Developing the Party in non-state enterprises is a major policy of the Party. However, this issue is currently facing many difficulties and limitations. By the end of 2023, the Party Committee of the Provincial Agencies and Enterprises Bloc had 78 grassroots Party organizations under its management, including 39 grassroots Party cells and 39 grassroots Party Committees, with 5,353 Party members. Of the 78 cells, the grassroots Party Committee had 10 grassroots Party organizations in non-state enterprises, with a total of 514 Party members. In order to effectively carry out the work of Party development in non-state enterprises, the Standing Committee of the Party Committee of the Bloc has led and directed the implementation of many solutions to promote Party building work, such as: Early promulgation of plans to implement tasks assigned by the Provincial Steering Committee; coordinating with the Standing Committee of the Provincial Federation of Labor to organize activities to promote propaganda and political and ideological education among the masses of the Trade Union members, thereby raising awareness, awareness of training and striving to join the Party of the workers in industrial parks; Organize Party awareness training courses for elite masses in industrial parks. In addition, continue to coordinate with the Industrial Park Management Board and the Industrial Park Trade Union to review the list, number of workers, number of Party members, union members, and association members working at enterprises in the Industrial Parks to promote the establishment of Party organizations and unions where conditions are met...

Thanks to the active implementation of solutions, Party building work in non-state enterprises has achieved positive results, and activities have become more orderly and systematic. In particular, there has been innovation in orienting the ideological situation, more promptly grasping the thoughts and aspirations of workers, and the Party Committee has promoted its role in leading cadres and Party members in accompanying and sharing responsibility with business owners in building and developing companies and enterprises in all aspects. In 2023, the Party Committee of the Bloc admitted 32 Party members out of 25 targets (reaching a rate of 128%); admitted 1 private business owner to the Party; established 1 grassroots Party cell and 1 Party cell directly under the grassroots Party Committee...

Despite such positive results, the Party Committee of the Provincial Agencies and Enterprises Bloc still clearly recognizes the limitations and difficulties in the work of building Party and mass organizations in non-state enterprises. In the online meeting with localities on this content that was recently held, the Party Committee of the Bloc pointed out many reasons, focusing on: The work of organizing access, propaganda, and mobilization for some non-state enterprise owners is still difficult, the owners of enterprises are focusing on quickly restoring and stabilizing production and business activities after the Covid-19 pandemic, so they have not paid attention to the work of establishing Party and mass organizations. In addition, workers often have to work overtime and work continuously on weekdays, the work pressure is high, and the income is not high, so most of them do not want to strive to join the Party. In addition, the workforce in private enterprises is constantly changing, so the work of training and recruiting Party members faces many difficulties. Many people have finished the Party awareness training course, but before they can be recruited, they move to work elsewhere...

Flexible in the removal

From the above practices, many solutions to better implement the work of Party and mass organization building outside the State sector in the coming time have been proposed by the Party Committee of the Bloc. Accordingly, it is necessary to promote propaganda work, raise awareness for Party committees, cadres, Party members, political and social organizations, especially business owners and employees about the position, role, importance, significance and benefits of establishing Party organizations, developing Party members and political and social organizations in enterprises. At the same time, for enterprises that currently have grassroots Party organizations, it is necessary to focus on and pay more attention to strengthening, perfecting and improving the quality of Party committee and Party cell activities; innovate and improve the quality of Party committee and Party cell activities in a flexible, practical and suitable direction to the actual conditions of each enterprise. Focus on building a team of Party committees, cadres in charge of Party and mass organization work and Party members in enterprises; Open training courses, coaching, and fostering for Party committees in enterprises; promptly direct, guide, and remove difficulties and obstacles in Party work for Party committee members. In addition, it is also necessary to focus on creating resources, creating favorable conditions, and being flexible in time when opening political theory training courses for Party members who are working in non-state enterprises.

The Party Committee of the Bloc also believes that for enterprises that do not have a Party or mass organization, it is necessary to strengthen surveys, approaches, persuasion, and mobilization so that business owners agree and support the establishment of Party or mass organizations, first of all, domestic enterprises with many employees and stable production and business. Conduct a review and plan to transfer Party activities for Party members who are working in enterprises but are participating in Party activities in the locality to participate in activities at the Mobile Party Cell to serve as a basis for gathering and rallying the working masses in the enterprise, thereby mobilizing, persuading,educating , and introducing outstanding masses to the Party Cell for consideration and admission. After having enough Party members and operating conditions, a Party organization will be established in the enterprise.
