old) and Binh Phuoc province (old) to complete more than 4,200 social housing units. This is an important task to ensure social security for low-income people with housing difficulties.

To achieve this goal, authorities at all levels need to make more efforts and create favorable conditions for businesses to accelerate project implementation.

Completion rate is not high

In the Project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the 2021-2030 period, the Prime Minister assigned Dong Nai province (old) to implement 22,500 apartments. However, by the end of 2024, the province had only completed nearly 1,700 apartments, reaching nearly 8% of the entire period plan.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc said: In recent years, Dong Nai has made many efforts in implementing the Government 's project on social housing development. Specifically, the province has organized monthly meetings to grasp the situation, remove difficulties for projects; issued documents guiding the social housing investment process in the direction of simplifying and shortening the time for administrative procedures. At the same time, the province has planned a land fund of 700 hectares for developing social housing and workers' housing, not to mention about 400 hectares belonging to the 20% fund in commercial housing projects. In addition, the province organized a competition to design models of workers' housing and social housing for investors to conveniently apply when implementing projects. However, the results achieved are still limited.

Similarly, Binh Phuoc province (old) also has many solutions to promote social housing development such as: proactively calling for investment, creating clean land funds, urging project progress, supporting investors to remove obstacles. However, the implementation results have not yet met expectations. In the 2021-2030 period, the province was assigned by the Government a target of 44.2 thousand units, but by the end of 2024, only 350 units had been completed, equivalent to about 0.8% of the entire period plan.

The reasons for the slow progress are identified as difficulties in investment preparation, lengthy legal procedures, difficulty in accessing preferential loans, and the need to adjust a number of projects according to new regulations of the Land Law, Housing Law, and Real Estate Business Law.

In early 2025, the Prime Minister issued a decision assigning targets to the two provinces of Dong Nai and Binh Phuoc (before the merger) to complete a total of more than 4,200 social housing units this year. This is both an important task to ensure social security for low-income people with housing difficulties and an indicator to evaluate socio-economic development results.

Need to speed up the last months of the year

Dong Nai province is currently compiling ongoing social housing projects to urge and support investors to complete them on schedule. For projects that have investors but have not yet started construction, the authorities will guide and support them to complete procedures for implementation this year.

At the same time, the province reviewed projects eligible to apply the pilot mechanism according to Resolution 201/2025/QH15 dated May 29, 2025 of the National Assembly to invite investors to submit registration documents for implementation, instead of organizing bidding as before to shorten the investment preparation time. The province has a plan to use the budget to implement a number of social housing projects to serve the housing needs of cadres, civil servants and public employees after the province's merger; at the same time, it requires investors of commercial housing projects to speed up the implementation of the obligation to build social housing on a 20% land fund according to the law.

Developing social housing is not only to meet immediate targets but also a fundamental solution to ensure social security, helping workers settle down, thereby feeling secure in their work and long-term commitment to the locality. Although there are still many challenges, with abundant land planning and open investment incentive policies, Dong Nai province has the basis to accelerate and shorten the gap between the assigned targets and the number of completed apartments.

To realize this goal, it is necessary to have strong cooperation from the entire political system, especially the direct leadership role from local Party committees and authorities. In addition, the initiative and cooperation from enterprises, especially investors, play a decisive role in accelerating the progress.

Mr. Phan Trong Dat, Head of Investment and Business Department, Thong Nhat Joint Stock Company (Trang Bom Commune, Dong Nai Province), said: This August, the company started construction of an apartment building for workers under the Housing Development Project at Bau Xeo Industrial Park Service Center. The project has a scale of 75 apartments with an area of 45-63m²/apartment. The expected construction time is 330 days, completed in July 2026. The project targets workers, laborers, and people in need of social housing.

Mr. Nguyen Minh Hai, Director of An Hung Phat Infrastructure Development Joint Stock Company, said: In November 2025, the company will start construction of phase 2 of the NXH2 social housing project in the residential and resettlement area of Phuoc Tan ward, with nearly 500 apartments. Previously, the company started construction of phase 1 with about 270 apartments, expected to hand over the houses by the end of this year. "We wish to accompany the province in developing social housing, contributing to ensuring social security for the people" - Mr. Hai shared.
